The March NYC Technology Salon offered an opportunity to discuss how mobile technology can transform workforce development and to hear how mobile is improving the reach and impact of existing initiatives working with girls and young women. Attendees also raised some of the acute, practical challenges and the deeper underlying issues that need to be overcome in order for girls and women to access and use mobile devices and to participate in workforce development programs and the labor market.

Conversation kicked off with comments from Kris Wiig (Samasource), Nancy Taggart (Education Development Center)  and Trina Das Gupta (former head of mWomen). The Salon was part of the Mobiles for Education Mobiles and Youth Workforce Development (mYWD) Working Group Learning Series, an initiative created in partnership with the MasterCard Foundation and USAID. The Salon was hosted at the offices of the Clinton Global Initiative.

The benefits of mobile vs stationary ICT for youth workforce development programs

Mobile holds a number of benefits over stationary ICT, including the feature of reaching people where they are because of the ubiquity of hand-held devices. Mobile is being used as both a primary tool in workforce development programming and as a complementary tool to enhance or reinforce content and interaction happening via other means such as web, face-to-face, and radio.

Reaching girls and women. Mobile can reach girls and young women with services and information they cannot normally get, helping them access the opportunities, skills, and information they need to better position them for work. Mobile job matching allows girls and young women to seek jobs without leaving the home. Micro-tasking (breaking up jobs into tiny tasks that can be done by a number of individuals, eg.,  via a mobile phone) offers a way for girls and young women from slum areas, those not able to work outside of the home, and those pulled out of difficult situations like sexual exploitation; to access entry-level work and gain experience that can help them quickly move to better jobs. Some 75% of women doing microtasking with Samasource move on to better jobs within 6 months, for example.

Getting geographically relevant information out to youth. Mobile can help spread information about opportunities to formerly unreached locations. In many places, jobs and scholarships exist, but they are promoted in places where youth do not see them. Mobile social networks can reach youth and connect them, based on their profiles and skill sets, to opportunities in their own geographical area, helping change the idea that youth have to move to the city in order to find work.

Strengthening soft and hard skills. Using mobile applications, gaming and quizzes, youth can work through career pathfinders in a fun way, find out what they like and what they are good at, and begin learning how to plan a career and what types of courses or preparation they need to achieve goals. They can also learn about savings and create savings plans for items they want to purchase, meanwhile making commitments to give up habits like smoking in order to put their limited resources towards other goals. Applications that reinforce basic literacy and numeracy, such as EDC’s Stepping Stone, help girls and young women strengthen the skills they need to move to a higher level of training or to access additional mobile-based information or engage in communications that help improve their livelihoods.

Lowering barriers to entry. Mobile offers a lower barrier to entry than more traditional ICTs. Mobile web has made it easier for many people to get online, especially in rural areas where people often have to be transported to centralized places in order to access desktop computers and broadband. Mobiles also require less electricity than desktop computers, a big plus in rural areas. One participant noted that an iPad costs only $400 vs a desktop that costs much more and requires more expertise and resources to set up and maintain. Tools available today make it easier for non-experts to create mobile applications. The challenge is getting over inertia and allowing kids to play and experiment.

Designing mobile workforce development programs with and for girls and young women

Even with all these benefits, however, mobile may not always be the best tool because access to information and content delivery does not resolve deeper gender-related issues. Salon attendees offered some insights on ways to make mYWD programs more inclusive of and adapted to the needs of girls and women.

Addressing underlying gender issues. Girls and young women may find a scholarship or a job via mobile but for various reasons, such as controlled mobility or cultural or resource restrictions, they may not be able to take advantage of it. When working with girls and women, underlying issues are central, for example, past trauma, self-esteem, self-doubt and the question “will I ever be good enough.” Organizations can talk this through with girls and women via a mobile phone or online chat, but in truth it’s a much a deeper issue than a cellphone can solve. Corollary and holistic programs are needed to respond to these broader issues in order to have real, in-depth and lasting impact.

Making mYWD programs accessible to girls and young womenWorkforce development programs need to be designed in ways that fit the lives of the girls and women they aim to support. For example,  training needs to happen at a time when women are more able to participate, such as after breakfast and before lunch when the children are at school and the husband is not back yet. Child care may need to be provided. It’s also critical to understand the dynamics of husbands and mothers-in-law who often want to know what young women are doing at all times. Some women may be happy to conceal the fact that they are participating in training, but programs should help women and girls gauge their potential risks. Another strategy is working with husbands and men to generate buy-in so that girls and women can participate in different labor market-related activities. In some cases negative reactions from fathers and husbands deter girls and women from participating or cause them to drop out. Eg.: “I make more money and my husband takes it and he drinks more, and then he beats me more.” The many precise cultural and social issues around gender and mobile require more research. Talking with girls and young women about these barriers and ensuring programs take them into account is an important part of the design process.

Remembering that women and girls are often the last to own phones. GSMA research found that there is indeed a mobile gender gap. Though there may be a high level of mobile penetration at the household level, often it’s the husband, then the first-born son who get a phone, and only afterward that perhaps a daughter or a wife get one — and this scenario is in wealthier households where there are multiple devices. For most families in emerging economies, there is only one or possibly two phones per household, and women and girls only have access to the phone when the man of the house gives it to them. This does vary from country to country, but overall, women are less active and with less access to mobile devices. This is a critical gap if organizations wish to involve girls and young women in mobile-based programs. Knowing the audience, population and context and designing information and communication strategies and workforce development programs that use a variety of channels (traditional and new media as well as face-to-face) to reach girls and women can help avoid marginalizing or not reaching those without mobile access.

Finding the incentive base for men. In many emerging markets, work needs to be done to discover what might incentivize men to allow girls and women to access mobile phones and/or to participate in workforce development activities. Sometimes it is money, but not always. Men may not want women and daughters working or earning money. In Afghanistan, for example, the CEO of the mobile network operator would sit with the men in the households and discuss the idea of women and girls having mobile phones. As part of one program that trained women for work, transportation services were set up just for women. It is important to meet people where they are in terms of cultural barriers and not try to shift things too quickly or all at once or there can be serious backlash.

Encouraging girls and young women to enter high growth sectors. Age-old gender frameworks are still at play and many girls and young women are not interested in entering certain high growth sectors, such as technology. This is a worldwide hurdle in terms of positioning girls and young women for the new jobs being created in these sectors, not just something that happens in ‘developing’ countries. Some programs are reaching out specifically to girls and young women to teach them to code and to break down the idea that only boys and men are smart enough to do it. Encouraging girls and women to see the world by accessing Internet via the mobile web and connecting with other girls and women this way can also be hugely transformative. Communication and marketing can play a role in helping girls and women see the world as it could be, if there were gender parity, and planting a seed that helps girls and young women see the possibilities of their own impact in the world. Enabling girls and young women to create, not just consume content, can change the status quo.

Mobile as a complementary tool, not a replacement.  Mobile can resolve some information and communication aspects, however, in the case of girls and young women, resource-intensive services are often the most needed and the most important, and these cannot always be done via a device. Mentoring and networking, for example, have shown to be highly valued by girls and women. These need to be more than a quick check-in however; they should be strong, active and consistent relationships of support. Some organizations are doing interesting work with mentoring but even with the added benefits of mobile technology, efficient and cost-effective ways to support quality mentoring at scale have not been fully worked out yet.

Data and research

There is a dearth of data around how girls and women use mobiles. Research has been done in some contexts with women at the base of the pyramid, but in many cases it’s difficult to apply conclusions across contexts. Evidence on what works, what is sustainable, and what can effectively scale is missing.

Understanding the meaning of mobile for girls and women. There is a need for more research on women’s ownership and use of devices, and a better understanding of what these devices mean to girls and women in their daily lives, in their family dynamics and with regard to their purchasing habits. In one country, 40% of women interviewed said they didn’t like text messaging, but this may not carry over to other countries or to girls and younger women. Women in one survey in Uganda said they didn’t like borrowing a phone because it meant they would owe a favor to the woman they borrowed it from — this breaks with assumptions that mobiles are freely shared in communities and everyone can access them. In Papua New Guinea, women surveyed in a micro-tasking project said that what they most liked about having mobile access was not the work opportunity, it was being able to call and arrange dinner time with their husband so they would not be beaten if he came home early and it was not ready.

Gaps in gender and age disaggregated data. The huge gap in gender and age disaggregated data on mobile ownership and use is a huge impediment in terms of going to scale. Donor organizations and governments often ask, “Where is the data that shows me this works?” Using mobile for different programs is a big shift for most countries and organizations. It requires behavior change and large investments, and so decision-makers logically want to know if it works. Some organizations avoid working with government as it can slow down processes. Others argue that government buy-in and support are vital to achieving scale and sustainability and that government plays an important role in reducing tariffs and establishing regulations that favor mobile for development initiatives.

One discussant recommended: “Do your baseline. Track your data. Share your data. Share your failures. Collect gender and age disaggregated data.” Large research firms are starting to set up these data but they are for the most part proprietary and are not available to those working in development. Organizations like CGI could use their influence to encourage firms and companies to share some parts of their data. Going beyond micro-level pairing of people with jobs to the use of mobile data at scale to look at development trends could be hugely beneficial.

In summary, more needs to be done to better understand the intersecting areas of gender, mobile technology, and youth workforce development programming. Further reading and resources compiled to complement the Salon are available here.

The February 5 Technology Salon in New York City asked “What are the ethics in participatory digital mapping?” Judging by the packed Salon and long waiting list, many of us are struggling with these questions in our work.

Some of the key ethical points raised at the Salon related to the benefits of open data vs privacy and the desire to do no harm. Others were about whether digital maps are an effective tool in participatory community development or if they are mostly an innovation showcase for donors or a backdrop for individual egos to assert their ‘personal coolness’. The absence of research and ethics protocols for some of these new kinds of data gathering and sharing was also an issue of concern for participants.

During the Salon we were only able to scratch the surface, and we hope to get together soon for a more in-depth session (or maybe 2 or 3 sessions – stay tuned!) to further unpack the ethical issues around participatory digital community mapping.

The points raised by discussants and participants included:

1) Showcasing innovation

Is digital mapping really about communities, or are we really just using communities as a backdrop to showcase our own innovation and coolness or that of our donors?

2) Can you do justice to both process and product?

Maps should be less an “in-out tool“ and more part of a broader program. External agents should be supporting communities to articulate and to be full partners in saying, doing, and knowing what they want to do with maps. Digital mapping may not be better than hand drawn maps, if we consider that the process of mapping is just as or more important than the final product. Hand drawn maps can allow for important discussions to happen while people draw. This seems to happens much less with the digital mapping process, which is more technical, and it happens even less when outside agents are doing the mapping. A hand drawn map can be imbued with meaning in terms of the size, color or placement of objects or borders. Important meaning may be missed when hand drawn maps are replaced with digital ones.

Digital maps, however, can be printed and further enhanced with comments and drawings and discussed in the community, as some noted. And digital maps can lend a sense of professionalism to community members and help them to make a stronger case to authorities and decisions makers. Some participants raised concerns about power relations during mapping processes, and worried that using digital tools could emphasize those.

3) The ethics of wasting people’s time.

Community mapping is difficult. The goal of external agents should be to train local people so that they can be owners of the process and sustain it in the long term. This takes time. Often, however, mapping experts are flown in for a week or two to train community members. They leave people with some knowledge, but not enough to fully manage the mapping process and tools. If people end up only half-trained and without local options to continue training, their time has essentially been wasted. In addition, if young people see the training as a pathway to a highly demanded skill set yet are left partially trained and without access to tools and equipment, they will also feel they have wasted their time.

4) Data extraction

When agencies, academics and mappers come in with their clipboards or their GPS units and conduct the same surveys and studies over and over with the same populations, people’s time is also wasted. Open digital community mapping comes from a viewpoint that an open map and open data are one way to make sure that data that is taken from or created by communities is made available to the communities for their own use and can be accessed by others so that the same data is not collected repeatedly. Though there are privacy concerns around opening data, there is a counter balanced ethical dilemma related to how much time gets wasted by keeping data closed.

5) The (missing) link between data and action

Related to the issue of time wasting is the common issue of a missing link between data collected and/or mapped, action and results. Making a map identifying issues is certainly no guarantee that the government will come and take care of those issues. Maps are a means to an end, but often the end is not clear. What do we really hope the data leads to? What does the community hope for? Mapping can be a flashy technology that brings people to the table, but that is no guarantee that something will happen to resolve the issues the map is aimed at solving.

6) Intermediaries are important

One way to ensure that there is a link between data and action is to identify stakeholders that have the ability to use, understand and re-interpret the data. One case was mentioned where health workers collected data and then wanted to know “What do we do now? How does this affect the work that we do? How do we present this information to community health workers in a way that it is useful to our work?” It’s important to tone the data down and make them understandable to the base population, and to also show them in a way that is useful to people working at local institutions. Each audience will need the data to be visualized or shared in a different, contextually appropriate way if they are going to use the data for decision-making. It’s possible to provide the same data in different ways across different platforms from paper to high tech. The challenge of keeping all the data and the different sharing platforms updated, however, is one that can’t be overlooked.

7) What does informed consent actually mean in today’s world?

There is a viewpoint that data must be open and that locking up data is unethical. On the other hand, there are questions about research ethics and protocols when doing mapping projects and sharing or opening data. Are those who do mapping getting informed consent from people to use or open their data? This is the cornerstone of ethics when doing research with human beings. One must be able to explain and be clear about the risks of this data collection, or it is impossible to get truly informed consent. What consent do community mappers need from other community members if they are opening data or information? What about when people are volunteering their information and self-reporting? What does informed consent mean in those cases? And what needs to be done to ensure that consent is truly informed? How can open data and mapping be explained to those who have not used the Internet before? How can we have informed consent if we cannot promise anyone that their data are really secure? Do we have ethics review boards for these new technological ways of gathering data?

8) Not having community data also has ethical implications

It may seem like time wasting, and there may be privacy and protection questions, but there are are also ethical implications of not having community data. When tools like satellite remote sensing are used to do slum mapping, for example, data are very dehumanized and can lead to sterile decision-making. The data that come from a community itself can make these maps more human and these decisions more humane. But there is a balance between the human/humanizing side and the need to protect. Standards are needed for bringing in community and/or human data in an anonymized way, because there are ethical implications on both ends.

9) The problem with donors….

Big donors are not asking the tough questions, according to some participants. There is a lack of understanding around the meaning, use and value of the data being collected and the utility of maps. “If the data is crap, you’ll have crap GIS and a crap map. If you are just doing a map to do a map, there’s an issue.” There is great incentive from the donor side to show maps and to demonstrate value, because maps are a great photo op, a great visual. But how to go a level down to make a map really useful? Are the M&E folks raising the bar and asking these hard questions? Often from the funder’s perspective, mapping is seen as something that can be done quickly. “Get the map up and the project is done. Voila! And if you can do it in 3 weeks, even better!”

Some participants felt the need for greater donor awareness of these ethical questions because many of them are directly related to funding issues. As one participant noted, whether you coordinate, whether it’s participatory, whether you communicate and share back the information, whether you can do the right thing with the privacy issue — these all depend on what you can convince a donor to fund. Often it’s faster to reinvent the wheel because doing it the right way – coordinating, learning from past efforts, involving the community — takes more time and money. That’s often the hard constraint on these questions of ethics.

The November 14, 2012, Technology Salon NYC (TSNYC) focused on ways that ICTs can support work with children who migrate. An earlier post covers the discussion around Population Council’s upcoming ‘Adolescent Girls on the Move’ report. The current post focuses on the strategic use of data visualization for immigration advocacy, based on opening points from Brian Root and Enrique Piracés of Human Rights Watch (HRW).

Visualizing the US Detention Network and the transfers between detention centers.

The project

The HRW initiative used data to track and visualize the movement of people through the US immigration detention system after noticing that U.S. Immigration and Customs Enforcement (ICE) was moving people very freely without notifying their families or attorneys. HRW was aware of the problem but not its pervasiveness. The team obtained some large data sets from the US government via Freedom of Information Act (FOIA) requests. They used the data to track individuals’ routes through the immigration detention system, eventually mapping the whole system out at both aggregate levels and the level of individual. The patterns in the data informed HRW’s advocacy at the state and federal levels. In the process, HRW was able to learn some key lessons on advocacy and the importance of targeting data visualizations to specific advocacy purposes.

Data advocacy and storytelling

The data set HRW obtained included over 5.4 million records of 2.3 million people, with 10-12 variables. The team was able to connect these records to individuals, which helped tell a meaningful story to a broad audience. By mapping out all the US facilities involved and using geo-location to measure the distance that any individual had been transferred, the number of times an individual from Country X in Age Range X was transferred from one facility to another was visible, and patterns could be found. For example, often people on the East Coast were transferred to Texas, where there is a low ratio of immigration lawyers per detainee.

Even though the team had data and good stories to tell with the data, the two were not enough to create change. Human rights are often not high priority for decision makers, but budgeting is; so the team attached a cost to each vector that would allow HRW to tell decision makers how much was being spent for each of these unnecessary transfers.

They were also able to produce aggregated data at the local level. They created a state dashboard so that people could understand the data at the state level, since the detention facilities are state-run. The data highlighted local-level inefficiencies. The local press was then able to tell locally relevant stories, thus generating public opinion around the issue. This is a good example of the importance of moving from data to story telling in order to strengthen advocacy work.

HRW conveyed information and advocated both privately and publicly for change in the system. Their work resulted in the issuing of a new directive in January 2012.

FOIA and the data set

Obtaining data via FOIA acts can be quite difficult if an organization is a known human rights advocate. For others it can be much easier. It is a process of much letter sending and sometimes legal support.

Because FOIA data comes from the source, validation is not a major issue. Publishing methodologies openly helps with validation because others can observe how data are being used. In the case of HRW, data interpretations were shared with the US Government for discussion and refutation. The organization’s strength is in its credibility, thus HRW makes every effort to be conservative with data interpretation before publishing or making any type of statement.

One important issue is knowing what data to ask for and what is possible or available. Phrasing the FOI request to obtain the right data can be a challenge. In addition, sometimes agencies do not know how to generate the requested information from their data systems. Google searches for additional data sets that others have obtained can help. Sites such as CREW (Citizens for Responsibility and Ethics in Washington), which has 20,000 documents open on Scribd, and the Government Attic project, which collects and lists FOI requests, are attempting to consolidate existing FOI information.

The type of information available in the US could help identify which immigration facilities are dealing with the under-18 population and help speculate on the flow of child migrants. Gender and nationality variables could also tell stories about migration in the US. In addition, the data can be used to understand probability: If you are a Mexican male in San Jose, California, what is the likelihood of being detained? Of being deported?

The US Government collects and shares this type of data, however many other countries do not. Currently only 80 countries have FOI laws. Obtaining these large data sets is both a question of whether government ministries are collecting statistics and whether there are legal mechanisms to obtain data and information.

Data parsing

Several steps and tools helped HRW with data parsing. To determine whether data were stable, data were divided by column and reviewed, using a SHELL. Then the data were moved to a database (MySQL), however other programs may be a better choice. A set of programs and scripts was built to analyze the data, and detention facilities were geo-located using GeoNames. The highest quality result was used to move geo-location down to the block level and map all the facilities. Then TileMill and Quantum GIS (QGIS) were used to make maps and ProtoViz (now D3) was used to create data visualizations.

Once the data were there, common variables were noted throughout the different fields and used to group and link information and records to individuals. Many individuals had been in the system multiple times. The team then looked at different ways that the information could be linked. They were able to measure time, distance and the “bounce factor”, eg.., how many times an individual was transferred from one place to the other.

Key learning:

Remember the goal. Visualization tools are very exciting, and it is easy to be seduced by cool visualizations. It is critical to keep in mind the goal of the project. In the HRW case the goal was to change policy, so the team needed to create visualizations that would specifically lead to policy change. In discussions with the advocacy team, they defined that the visualizations needed to 1) demonstrate the complexity 2) allow people to understand the distance 3) show the vast numbers of people being moved.

Privacy. It is possible to link together individual records and other information to tell a broader story, but one needs to be very careful about this type of information identifying individuals and putting them at risk. For this reason not all information needs to be shared publicly for advocacy purposes. It can be visualized in private conversations with decision makers.

Data and the future

Open data, open source, data visualization, and big data are shaping the world we are embedded in. More and more information is being released, whether through open data, FOIA or information leaks like Wikileaks. Organizations need to begin learning how to use this information in more and better ways.

The November 14, 2012, Technology Salon NYC focused on ways that ICTs can support work with children who migrate. Our lead discussants were:  Sarah Engebretsen and Kate Barker from Population Council, and Brian Root and Enrique Piracés from Human Rights Watch.

This post summarizes discussions that surfaced around the Population Council’s upcoming Girls on the Move report, which looks at adolescent girls’ (ages 10-19) internal and regional migration in ‘developing’ countries, including opportunity and risk. (In a second blog post I will cover Human Rights Watch’s points and resulting discussions.)

The Girls on the Move report (to be released in February 2013) will synthesize current evidence, incorporate results of specially commissioned research, illustrate experiences of migrant girls, provide examples of promising policies and programs, and offer concrete action-oriented recommendations.

1) How are migrant girls using ICTs?

While the report’s focus is not technology, the research team notes that there is some evidence showing that adolescent girls are using ICTs for:

  • Extending social networks. In China and Southeast Asia, migrant girls are building and accessing personal networks through mobiles and texting. This is especially pronounced among girls who work long hours in tedious jobs in factories, and who do not have much time with family and friends. Text messaging helps them maintain connections with existing social networks. It also gives them space for flirtation, which may not be something they can do in their former rural context because of cultural norms that look down on flirtatious behavior.
  • Finding new jobs. Both boys and girls use mobiles and text messaging for exchanging quick news about job openings. This suggests there could be an opening for program interventions that would connect to migrant children through texting, and that might supply information on community resources, for example, where to go in cases of threat or emergency—that might then propagate across migrant virtual networks.
  • Sending remittances. Based on research with adolescent girls and drawing from examples of adult migrants, it seems likely that a vast majority of migrant girls save money and send it to their families. Evidence on how girl migrants are using remittances is limited, but a survey conducted in Kenya found that 90% of adult migrants had sent money home to families in other parts of Kenya via mobile phone in the 30 days before the survey. There is more research needed on adolescent girls’ remittance patterns. Research is also lacking on adolescent girls’ access to and use of mobile phones and on whether mobile phones are owned or borrowed from another person who is the handset owner. Remittances, however, as one participant pointed out, are obviously only sent by mobile in countries with functioning mobile money systems.
  • Keeping in touch with family back home. In Western Kenya, migrant brides who are very isolated placed great importance on mobiles to stay in touch with family and friends back home. Facebook is very popular in some countries for keeping in touch with families and friends back home. In Johannesburg and Somalia, for example, one participant said “Facebook is huge.” Migrating adolescent girls and domestic working girls in Burkina Faso, however, do not have Internet access at all, via mobiles or otherwise.

2) Areas where ICTs could support work on child protection and migration

  • Child Protection Systems There is a general global move towards developing child protection systems that work for different kinds of vulnerable children. These efforts are important in the transit phase and right upon arrival as these phases are particularly risky for children who migrate. ICTs can play a role in managing information that is part of these systems. Ways to connect community child protection systems into district and national systems need more investigation.
  • Reporting abuse and getting help One example of ways that ICTs are supporting child protection in India and several other countries is Child Help Lines. ChildLine India received almost 23 million calls as of March 2012, with 62% of callers between the ages of 11 and 18. The helplines provide vulnerable groups of children and youth with referrals to local services, and in the best cases they are public-private partnerships that link with national and state governments. Of note is that boys call in more often than girls, and this raises questions about girls’ access to phones to actually make a call to obtain support. It also points to the need for differentiated strategies to reach both boys and girls.

3) Technology and exclusion

  • Social exclusion and access is a specific challenge due to the pronounced social exclusion of many migrant girls, particularly those who are married or working in socially isolated jobs such as child domestic workers. Girls in these situations may not have any access to technology at all, including to mobile phones.  Girls and women especially tend to have less access than men; they are often not the owners of devices. There is a research gap here, as no one actually knows how many migrating adolescent girls access mobiles and how many can borrow a phone for use. It is not clear if girls have their own phones, or if they are using an employer’s or a friend’s phone or a public call box. This would be a key factor in terms of working with adolescent girls and understanding risk and designing programs.
  • Technology should build on – not be seen as a replacement for – social networks. Girls access to social capital is a huge underlying topic. There is normally a rupture in social networks when girls move. They become socially isolated and this puts them at great risk. Domestic girl workers leave home and become more vulnerable to exploitation —  they have no friends or family around them, and they may not be able to access communication technologies. For this reason it is critical to understand that technology cannot replace social networks. A social network is needed first, and then ICTs can allow girls to remain in touch with those in their network. It is very important to think about understanding and/or building social networks before pushing the idea of technology or incorporating technologies.

4) ICTs and potential risk to child migrants

  • SMS, anonymity and privacy. According to a study one participant was involved in, some children and youth report feeling that they can speak up more freely by SMS since they can text privately even in close quarters. Others noted that some organizations are incorporating online counseling services for similar reasons. A study in Nigeria is ongoing regarding this same topic, and in Southeast Asia it has been shown that girls often use text messages to flirt using an alternate identity.
  • Retaliation. Concerns were raised regarding the possibility for retaliation if a child reports abuse or uses a mobile for flirting and the phone is confiscated.  Practices of self-protection and message deleting are not very well implemented in most cases. A participant noted that some of the low-end phones in Tanzania and Kenya periodically delete outgoing messages and only keep 15 messages on the phone at a time. This can help somewhat, though it is not a feature that is particularly aimed at protection and privacy, rather, it is more a function of low memory space. Safer Mobile is one initiative that looks at risk and privacy; however, like most efforts looking at risk, it is focused on political conflict and human rights situations, not at privacy and protection for child migrants or other types of abuse reporting that children may be involved in.

5) Research gaps and challenges

  • Migration contexts. It was emphasized that migration during an emergency situation is very different from a voluntary migration, or seasonal migration. Work is being done around communication with disaster or emergency affected populations via the Communication with Disaster Affected Communities (CDAC) Network, but this theme does not seem to be one of widespread discussion among US-based NGOs and humanitarian organizations.
  • Migrants are not necessarily disadvantaged however a bias exists in that researchers tend to look for disadvantage or those who are disadvantaged. They often ask questions that are biased towards showing that migrants are disadvantaged, but this is not always the case. Sometimes migrating children are the most advantaged. In some contexts migrating requires family support and funds to migrate, and those with the least amount of resources may not be able to move. In some cases migrant children have a huge, strong family structure. In others, children are escaping early marriage, their parents’ passing away or other difficult situations.
  • Integrated information and data crossing. One issue with research around migrants is that most looks solely at migrants and does not cross migration with other information. Many girls migrate with the idea that they will be able to get an education, for example, but there is not a lot of information on whether migrating girls have more or less access to education. The literature tends to focus on girls in the worst situations. In addition, although there are 4 times as many internal migrants as there are international migrants, focus tends to be on international migration.

At the global level, a very small percentage of development funding goes to urban spaces, yet hard-hitting issues impact many of the urban poor: lack of tenure, lack of legality of land, informal settlements, lack of birth registration and civil registration in general, waste disposal, clean water, politicizing of local authorities and more. Can new technologies be a solution for some of these issues?

Tuesday’s Technology Salon NYC offered a space to discuss some of the key challenges and good practice related to working with children, youth, and urban communities and explored the potential role of ICTs in addressing issues related to urban poverty.

According to UNICEF, who co-organized and hosted the Salon at their offices, half of the world’s people – including over one billion children – live in cities and towns. By 2030, it is projected that the majority of the world’s children will grow up in urban areas, yet infrastructure and services are not keeping pace with this urban population growth. (See UNICEF’s 2012 State of the World’s Children or Plan’s 2010 Because I am a Girl Report: Digital and Urban Frontiers).

We welcomed 3 experienced and engaging discussants to the Salon, who commented on the intersection of children, youth, urban environments and new technologies:

  • Doris Gonzalez, Senior Program Manager Corporate Citizenship & Corporate Affairs at IBM Corporation who manages IBM’s grade 9-14 education model Pathways in Technology Early College High School (P-TECH), a program that maps work-based skills to the curriculum and provides mentors to students and teachers
  • Ron Shiffman, a city planner with close to 50 years of experience providing architectural, planning, community economic development, and sustainable and organizational development assistance to community-based groups in low- and moderate-income neighborhoods; and the co-founder of the Pratt Institute Center for Community and Environmental Development [PICCED]
  • Sheridan Bartlett, a researcher affiliated with the Children’s Environments Research Group at CUNY and the International Institute for Environment and Development in London, co-editor of the journal Environment and Urbanization, supporter of Slum Dwellers International, and researcher on the link between violence and living conditions as they affect young children.

Doris shared IBM’s experiences with technology education programs with children and youth in New York City, including the highly successful P-TECH program which prepares youth for jobs that require 21st century skills. Some of the key aims in the PTECH program are making technology accessible, engaging, relevant to children and youth, and connecting what kids are learning to the real world. Through the program, IBM and partners hope to turn out skilled employees who are on entry-level career tracks. They look at what jobs are hiring with AAS degrees, what skills are attached and how to map those skills back into curriculum. Helping children and youth acquire collaboration, communication, and problem solving skills is key to the approach, as are broad partnerships with various stakeholders including government, private sector, communities and youth themselves. The program has been lauded by President Obama and is in the process of being replicated in Chicago.

Ron highlighted that working on urban poverty is not new. His involvement began in 1963 when John F. Kennedy was elected and there was a thrust to address urban poverty. Many, including Ron, began to think about their role in abolishing (not just alleviating or reducing) poverty. ‘We thought as architects, as planners about how we could address the issues of urban poverty.’ Broader urban poverty initiatives grew from work done forming the first youth in action community based organizations (CBOs) in Bedford Sty, Harlem and the Lower East Side. Originally these programs were empowerment programs, not service delivery programs; however because they confronted power, they faced many challenges and eventually morphed into service delivery programs. Since then, this youth in action community based model has served other community based initiatives all over the world. Ron emphasized the importance of differentiating among the roles of CBOs, technical assistance providers, and intermediaries and the need to learn to better to support CBOs who are on the ground rather than supplanting their roles with NGOs and other intermediaries.

Sherry picked up where Ron left off, noting that she’d collaborated with a network of federations of the urban poor in 33 countries, looking at ways they’ve used technologies and how technology presents new challenges for communities.

A large percentage of the urban poor live illegally in non-formal settlements where they can’t vote and don’t have legal representation, she said. They want partnership with the local government and to make themselves visible. The first thing they do is to count themselves, document the land they live on, map every lane and garbage dump, every school (if schools exist), their incomes, livelihoods, and expenditures. This body of information can help them engage with local authorities. It’s an organizing tool that gives them a collective identity that can lead to a collective voice.

This process seems to be a natural fit for technology, in that it can allow for management and storing of information, she said. However, technology use can be incredibly complicated. Traditionally the process has been managed manually. The information comes in on paper, it is fed immediately back to community members, contested and corrected right there. The process is very participatory and very accurate, and includes everybody. Things that have been mapped or measured are validated. Boundaries are argued and joint agreement about the community reality and the priorities is reached right there.

Sherry noted that when technology is used to do this, participation becomes more restricted to a smaller, more technically savvy group rather than the entire community. It takes longer to get the information back to the community. Many urban poor are technology literate, but there are complexities. Sometimes youth want to go with technology and older leaders are more comfortable with the more manual, inclusive processes.

The complexity of urban environments was addressed by all three discussants. According to Sherry, many people still hold a development image of the ‘perfect village,’ contained, people sitting around a tree. But urban communities are very complex: Who owns what? There are landlords. Who represents whom? How do you create the space and the links with local authorities? Ron agreed, saying that cities and settlements  tend to be far more pluralistic. Understanding the nature and differences among them, how to weave together and work together is critical. Doris noted that one organization cannot work on this alone, but that multiple partners need to be involved.

Key points brought up during the ensuing discussion included:

Process, product and participation:

  • It’s important to work directly with community based organizations rather than surrogates (in the form of external NGOs). It’s critical to work on building the capacity of people and organizations on the ground, recognizing them as the core actors.
  • The process by which people engage is just as important as the end product. If new technologies are involved, participation needs special attention to ensure no one is being marginalized and the data is interpreted by local people, and they play a role in gathering it and learning, sharing and discussing during the process.
  • Digital data collection and fly-over mapping should not replace participatory processes of data collection and local interpretation. Bringing in more efficient processes via new technologies is possible, but it often means losing some of the richness and interpretation of the data. If you’re not including everyone in this process, you risk marginalizing people from the process.
  • Every community, village or barrio has a different personality. No one size approach or model or technology fits all.
  • It’s important to let people create solutions to their own challenges; set the right policies so that what is produced can be scaled (open/open source); and make sure things are hyper-local – yet help move the ideas and build networks of south-south collaboration so that people can connect.
  • The technologies only make sense when they are done within a participatory framework or context. People get excited about technology and the idea of really iterating and trying things out very quickly. But this only makes sense if you have a bigger plan. If you go in and start playing around, without context and a long-term plan, you lose the community’s trust. You can’t drop in tech without context, but you also can’t come and create such a huge infrastructure that it’s impossible to implement. You need balance.
Children and youth:
  • We shouldn’t forget protection and privacy issues, especially with children and with mapping. These need to be carefully built in and we need to be sure that information and maps are not misused by authorities.
  • We can’t forget the young people and adolescents that we are working with – what do we want them to gain out of this? Critical thinking, problem solving skills? This is what will serve them. Educational systems need to address the pedagogy – if children are even in schools – where do you get that critical thinking? How do you create space for innovation? What is the role of tech in helping support this innovation? What is the role of mapping? Just accounting? Just quantifying? Or are you helping youth know their communities better? Helping them understand safety? What are we mapping for? Community self-knowledge or outside advocacy?
Technology:
  • We need to always ask: Who owns and manages technology? Technology is never neutral. It can both empower and disempower people and communities, and certain groups of people within communities.
  • The technology is a tool. It’s not the technology that teaches, for example, it is teachers who teach. They use the tech to supplement what’s going on in the classroom.
  • Rather than bring in ‘really cool’ things from the outside, we should know what tech already exists, what children, youth and communities are already using and build on that.
  • The challenge always comes down to the cost. Even if an idea works in the US, will it work in other places? Can other places afford the technology that we are talking about? There are some very good projects, but they are impossible to replicate. We need to find feasible and sustainable ways that technology can help reduce costs while it improves the situation for the urban poor.
Engaging local and national governments and the private sector
  • Bottom up is important, but it is not enough. The role of local authorities is critical in these processes but national authorities tend to cut local budgets meaning local authorities cannot respond to local needs. It’s important to work at every level – national policies should enable local authorities and mandate local authorities to work with local communities.
  • Local authorities often need to be pushed to accept some of these new ideas and pulled forward. Often communities can be more technologically savvy than local authorities, which can turn the power dynamic upside down and be seen as threatening, or in some cases as an opportunity for engagement.
  • Communities may need to learn to engage with local governments. Adversarial or advocacy techniques may be useful sometimes but they are not always the right way to go about engaging with the authorities.
  • It’s useful for CBOs to work with both horizontal and vertical networks, and NGOs can play a role in helping this to happen, as long as the NGOs are not replacing or supplanting the CBOs.
  • There needs to be support from the local city government, and an interest, a need, an expressed dedication to wanting to be involved or these kinds of initiatives will fail or fizzle out.
  • There is a tendency to seek quick solutions, quick fixes, when we all know that creating change takes a long time and requires a long-term perspective and investment. The city of Medellin for example has done a good job of investing in connecting settlements to the city through infrastructure and access to technology. Long-term vision with participation from private, public and  community engagement is critical.
  • The quality of investment in poor areas needs to be as high as that in wealthier areas. Many interventions are low quality or limited when they are done in poor areas.
  • Multiple partners and collaboration among them is necessary for these initiatives to move forward and to be successful. You need to bring everyone to the table and to have an existing funding structure and commitment from local and national governments and ministries, as well as local communities and CBOs, NGOs and the private sector.
  • A role for the UN and INGOs can be to help ensure that the right channels are being opened for these projects, that the right partnerships are established, that systems and technologies are kept open and not locked into particular proprietary solutions.
Learning/sharing challenges, approaches and good practice:
  • There is much to learn from how marginalized youth in communities have been engaged without technologies. Once they have the information, no matter how it was gathered – in the sand, by SMS, on the wall — then how can marginalized young people access and address local authorities with it? How can we help enable them to feel more empowered? What can we learn from past efforts that we can apply?
  • There is a lack of exposure of those working in ICT to the urban space and vice versa. This reflects a need to break down the issues and opportunities and to think more deeply about the potential of technology as a part of the solution to urban poverty issues.
  • We need to make a distinction between wonderful projects that some are doing, but that are very costly and have a high cost per participant; and programs that can be done in developing countries. Consider that 75 million youth are now unemployed. The more we learn about what others are doing, the more information we have on how to do it, the better.
  • ICTs are a relatively new element in the urban space. It would be helpful to have a a follow-up report that focuses on how ICTs have been used to address specific issues with children, youth and communities in urban spaces and what specific challenges are posed when using ICTs in this space. What projects have been done or could be done? What are the challenges in implementing projects with refugee populations, undocumented populations, migrants, and other groups? We need to understand this better. We need a document or guide that explores these issues and suggests practical ways to move forward.
  • Social media and new technologies can be used to spread information on successful case studies, to share our learning and challenges and good practice so that we can apply the best approaches.

Civil society has been working for years on participation, transparency, accountability and governance issues. Plenty of newer initiatives (small and large) look at new technologies as a core tool in this work. But are these groups talking and learning from each other? What good practices exist for using new technologies to improve transparency, accountability and governance? What are some considerations and frameworks for thinking about the role of new technologies in this area of work? What needs consideration under this broad theme of good governance?

Tuesday’s Technology Salon* in New York City focused on those issues, kicked off by our two discussants, Hapee de Groot from Hivos and Katrin Verclas from Mobile Active. Discussion ensued around the nuances of how, with whom, when, why, and  in conjunction with what do new technologies play a role in transparency, accountability and good governance.

Some of the key points brought up during the Salon**:

What is “good governance?”  The overall term could be divided into a number of core aspects, and so the discussion is a big one and it’s complicated. Aid transparency is only one small part of the overall topic of good governance.

The World Bank definition includes aspects of:

  • Participation of citizens in political processes, freedom of expression and  association, free media
  • Political stability and absence of violence
  • Government effectiveness in the delivery of services
  • Regulatory quality, rule of law
  • Control of corruption

There’s a need to look at governments and aid, but also to look at the private sector. Some commented that aid transparency is in vogue because donors can drive it but it’s perhaps not as important as some of the other aspects and it’s currently being overemphasized. There are plenty of projects using ICTs and mobiles in other areas of governance work.

More data doesn’t equal more accountability. Data does not equal participation. Can mobile phones and other ICTs or social media reduce corruption? Can they drive new forms of participation? Can they hold power accountable in some ways? Yes, but there is no conclusive evidence that the use of new technology to deliver data down from governments to people or up from people to governments improves governance or accountability. The field of tech and governance suffers from ‘pilotitis’ just like the field of ICT4D. Some participants felt that of course open data doesn’t automatically equal accountability and it was never the idea to stop there. But at the same time, you can’t have accountability without open data and transparency. Opening the data is just the first step in a long road of reaching accountability and better governance.

Efficient vs transformational. Transactional efficiency within a system is one thing. Transformation is another. You can enhance an existing process from, say, writing on paper to calling on a landline to texting in information, thereby improving accuracy and speed. But there is something more which is the transformational side. What’s most interesting perhaps are those ways that ICTs can completely alter processes and systems. Again, there are a lot of promising examples but there is not much evidence of their impact at this point. One participant noted that current evidence seems to point toward the integration of mobiles (and other ICTs) into existing process as having a greater impact and quicker uptake within large, bureaucratic systems than disruptive use of new technologies. But the question remains – Are the systems good systems or should/could ICTs transform them to something totally different and better or can ICTs help do away with poorly working systems entirely, replacing them with something completely new?

Is open data just a big show? Some alluded to opaque transparency, where a government or another entity throws up a bunch of data and says “we are being open” but there is no realistic way to make sense of the data. Some felt that governments are signing onto open data pacts and partnerships as a fake show of transparency. These governments may say, “The data base is available. Go ahead and look at it.” But it costs a lot of money and high level skills to actually use the data. In addition, there is a need for regulatory frameworks and legislation around openness. Brazil was given as an example of a country that has joined the open government partnership, but as yet has no regulatory framework or freedom of information act, even though the country has a beautiful open government website. “Checks and balances are not inherent in the mobile phone. They need to be established in the legislation and then can be enhanced by mobile or other technology.” Open Data Hackathons can help turn data into information. The question of “what does open data actually mean?” came up also and the “cake test” was recommended as one way of defining “open”.

Is open data an extractive process?  Some at the Salon cautioned that the buzz around Open Data could be a bit false in some ways, and may be hyped up by private companies who want to make money off of nice data visualizations that they can sell to big donors or governments. The question was raised about how much data actually gets back to those people who provide it so that they can use it for their own purposes? The sense was that there’s nothing wrong with private companies helping make sense of data per se, but one could ask what the community who provided the data actually gets out of this process. Is it an extractive data mining process? And how much are communities benefiting from the process? How much are they involved? Mikel Maron wrote a great post yesterday on the link between open data and community empowerment – I highly recommend reading it for more on this.

Whose data? A related issue that wasn’t fully discussed at the Salon is: who does the information that is being “opened” actually belong to (in the case of household surveys, for example)? The government? The International NGO or multilateral agency who funds a project or research? The community? And what if a community doesn’t want its data to be open to the world – is anyone asking? What kind of consent is being granted? What are the privacy issues? And what if the government doesn’t want anyone to know the number of X people living in X place who fit X description? Whose decision is it to open data? What are the competing politics?

For example, what if an organization is working on an issue like HIV, cholera, violence or human trafficking. What if they want to crowd source information and publicly display it to work towards better transparency and improved service delivery, but the host government country denies the existence of the issue or situation? In one case I heard recently, the NGO wanted to work with government on better tracking and reporting so that treatment/resources could be allocated and services provided, but when the government found out about the project, they wanted control over the information and approval rights. Government went so far in another case as to pressure the mobile service provider who was partnering with the organization, and the mobile service provider dropped out of the project. These are good reminders that information is power and openness can be a big issue even in cases not initially identified as politically charged.

Privacy and security risks. The ubiquity of data can pose huge privacy and security concerns for activists, civil society and emerging democracies and some at the Salon felt this aspect is not being effectively addressed. Can there really be anonymous mobile data? Does the push/drive for more data jeopardize the political ambitions of certain groups (civil society that may be disliked by certain governments)? This can also be an issue for external donors supporting organizations in places like Syria or Iraq. Being open about local organizations that are receiving funding for democracy or governance work can cause problems (eg., they get shut down or people can be arrested or killed).

Can new ICTs weaken helpful traditional structures or systems?  Is new tech removing some middlemen who were an important part of culture or societal structure? Does it weaken some traditional structures that may actually be useful? The example of the US was given where a huge surge of people now engage directly with their congressperson via Twitter rather than via aggregation channels or other representatives. Can this actually paralyze political systems and make them less functional? Some countered, saying that Twitter is somewhat of a fad and over time this massive number of interactions will settle down, and in addition, not everyone gets involved on every issue all the time. Things will sort themselves out. Some asked if politicians would become afraid (someone – help!! there is a study on this issue that I can’t seem to locate) to make some of the secret deals that helped move agendas forward because they will be caught and so openness and transparency can actually paralyze them? In other words is it possible that transparency is not always a good thing in terms of government effectiveness? The example of paying Afghan police directly by mobile phone was given. This initiative apparently ended up failing because it cut decision makers who benefited from bribes out of the loop. Decoupling payments from power is potentially transformational, but how to actually implement these projects when they disrupt so much?

Does new technology create parallel structures? Are parallel structures good or bad? In an effort to bypass inefficient and/or unaccountable systems, in one case, private business owners started their own crime reporting and 911 system to respond and accompany victims to report to the police and follow up on incidents. Questions were raised whether this privatization of government roles was taking justice into ones’ own hands, forcing the government to be accountable, allowing it to shirk responsibilities, or providing a way for government to see an innovation and eventually take on a new and more effective system that had been tried and tested with private funds. This same issue can be seen with parallel emergency reporting systems and other similar uses of ICTs. It may be too early in the game to know what the eventual outcomes of these efforts will be and what the long term impact will be on governance. Or it may be that parallel systems work in some contexts and not in others.
