Of what value is a computer if you don’t have regular access to it? If you don’t have an operating system, some programs, virus protection, electricity, and increasingly, internet? Of what value is a school building without caring and qualified teachers, a relevant curriculum, engaged parents, students who desire an education, families that see the value in education for their children, and a community that is willing to take a lead in ensuring that the above happens?

Hardware without software is pretty much a waste of resources.

Child protection systems follow the same logic.  For example, a legal framework or a free, national helpline or an SMS-based system for child abuse reporting can be set up, and the government can express great support for it. But if there are no resources to manage it, no one answers the phone, operators or administrators are not trained, there is no response after reporting an incident, laws protecting children are not operationalized or enforced, there is corruption within the governmental systems, authorities are the actual abusers, the population is unaware that the laws or helpline exist or has had negative experiences with them, or people do not think violence is worth reporting or ending, it is like having a computer without any software, an old impractical machine that eats up resources with slow or nil results, or a device with a virus or corrupted files.

One of the areas where I’m currently supporting colleagues with ICTs (information and communication technology) is prevention of violence against children. In many cases, we are working in countries with weak government support and systems, making it very difficult to rely on government child protection services. Even in places where there is a reasonably strong national system, child protection services cannot rely only on official channels and systems managed by government duty bearers.  Communities, traditional leaders and authorities, families and children themselves need to be involved and active in their own protection.

In the organization where I work, we’ve had a lot of internal discussion, taking a strong look at our interventions and programs, talking with children, youth, communities, civil society, local and national authorities, and really challenging ourselves to find the best way to work with and strengthen local, district and national child protection efforts.

I was really happy when my colleague in Ghana shared with me a review titled “What Are We Learning about Protecting Children in the Community: An Interagency Review of Evidence on Community-Based Child Protection Mechanismswritten by Mike Wessells, and commissioned by several agencies. I might be coming late to the party, as it was published in 2009, but better late than never.

Community-based child protection mechanisms, the report explains, “are at the forefront of efforts to address child protection in emergency, transitional, and development contexts worldwide. The mobilization of such grassroots groups has become a common programming response in many settings, particularly in areas affected by armed conflict or displacement. For international agencies, they are a favoured approach in places where local and national government is unable or unwilling to fulfill children’s rights to care and protection.”

Community-based child protection groups “are a vital means of mobilizing communities around children’s protection and wellbeing. Organised with care and in a contextually appropriate manner, they make it possible to:  identify, prevent and respond to significant child protection risks; mobilise communities around child protection issues; and provide a base of local support and action that can be taken to scale through links with other community groups and with national child protection systems.

According to the report, not enough is known about how these groups operate, how effective they are, and how they could be strengthened, so this review was commissioned to pull together existing learning and evidence. A stated limitation of the report is that it is highly focused on initiatives started or supported by external agencies.  I’m looking forward to the second phase of the review which will focus on groups initiated and run by local communities without external support. It should offer up even more interesting information.

Another stated limitation of the review is the absence of a strong evidence base on community-based child protection groups. Not having sufficient evidence of what works and what doesn’t means that potential remains high for unintended harm caused by child protection efforts. Potential risks have been identified when agencies excessively target particular categories of children, impose external concepts which can create community backlash, and disregard existing local practices that protect children.  This will also be addressed in Phase 2.

7 things that make child protection groups more effective

The review was able to identify 7 factors that influence the effectiveness of a community-based child protection group (I encourage you to check out the full report here):

1)      Community Ownership: as in most situations, the higher the community ownership, the more effective.

2)      Building on existing resources: a concerning tendency was for external agencies to start new groups without finding out what child protection mechanisms already exist in the community; some programs seemed to disrespect and marginalize local culture and didn’t do enough to build on positive existing practices.

3)      Support from leaders: engaging traditional leaders is tricky and necessary, especially when child rights and child protection run counter to traditional practices.

4)      Child participation: in most cases child participation in community based protection groups was not high quality; when it was present it improved quality and impact.

5)      Management of issues of power, diversity and inclusivity: the more effective groups were the more diverse and inclusive ones that invested great time and effort in ensuring power issues were managed.

6)      Resources: to be effective, groups needed both human and material resources; however, external agencies should carefully think through how much and what they resource to avoid creating parallel systems or undermining existing systems and community ownership.

7)      Linkages: links to both formal and non-formal systems and structures were beneficial.

The document goes on to look at scale and sustainability, concluding that community-based child protection groups are a scalable model of benefiting significant numbers of at-risk children. It lists 3 different models for scale that have worked especially for HIV and AIDS related work.  Sustainability of both outcomes and processes were a challenge for most of the initiatives studied for the review, and community ownership was the most important enabler in terms of sustainability. Unpaid local volunteer groups, which drew on existing community organizations and which worked in partnership with local traditional and religious leadership seemed to be the most sustainable.

Six significant challenges were identified for agencies supporting community-based child protection systems: strengthening the evidence base; better enabling community groups; improving sustainability by looking at long-term outcomes rather than short-term funding efforts and avoiding parallel systems created by external agencies; having more respect for community values, processes and capacities; facilitating community ownership even in emergency situations; changing donor and agency practices around community-led child protection groups, including the tendency for short-term injections of high amounts of funding, and stigmatizing certain ‘categories’ of children by excessive targeting.

A series of recommendations for practitioners and donors is listed in the review based on the above challenges and gaps.

This is already quite a useful document for practitioners, agencies and donors working in the area of child protection or other types of community-based protection and support groups. Phase 2 should shed even more light on what makes for successful community-led and community-based protection services.

While writing my last post on amateurs, professionals, innovations and smart aid, I was also thinking about why organizations or institutions offer volunteering, voluntourism and exchange visits as an option for their donors, students, constituents, and why people (including US volunteers and overseas communities or organizations that receive volunteers/visitors) participate in them.

As another mental exercise, I came up with 4 categories that these programs fall into (feel free to differ or add others if I skipped over something, this is in no way scientific research or a desk study, just thoughts based on my experiences and observations):

Relationship building, cross-cultural learning, solidarity

  • Some initiatives are primarily aimed at learning, engaging with the world outside a person’s home country, strengthening cross-cultural relationships, and building links and global movements. These programs tend to stem from a core belief that in order to achieve a better and more peaceful world, we need to reach out and strengthen relationships across cultures and countries; enhance our understanding of one another; better comprehend our global interconnectedness; and build global movements around  particular themes to push forward change. This kind of program is sometimes also heavily funded by governments as part of foreign aid (Peace Corps, development education programs funded by USAID, ‘democracy strengthening’ exchange programs) with a goal of improving relations, transferring skills, and showing that Americans really are nice, helpful, friendly people and that democracy is the best form of government.
  • Those that sign up for these initiatives are often highly engaged with a particular cause (solidarity movement, peace, environment, religious, women, political viewpoint). They may be going overseas to show their solidarity, share knowledge and skills, or connect around issues they are passionate about.  Or they may simply want to travel abroad and have an interest in global issues and a desire to help. Volunteering, voluntourism and exchange programs offer a way travel and/or live abroad in a non-touristy way. These types of programs can be very attractive for youth and people late in their careers or retired.

Career development, field study and gaining experience

  • Some programs are offered by academic institutions, non-profits (or perhaps private companies) whose work is focused on or in the developing world, and who believe their students (or employees) need experience in the developing world in order to do quality work that is well adapted to the cultures and people that they will deal with/serve/sell to in the future.  These are programs that offer career development, internships or study opportunities via NGOs, universities, etc.; language learning; resume building and experience for future careers in a variety of fields; opportunities to live with and learn about or research a particular culture or field; a chance to better understand the poor and design products and services for/with the Bottom of the Pyramid (BoP); insight to build social enterprises, etc.
  • Those looking for these types of experiences are often university students, recent graduates, missionaries, foreign language students, or adventurers looking for a way to live abroad. For many in this group, overseas experience is a key factor that will set them apart; build a skill set; allow them to progress in their chosen field of work; and help them be more effective in the types of processes, services and products that they eventually develop. There is pretty much no way to get this kind of experience outside of volunteering, overseas interning or doing an exchange trip during a semester, a vacation period or a summer.

Cultural belief in community service and charity

  • Another common reason that organizations offer these opportunities is belief that volunteering is good, charity is an important value, we should appreciate what we have and give back. In the past 10 years or so, mandatory volunteering and community service is growing in US schools as a way to build certain habits and values in young people. Many teachers and parents believe America is the best country in the world, and want their students/children to ‘experience poverty’ so that they will ‘realize how good they have it.’ This type of program sometimes comes from a charity mindset (donor/recipient, rich/poor, us/them, developed/developing) and is based in beliefs about philanthropy that are prevalent in the US (and apparently in Canada, Australia, Europe and some other places too). These kinds of programs seem to be the most common and the easiest to sign up for.  (See @TalesfromthHood’s series on American Culture 101, 102 and 103 and related discussions.)

  • Those who participate here are often students that need to fulfill community service requirements for graduation. They may also be from church groups or other organized groups that do volunteering as a part of their culture, their way of being, and their belief structure. Many people in the US feel guilty that they are spending money on a vacation and want to alleviate their guilt by doing a bit of ‘service’. Or they are at a time in their lives where they have the means to ‘give back’ and they want to do it physically and personally, in the ‘poorest’ of places, and/or where it’s most convenient for them (like while they are on vacation). There is a belief in the US that giving money is ‘not enough,’ is too easy, and that if you really care, you will go and do. People are often not satisfied with ‘just giving money’ and really have a desire to try to know and understand the people that they are ‘helping’, but they don’t have a lot of time, and don’t want to become professional aid workers.

Donor engagement, fund raising, brand awareness

  • Organizations are aware that philanthropy is changing. Articles abound in philanthropic journals about how major donors are tired of bureaucracy; want to ‘do development’ using for-profit models; want to start their own organizations and get directly involved in managing projects they are funding. Organizations are also aware that younger adults, say 18-40, may not have a lot of money to give, but they are at a critical juncture where they are forming ideas about philanthropy, as well as bonds and alliances with the organizations that they will give to in the future.  NGOs are aware that Americans believe that it means more to do than to give, and that doing is a richer personal experience for donors.
  • Many organizations have programs to engage donors in ways other than giving money. They have volunteer programs; use social media to stimulate community and loyalty; build advocacy programs where donors can engage by clicking and sending something on-line or ‘like’ something to show their support. Voluntourism, exchanges and hands-on volunteering are another way to engage donors. The main goal here is not so much the advocacy or the ‘help’ that the volunteer gives, but rather the opportunity to gain an email address and build a relationship over time that turns into a loyal donor who gives what organizations really need in order to carry out their programs:  cash donations, major gifts and bequests. Advocacy and volunteering/voluntourism have an added benefit that they can also build brand awareness and PR for the organization.
  • Those that participate in this type of program are similar to those in point 3 above, and don’t want only a financial relationship with an organization. They want to do something direct and meaningful aside from giving money.

What do communities want?

I haven’t directly asked any communities or found any ‘poor’ communities themselves blogging about volunteers, voluntourism, exchange visits or amateurs.  From being involved in different negotiations around volunteers and exchanges and donor visits/trips over the years, however, here are some of the things I’ve seen, heard and experienced.

Communities (considered here as geographical or cause-based communities receiving volunteers, voluntours, exchange visits or hosting small new NGOs) that participate in these programs often hope to

  • receive funds locally to support their work
  • maintain a link to a broader movement or cause that benefits them
  • be invited to spend some time outside of their community/country in return
  • make social, financial and political connections through volunteers and visitors
  • get concrete support for a particular area or build knowledge and skills by learning from those who are volunteering
  • get some financial or other kind of direct benefits back through a project or program related to the expertise or study area of the volunteer or organization that sent the volunteer.

Communities may also take and house volunteers as a favor to an organization or institution that they are working with and as their contribution to a partnership relationship. They may genuinely enjoy the company of volunteer groups who bring a burst of energy and excitement into the community. Often projects that volunteers come to work on (eg, infrastructure, certain types of specialized training over the long term) would not be funded or available if it weren’t for the volunteer set-up or small non-profit, and communities are aware of this, so they gladly take an infrastructure project with some volunteers.

In a few cases, local people and organizations might be looking to take advantage of naive volunteers, inexperienced non-profit starters, and voluntourists. [Not forgetting here that volunteers, voluntourists, investors and non-profits can also do harm to a community and the people who live there, either intentionally or unintentionally, if they have bad intentions or don’t know what they are doing].

How is success defined?

You can tell a lot about the real reasons an organization or institution offers these programs if you can find out what the stated program goals are, or how they are measuring/defining program success.

Are they measuring…

  • development outcomes and sustainability at the community level? (eg., school attendance, quality of education, health indicators, etc.)
  • successful and sustainable entrepreneurial initiatives at the community level?
  • the number of schools, latrines, houses, etc., built in a community?
  • success in terms of a particular advocacy issue or broader movement around an issue?
  • changes in attitudes about something?
  • the number of students/volunteers/donors who enroll and complete the program/tour/exchange visit?
  • community satisfaction with the program?
  • profit from the actual volunteer/voluntour/exchange program? (above and beyond costs to run the program)?
  • the number of emails they get that they can add to their list for sending out appeals?
  • funds and donations raised during/after the program directly for the participating community?
  • funds and donations raised during/after the program for the organization’s work in general?

Who is volunteering/ overseas exchange mostly about?

I realize that there is no category above where the end goal is ‘providing communities with particular skills that only an overseas volunteer can offer’ or ‘providing necessary (unskilled, inexperienced) support in emergency situations.’ I suppose I don’t believe that organizations and institutions really have those goals for their volunteer programs, but feel free to correct me if I’m wrong.

I’m pretty sure that if you did some research, you would find that in the short term, volunteer and exchange programs are almost always mostly about the volunteer or the organization’s goals, not about the outcomes and impact at the community level. In the long term, however, they may be directly or indirectly beneficial to communities or the world at large.

I would be interested to know what, if any, is the long-term direct positive impact of volunteering/ voluntourism/ exchange visits

  • on ‘poor’ communities (do their development indicators rise?)
  • on political and voting tendencies of volunteers (do they vote for candidates who make decisions that favor the poor overseas? do they participate in direct advocacy with the US Government on issues related to their experiences?)
  • on business practices (do business owners who have volunteered implement better business practices? do they have fairer practices and policies toward developing countries?)
  • on world views (do participants see the world as more interconnected? does that impact on their personal actions and lifestyle choices?)
  • on fundraising for the organization’s general programs or for participating communities

Finally, to be honest about it, some volunteers/voluntourists/exchange visitors might not even care what the real reasons are that an organization offers these programs. They just want to travel and feel good that they are ‘helping’.

I’ve been following the debates surrounding professionalism, amateurism, innovation and good practice in aid and development work on the blogosphere and Twitter for awhile now.  In their most extreme and exaggerated form, they go something like this:

Extreme side 1: Amateurs are evil

Aid is about the poor.  Amateurs and would-be overseas volunteers should stay home, give money to experienced international organizations, volunteer locally, and stop getting in the way of professionals who are trying to get some serious work done. Aid and development are complicated and there is no silver bullet. They require experience and expertise. Amateurs, voluntourists and unskilled volunteers do more harm than good — they are clueless, showing up with no experience or concept of good aid or development processes. They bypass coordination structures, create confusion and duplication, repeat mistakes and don’t follow known best practices or proven ethical and industry guidelines. You may be a brilliant designer, marketer, manager or engineer but if you don’t have experience in aid and development, please use your skills elsewhere.

Amateurs make major mistakes and get themselves into trouble, and then professionals have to waste their time dealing with them instead of on the people in most need of help.  They parachute in ideas and technologies designed from afar that have no basis in reality because they don’t have any experience in aid, development or the developing world and they don’t listen to past experiences or lessons learned. They come up with stupid ideas, take away paid jobs from local people, create hand-out schemes and other unsustainable and inappropriate models of helping, and then leave. In no other field are amateurs allowed to go in and muck around in other people’s lives with no preparation or experience just because they have good intentions, so why are they allowed to barge into poor communities and bumble around just because they feel guilty about their own wealth and privilege or think it’s their right to help? The poor deserve better than that. Aid should be left to professionals who know what they are doing.

Extreme side 2: Aid and aid workers are evil

There’s no point in talking about professionalism because aid workers and aid and development in their totality have been an utter failure, regardless of how professional aid workers think they are.  Aid is aid, how hard can it be? We need to get things done! Everyone can and should get involved in helping, because it’s everyone’s right and responsibility to help. How will things advance if new ideas and innovations aren’t tested? And by the way, my latest product/ invention/ idea would easily solve that issue that aid workers have been struggling with for centuries…. I just need a place to test it out, got any communities? Volunteers and people with good intentions can do just as good a job as professional aid workers, who have made a total mess of everything anyway with their outdated models and bureaucratic, slow, top down procedures.

New ways of doing things and ideas brought in by youth, volunteers, design students and for-profit innovators from different sectors are beneficial to aid, which is currently stagnated and ineffective and needs an overhaul, or better yet, total annihilation. Aid workers drive around in giant SUVs and don’t have any commitment to local people because they live in fancy ex-pat houses with servants, getting rich off of the backs of the poor they profess to help. It’s just a big business that is perpetuating itself and preventing the poor from developing.  On top of that, the only way you can get into it is to start as a volunteer, but volunteering is discredited by those same aid workers. The dying field of aid and development is a closed and exclusive club. Aid should be abolished, and/or bypassed by small groups of dedicated, good-hearted, every-day individuals and/or social entrepreneurs and capitalists with good intentions who really care about people in the developing world, and can bring in new ways of working and innovations.

Hmmmm.

I’m finding the arguments really interesting.  A little mixed up and too generalized sometimes, but both sides resonate with me because I’ve seen concrete examples of a lot of the above.  (By the way, I hope no one takes offense at how I’ve portrayed the sides – this is just an exercise here – I love you all).  So I was trying to step back and look at the discussion.

It struck me that the arguments sound a lot like the old media – new media arguments.  New media is less professional, less rigorous, and sometimes unethical and low quality. But it often it brings innovations and truths that old media misses. It’s quick, accessible, open, less controlled and often pretty freaking amazing and right on.  Old media is solid and has a long history of quality and impact, but it’s also slow, unresponsive and conservative at times. Old media that’s not finding a way to integrate and learn from new media is dying.

So how might old aid, old development and new aid, new development work together? What can traditional non-profits learn from traditional media outlets that have embraced new media or morphed their old models into something that is still solid and proven, yet offers a space for participation and innovation by the public?

What general standards and knowledge need to be out in the public to help amateurs or people from non-aid and non-development backgrounds who want to engage avoid pitfalls and known errors, and avoid breaking laws or forging forward unethically or foolishly, and doing damage? Can old and new come to terms and work together? What examples are there of this already happening in a way that both old and new agree is working?  Or are these two sides totally incompatible and doomed to work against each other?

Four years ago, I was working on a youth participatory video project in Togo. Charlie, a videographer from the US, was with us, supporting with the training. We would split into small groups each day and film in the community, according to topics and priorities that the youth had identified. The kids were secondary school students from rural communities, living with relatives in the district capital. They were between 12 and 18 years old, and most spoke their native Kabye, French, and a bit of formal English.

One night at dinner, Charlie confessed that he’d made a small blunder and was trying to delicately remedy it. There were about 4-5 kids in the group that he was accompanying. He’d noticed a bit of friction between them and was mulling it over. He suddenly realized that after each bit of video work, he had been gathering the group together and saying ‘good job!’ or ‘great job!’ or ‘you did a really nice job,’ and giving them a thumbs up.

It dawned on him that one of the kids in the group’s name was ‘Job’ and that the whole group, including Job himself, thought that after each shoot, Charlie was singling out Job to praise him, and him alone for the good work. The mentoring relationship between Charlie and Job was incredible, perhaps due to this misunderstanding, and Job eventually went on to pursue journalism. Charlie began using other congratulatory language with the group to try to make up for his unintentional error. I wonder what other kinds of blunders happen every day in our work that create this kind of unanticipated response and impact?

One day, about a year after the Togo video training, a colleague working in our donor relations department forwarded me an email.  It was from Job and he was answering a direct email appeal he had received from our marketing department, asking him to please give a monthly donation to support a needy child. Somehow Job had gotten onto our email list for potential donors.

Job responded, in very good English, directly to our Executive Director (whose signature was on the email) that he would really like to be able to help children to improve their lives, but that he was still a youth himself, and he didn’t have any spare money to help others at the moment. He went on to say how he himself had benefited from our organization’s support. He had been able to complete secondary school, had learned to become a journalist and was writing articles, and had access to internet via a multimedia center that our organization had started for youth. He attached some samples of his writing, and said he hoped more children would be supported as he had been.

I was a bit mortified by this situation, thinking about what a direct appeal and the kind of language normally used in this kind of mailing might sound like to Job. I wondered how he’d gotten onto our email list. And what would communities in general think if they saw the kinds of marketing appeals that go out in their names. As the mother of 2 ‘brown’ children who were born and raised in a ‘developing’ country, I’m bothered by these kinds of appeals, imagining a photo of my own children plastered on a ‘needy children’ billboard or direct mail piece somewhere, thinking about what that might do to their self-image or my image of myself as a capable parent. As internet usage continues to grow, organizations are really going to have to think hard about how they portray the people they work with.

I am pretty sure that Job didn’t realize that email wasn’t supposed to be for him, it was supposed to be about kids like him. But he didn’t identify as a poor needy child, and I love that. The more I think about it, the more I second Charlie: Good Job!

The basic premise of the Convention on the Rights of the Child (referred to as the ‘CRC’) is that children are born with fundamental freedoms and the inherent rights of all human beings.

According to the CRC, the 4 main categories of rights that children have are survival, development, participation and protection. The CRC’s guiding principles help further shape the way that child rights should be interpreted. These are non-discrimination, the best interest of the child, right to life, survival and development, and respect for the views of the child.

Child protection concerns a child’s right not to be harmed and to protection from violence, abuse, neglect and exploitation.  It involves the duty of care placed on those that work with children or that come into contact with children.  It encompasses the responsibilities, measures, and activities that must be undertaken to safeguard children from both intentional and unintentional harm.

Child protection encompasses many different areas, such as juvenile justice systems and a child’s right not to be tried as an adult or incarcerated with adults; special care needed by unaccompanied children; protection from sexual exploitation and dangerous forms of child labor; prevention of trafficking and harmful traditional practices such as female genital cutting; support for children in emergency and conflict situations; prevention of exploitation by the media; the right not to be abused or taken advantage of by family, caregivers or institutions; and so on.  This link gives an explanation of a protective environment, and this one offers an excellent broad overview of child protection.

Child protection policies and strategies create mechanisms to prevent any type of harm to a child.

Child protection in youth media programs

The organization where I work frames its efforts within the CRC.  Most of the programs that I focus on are related to child participation and child protection.  These two areas go hand in hand, because good participation initiatives need to take child protection into consideration, and good protection initiatives are only successful when children participate in designing them and in protecting themselves.  Children should both know what their rights are and take an active part in achieving them and in protecting themselves.

This week, for example, I’m at a workshop with a small group of colleagues, teachers and local partners from the Upper West Region of Ghana. We’re preparing for a youth arts and media project that they will implement in June. By the end of this facilitator workshop, we will have a localized training plan that fits the context of the community and the youth participants, and the facilitators will have learned some new media skills that they will train the youth on when the project starts.

As part of the facilitators’ training, we cover the CRC, going in depth on child participation and child protection.  There is always a certain tension between these two areas. We want to encourage children to participate to their fullest, yet both children and adults need to be aware of potential risks that participation can bring with it, and know how to mitigate and manage them.

Three child protection risks that we are focusing on with facilitators at this week’s workshop are:

  • Intentional or unintentional abuse by staff or local partners
  • Retaliation or harm to a child who appears in a media story or art piece on a sensitive issue
  • Retaliation or harm to a child who authors or creates media or arts on a sensitive issue

Internal child protection policies

To begin our sessions on child protection, my colleague Joyce covered our organizational Child Protection Policy, which clearly states our intention to protect children from harm and advises that we will take positive action to prevent child abusers from becoming involved with the organization.

Joyce explained that child abuse is never acceptable:

  • Child abuse in our case is defined as:  All forms of physical abuse, emotional ill-treatment, sexual abuse and exploitation, neglect or negligent treatment, commercial or other exploitation of a child and includes any actions that result in actual or potential harm to a child.
  • Our child protection policy applies to staff at all levels, including board members, volunteers, community volunteers, supporters, consultants, contractors; partner organizations, local government people who have been brought into contact with children via our organization, visitors, donors, journalists, researchers and any other type of person or institution associated with us.
  • We recognize that child abuse may be a deliberate act or it may be failing to act to prevent harm. Child abuse consists of anything which individuals, institutions or processes do or fail to do, intentionally or unintentionally which harms a child or damages their prospect of safe and healthy development into adulthood.
  • We follow through on cases of child abuse to the fullest extent of the law.

Point three, unintentional abuse, refers to situations where someone has good intentions but their lack of planning, knowledge, foresight, or their recklessness puts children in harm’s way.  As Joyce explained, “It’s  like an excursion that is not well planned.”  The good intention is to take children out so that they could have some fun.  But if proper care is not taken to plan the trip and ensure children’s safety during the trip, then unintentional harm could be done. A child could be lost, a vehicle could be unsafe, a child could drown.  Though the good intention of the person planning this event is not in question — they wanted the children to have fun and enjoy themselves — if proper planning is not done and something happens that causes harm to a child, it is still considered child abuse.  Good intentions are not enough.

Use of children’s images in the media

Since this is a youth arts and media project, we need to think about the use of children’s images and identities in the media: print, broadcast, radio, internet or visual arts. The CRC asserts that every child has the right to privacy, and this extends to the right not to have their image used for any purpose for which they have not given consent.

Key points related to the use of children’s images and working with children’s stories include:

  • If the person is below 18, you must seek the consent of the parents/guardians
  • Consent forms must be kept securely for future audit or proof purposes
  • A child’s real name should not be used in publication or broadcast unless they would benefit from increased self-esteem by seeing their name in print
  • The information given about the child should not allow their precise location to be identified (either directly or indirectly)
  • A story should not be published, with or without names or identities altered, if it could put a child, siblings or peers at risk
  • The best interest of the child comes above all else

Helping people see the implications

Expanding on the aspects above, Joyce offered ideas on how to discuss and ensure that children and adults that might portray others, or be portrayed in media, are aware of all the implications and potential risks:

  • Today’s media is global and can be accessed anywhere in the world through the internet.
  • When you talk to the media nowadays, you are talking to the world. The story may not reach everybody in every country, but you can be sure that it will reach further than you can imagine.
  • Ask yourself the following:
    • How would friends and family react if they saw the story, or found out that it had been published?
    • Think through who might be harmed.  Would the subject of the article, artwork or video be at risk of any harm if someone saw it?  Could this story or artwork put anyone in danger?
    • This story can stay documented for years. How would the person feel if their children were to read the story in a few years?
    • There is no guarantee that this story cannot be seen by people whom you do not want to know about it.  Help people thoroughly understand the implications of sharing their stories. This protects not only the subject of the story, but the person who is authoring the story.
    • Are there people we need to protect when telling our story? Friends that we need to protect?  What needs to be edited out so that nobody is implicated in the presentation of the work?

Stories that cause unintentional harm

To illustrate some of the points above, we used 2 examples.  A New York Times/Nick Kristof article that identifies a child from the Democratic Republic of the Congo who was raped and his opinion piece on why he believes that was OK, and a scenario where a film is made of a girl who reports that her mother beats her and doesn’t allow her to attend school.

General consensus from the group in our workshop on the New York Times case was that child protection and media guidelines were not followed, and that Kristof was reckless and unintentionally put the girl at risk.  Workshop participants felt that appropriate respect for the child was not shown. “The journalist would never be able to do that in the US”.  One participant exclaimed “So, he didn’t feel that any Congolese would ever be enlightened enough to access the story?”  It was recognized that “his intention was good, that people should know about these terrible crimes, but there is no need to share all the specifics.” Participants wondered whether this was in the best interest of the girl, and how she would feel in the future if someone she knew found the article.  “In our culture, this type of thing can be very stigmatizing.”  Participants asked why technology wasn’t used to cover the girls’ face and disguise her voice, or why she wasn’t filmed from behind to conceal her identity.  The conclusion was that this story could have been told in a way that protected the child and had equal impact on readers.  [Update: Laura over at Texas in Africa has a great post on Connectivity and Child Protection which comes to the same conclusions.  You can also find related posts from awhile back on Wronging Rights.]

In the second scenario, consensus was that the story could create difficulties for everyone involved.  One participant commented that the mother might get angry and beat the child even more.  Another said that it the whole village might feel betrayed by the child exposing the story. “When a child does something, people ask – from which village are you? From which house?  From which family?  Whatever you do to a member of the village you do to the whole village. This can cause a threat to the child by the whole village.  Those who give out the story, if they are known by the village, will also be at risk.”  Another issue was that the community might say that the children are given too much power. “They will wonder who is behind it and may not wish to work any longer with the organization that is supporting the project.”  It was suggested that if a story like this were filmed, it should show a resolution, a happy ending, so that it could be used as an example. “That way you can favor all who are involved.”  The group concluded that when topics are quite sensitive or individuals are implicated, the story should be altered to protect identity and the same situation could be brought out using simulations, song, theater or drawings.

As we are training children as citizen journalists in this project, case studies that highlight the potential risks and impact of a story are critical learning tools.

In conclusion….

Child protection needs to be considered whenever children are involved.  Adults and children need to be aware of potential risks and thoroughly discuss how to mitigate them. Mechanisms need to be in place to address any intentional or unintentional harm that could be caused to a child or children.  There are plenty of good resources around on how to do this, so there is really no excuse not to.

One of the best things about the Great Tshirt Debate has been the variety of voices and perspectives that are weighing in.  This one potentially misguided project was able to catalyze a huge discussion on the nature of ‘aid’.  Once again the power of social media to engage people in debate and dialogue was demonstrated.

There are a lot of angles to follow up on from last week’s blow up. There’s a lot to unpack and it goes much deeper than a conversation about t-shirts.  One thread I find particularly interesting is the use of social media and ICTs (information and communication technologies) for bringing greater accountability and generating input and dialogue around ideas for aid and development.

Christopher FabianOwen Barder and @Morealtitude wrote about this specifically in relation to the Tshirt Debate; and Duncan GreeneOwen Barder, Aidwatch,  Tim Ogden, and others in a broader debate about accountability, aid and development. Certainly there are many posts and discussions out there on this topic.

Some things that stand out for me in the aftermath of the tshirt discussion:

Broadening perspectives.

It’s easy to forget that we all mean something different when we use the terms ‘aid’ and ‘development.’ There is a big difference between emergency aid and longer-term development.  And there are countless theories and approaches and understandings of both of those terms  (Alanna Shaikh and Talesfromthehood have both written on that).  This was really apparent throughout the discussion last week and in the on-going commentary.

I’m still trying to sort out in my own mind the difference between the various aid and development theories, the perspectives of the ‘aid bloggers’ that I follow, and the frameworks of other people who were involved in the Tshirt Debate. People’s views are intimately linked with cultural, political, economic and religious worldviews, and varying levels of snark (which I have to say can be very intimidating) making it even more interesting.  Before Twitter and the blogosphere, I certainly didn’t have daily exposure and access to such an array of thoughts.  Score one for social media.

The elephant in the room.

All this access to all these perspectives and on-line debate and open participation is great for me. And for you. Because we read English and have access to the internet.

But there is a really big elephant in the room.  One that was lurking on the global conference call hosted by Mobile Active on April 30 and that is still standing around quietly as the discussions continue.  I’m talking about the voices and perspectives of the people that the 1millionshirts project was aimed at helping.

I would bet money that some of those voices would have said “I want a tshirt.”

There are a lot of possible outcomes when ‘beneficiaries’ and ‘donors’ actually talk to each other.  Like donors wanting to give t-shirts and people wanting to receive them.  Then what?  Most of those involved in aid and development and work with local economies can and have listed a myriad of reasons why handouts are not a good idea, but most also believe in listening to voices of ‘beneficiaries.’   It seems paternalistic to say that NGOs or businesspeople know best what people need.  What will happen when more donors and beneficiaries are using social media to talk to one another?  And what if NGOs or governments or business people trying to improve ‘developing country’ economies don’t agree?  Then what?  That’s going to be pretty interesting. Development education.

This brings me to thinking about the educational processes that contribute to good development results.  Around the world, people have been presented with hand-out and silver bullet ideas around development and aid for a long time. Donors need to be educated about effective aid and development, but communities do also.  People have been trained to gravitate towards one-off donations and charity mentalities, and need to learn why that isn’t actually very helpful in the long term. They’ve been taught that there is a silver bullet we just need to find. People have also been trained to take hand outs and see themselves as victims and need to re-learn how to take the reins and do for themselves.  This is true everywhere – people look for the easy way out. Consider how many people in the US for example prefer to get plastic surgery or take miracle diet pills and medications over adopting healthier lifestyles involving a good diet and exercise.  Complicated situations require integrated approaches and often need cultural shifts and behavior changes.  Those take time and effort and are hard to explain.  How does social media impact on or shift this in terms of aid and development, and in which direction is it shifting?

Barriers to social media participation.

Both #1millionshirts and Kiva were held up to a huge amount of scrutiny online via social media.  But again, who was scrutinizing, and who had access to the tools and means to participate in these widespread discussions?  It was not the people getting loans from Kiva or the eventual t-shirt wearers.  It was donors and ‘experts’.  I would hope that there are plenty of discussions happening about Kiva programs at local levels, in person, in meetings and in local media or newspapers. But these don’t normally make their way to the internet.

I don’t know Kiva’s programs well, but I would also hope that Kiva staff and/or partners, for example, are listening to that local input and using it to improve their programs on the ground to make them more useful to participants.  And I would hope that those discussions take place within a longer term education, training and relationship building process as with many NGOs.  This kind of input from and dialogue with program participants is every bit as important for adapting and improving programs and initiatives, and maybe more important, than all the public discussions on the internet…. as long as it’s being listened to and responded to, and as long as local offices are taking these messages up the chain within the organization, and as long as local offices also are being listened to and carry weight within the organization. What might be the role of social media there to move those offline discussions further within organizations and to educate, inform and engage the broader public and ensure that responses and changes are forthcoming and everyone learns from it?

There are still huge barriers to social media participation for many people in communities all over the world… not having electricity, computers, smart phones and internet, to start with. There are also barriers like language, literacy, age and gender based discrimination, hierarchies and cultural norms that limit participation in general by particular groups in discussions and decision making.  When working face-to-face, good organizations are in tune with the barriers and find ways to gather input from those typically left out of the discussion.  How can organizations use what they know about engaging more marginalized populations and apply it to a more creative use of social media to ensure that all voices are heard?  What resources and ICT tools would be needed to do that effectively?

Offline to Online to Offline

And how could more of the discussions that happen on the ground with communities, when programs are being designed, implemented, evaluated and re-designed; be shared in the open by those who are involved – whether participants, local bloggers, citizen journalists, NGO workers or others?  And how can the debates happening online make their way back to communities that are not connected? It would be amazing if more program staff and community workers were blogging and sharing their work and their challenges and accomplishments.  And if more organizational decision makers were listening to what their community workers or other staff who are blogging and tweeting are saying. And if more people participating in programs could share their viewpoints via the internet.  This would be useful to the global commons and would also help the fields of aid and development to improve.

How can we support more communities to have access to social media and ICTs as tools to participate more broadly? And how can community members be the owners and drivers of this discussion and input. How can we help bring voices from the grassroots to a broader public and also bring these broader public debates back to communities.  How can the access, language, literacy and cultural barriers be addressed?  There are some programs out there doing this, for example Global Voices Rising, MIT’s Department of Play at the Center for Future Civic Media, and the Maneno platform, but we really need more of it.

Youth.

I think as connectivity becomes less of a challenge, we will see the younger generation claiming spaces in this way. More organizations should be working to engage more young people in the development process and supporting them to access ICTs and social media.  When a consultation with children and youth was done after the Haiti earthquakes, for example, young people did not say that they wanted hand outs.  They said that they wanted to participate. They wanted to play a stronger role in the recovery and the reconstruction.  They said they wanted education, a voice in how things were to be done, decentralization.

Staff that I’ve worked with on youth and ICT programs in several countries have said that ICTs and community media are excellent tools for engaging youth in the development process and maintaining their interest, for supporting youth-led research and collecting opinions about community processes.  With advances in technology, these voices can reach a much broader and public audience and can be pulled into donor communications as well as used as input in the resource and problem analysis, program design,  program monitoring and evaluation processes.  Youth can access information previously unavailable to them which broadens their own views and helps in their education processes. They can also contribute information and images of themselves and their communities to the online pool of resources so that they are portraying themselves to the world in their own image as opposed to being shown by and through the eyes of outsiders.

In addition to the Tshirt Debate stirring up questions about good donorship, I really hope it stirs up the debate about the value of more local ‘beneficiary’ voices in aid and development discussions, and that it fuels more efforts to use, adapt, and develop social media tools and ICTs to support these voices to join the debate.

There are a lot of great ideas floating around about how Information and Communications Technology (ICTs) and technology in general can help to rebuild Haiti.  I hope these ideas keep coming.  I would love to see international development organizations, aid agencies and non-profits in general open up more to ideas on how technology can improve the lives of the people they are trying to support as well as facilitate coordination and program implementation.

But I also hope that the technology folks who haven’t worked in a crisis context such as that in Haiti will lend an ear to those who have experience working in past disasters and on-going development programs, human rights work, volunteer initiatives and advocacy. Those experiences shouldn’t be tossed out as old-school.  Good programs and experiences exist that can be examined, processed and built on.

I work globally, with one foot in community development and the other in ICTs, and I notice a gap between these 2 sectors, though they could really learn a lot from each other and work nicely together.

Cool technology ideas, just like cool program ideas can flop on the ground if the local culture and context are not taken into consideration, users were not involved or consulted during design and testing, the supposed ‘problem’ really wasn’t a problem at all, the proposed idea is not sustainable, a better/preferred local solution already exists, etc., etc.

Sometimes when I hear enthusiastic people sharing ideas for new applications, innovations or program ideas that they want to implement in ‘developing’ countries, I find myself thinking:  “Wow.  They have no idea what it’s like on the ground.”  I don’t want to shoot down someone’s excitement.  But I do wish that those who are not intimately familiar with their end users would slow down, think for a minute, and realize that local context is king. I wish they would remember that ultimately this is not about them and their ideas for other people. I wish they would stop being mad that abc organization won’t take that shipment of xyz technology that they want to send over, or that no one wants to implement such and such program that was so successful in such and such place.  Solutions looking for problems are not the best way to go about things, even when you have the very best of intentions.

However, non-profit organizations (large and small)  can be totally resistant to trying new tools, technologies and programs that could make a huge difference in their effectiveness, impact and quality of programming. They can be bureaucratic and slow to put new ideas to work.  They can be risk averse, afraid of failure, and resistant to innovation and new ideas.  The seemingly limitless relationships that need to be negotiated around can really slow things down.

Sometimes I see non-profits doing things they way they’ve always been done and I find myself thinking “Wow.  I wish they’d be open to trying ________.” I wish organizations would be more willing to test out new technologies and new ideas that don’t come from within their sector. I wish it were easier to make change happen.

When it comes to the Haiti earthquake response, the technology and non-profit sectors are 2 of the key players.  I’m worried that the outpouring of interest in helping will lead to a lot of wheel re-inventing.  I’m worried about local relevance and executability (if that’s even a word) of some of the ideas I am seeing.  I have concerns about the amount of projects being conceived and designed from afar.  I also see that there are new program and technology ideas out there that have the potential to make people’s lives easier if they were well integrated into the local reality, yet there are many factors that prohibit and inhibit organizations from exploring them or using them.

The technology and non-profit sectors benefit quite a lot from each other when they work together and understand each other.  It would be great to see a bigger effort to bridge the gap between these sectors.  Regardless of whether people believe NGOs and/or private enterprises and/or technologists or the Haitian government or the UN are good or bad, there are a lot of experiences that can be learned from and/or improved on from all sides.

The links below might be helpful for thinking about designing technology, ICT and programs in ‘developing’ country contexts and to help avoid known pitfalls and overcome obstacles. They can help reduce the amount of time and other resources wasted on projects that are not sustainable or impactful, or at worst are actually harmful in the short or long term to the very people that we all want to support and help.  There are certainly many more resources out there… please add ones that you find helpful in the comments section.

When looking at integrating ICTs (Information and Communication Technology) into existing programs, or making an initiative go further or work better with ICTs, there is a lot to figure out before you even get started….

Over the past few months, I’ve been supporting the development of a mobile data gathering/ crowd sourcing and mapping workshop for youth in Benin.  The training is part of a broader initiative to reduce violence against children.  We’ve decided to use Frontline SMS and Ushahidi as tools in the project because we think (and want to test whether) mobile data collection/ crowd sourcing incidents of violence will allow for a better understanding of what is happening in this area.  We also think that geo-visualizing reports of violence against children may have an impact on decision makers and might allow them to better plan prevention and treatment programs and services.

At first I was most worried about whether we could get the technology itself set up and working, but as I started digging in, it was immediately apparent that the technology was the last thing to worry about.

The first thing to consider is probably:  Why are you doing this?

Well, we all have our different reasons…..  But even in a worst case scenario where someone wants you to use ICTs because they are cool or you have funding for them (*not the case in the project I’m writing about, but I’ve seen a lot of this going around) you might be able to salvage the project if you ask the right questions and get the right people involved in finding the answers.  Many of the questions I’m asking myself and my colleagues now will be asked again next week when we are all together on the ground with local staff, youth and community members. I expect there will be more questions added to this list, and that a lot of our current assumptions will change.  But here is the starting list that we’re working from (in no particular order, as answering one may alter answers to another one):

1) What are your specific information and communication needs and goals?

  • Why are you collecting the information?
  • What will be done with it?
  • Who will it be shared with and why?
  • What change will it contribute to?

For example: In our case, we want to gather information on the amount, types and location of violence happening in communities where we are working on a Violence against Children (VAC) project.  We want to know where the violence is happening most, and what kind of violence it is. The information will be used by the youth and project participants, staff, and relevant local or national authorities. We want to generate awareness, inform programmatic efforts, and advocate for more attention and services to prevent, respond to and treat violence against children.

2) Are you working within a particular framework or project/program already?

  • Do you have existing indicators that you want to meet or track using mobiles or mapping or specific information that needs to be gathered?  Does someone else have existing indicators or initiatives or information needs or formats that you should be linking in with/ following/ supporting?  If neither, you probably need to take a step back and think through your goals, purpose, and outline what your information needs are, and why you are gathering information or setting up a project in the first place.
  • Who are the target audiences/persons/decision makers/populations that you want to impact?
  • What information do you need to gather from and/or show to these groups in order to reach your established goals?

For example:  In our case, we are framing our whole project within the UN Study on Violence against Children (UNVAC).  The study identifies types of violence and contexts in which violence happens.  Our information gathering will be set up within that framework.  If possible, we’d also like to track the age and sex of those who experience violence, because that can help in designing prevention programs and services.

3) How is the issue you are working on currently dealt with?

  • Are there local structures that are involved or engaged with your topic/theme/project/initiative already?
  • What do they look like?
  • Who is involved in them?
  • Who currently provides solutions or responses?
  • How can they be involved/engaged?
  • What is the existing information and communications flow? Can you tap into it?
  • Will ICTs improve upon it? (if not, then stop here!)

For example:  In our case, we need to know more about the current community attitude towards violence. We need to know more about local mechanisms and whether they deal with violence as a crime or if those who are violent towards children are ever prosecuted (whether via local justice or national judicial systems)  We need to know which government services intervene or treat cases of violence.  Is there a Child Helpline that we can work with?  Who are the local allies?  How does this initiative fit into larger district or national initiatives and where are the connection points?  How can this initiative  enhance and/or improve what is already existing?  We will know more about this when we are on the ground next week.

4) What are the parameters for information collecting? What is the local use of ICTs?

  • Based on the broader framework of your project or initiative, what is the geographic range for information collecting? (1 community? One district? Nation-wide?)
  • Is there detailed geographical/map information for the area you want to work in? Do you actually need it?  If it doesn’t exist, what will you do about it?
  • How do people in the community use their phones? Are they individual phones? Family phones? Community phones? Who owns phones? Who has access to them?
  • Do people in the community have internet access? Who? How?
  • What is your set-up for collecting information and who will collect it/submit it?  Eg., do you expect a broad public to use SMS to send in information? Or will you do mobile data gathering where trained individuals go around collecting information using mobile based forms such as those on Frontline SMS Forms module?
  • How will people find out about your initiative?  How will you advertise the number to send information to — by radio, television, billboards, handmade posters, word of mouth, in schools?

For example:  In our case, we’ll work in only 2 districts to start.  Because we are concerned about privacy and protection (eg., retaliation against children who report violence) it may be OK to work without extremely detailed maps that could identify particular households or persons.  We are working with youth groups who are trained on violence, but we are afraid that they could be put at risk if they are going around collecting reports from individuals as a mobile survey.  We also feel that information might not be honestly shared if it were collected in survey form.  We assume that not all children own phones, but that phones are readily available.  We assume that if families own phones, they are controlled by one or the other parent.  In a school setting, we assume that children could borrow each other’s phones if some students have phones.

We are thinking that there will be adult allies, and that local community networks can spread the word that children can use SMS to send in violence reports.  We will need to get suggestions from youth and community members on how to ensure that SMSing information in doesn’t put children at further risk if they do not own their own phone.  We’ll have to find a way to remove/reduce the risk of being found out and retaliated against.  If we can’t do that, we won’t do the project.

5) What are the privacy and protection issues that you may run into? This is especially critical if you are collecting information from and/or about children under legal adult age or with sensitive or potentially dangerous areas such as conflicts, elections, health or human rights.

  • What are the risks to those who report information?
  • How can this be managed in the project structure/information gathering set up?
  • Will you have a private Ushahidi instance or public one? (eg. available to the public, or only available to those involved in the project?)  Who can access the RSS feed and the local alerts, and does this put anyone in particular at risk? If you have a public instance, who will have access to the information, and what will your parameters be for removing identifying information that could put people at risk.
  • How can you assure that information remains private both for individuals reporting and within the FLSMS/Ushahidi system once collected and that it’s treated confidentially by those managing the system?
  • Are you prepared to address any information/privacy breaches if they should happen? How? Who will be responsible?

For example:  In our case we are still concerned about privacy and protection, and potential retaliation against children who could be caught reporting violence.  We will discuss this in depth with staff and participating children and youth to be sure that they are aware of the implications of this type of project and information gathering.

Some potential risks that we are already aware of include: a child not deleting the SMS after reporting; a child reporting and expecting immediate help which may not be available; risk to the youth group that is promoting and leading this project; community rejection of the project.

Some possible ways of reducing risk include good promotion of how the project works and of how to delete an SMS after sending; not using an easily identifiable automatic text reply to those who report (eg., an auto reply SMS that says “thanks!” might be smarter than one that says “Thanks for reporting!”); openly raising awareness about the project and getting community support for it; ensuring adult allies and engaged adult decision makers; password protection for the website at first until we’re sure that privacy and protection are well managed and ensured.  Additional mechanisms will be discussed with local staff, local youth and engaged adult community members.

6) How will you close the circle and manage expectations?

  • Will there be a response to those that submit information? What? Who will respond? How? What is the plan?
  • How will you ensure that there are not expectations around the project or information gathering system that you cannot or are not set up to meet?
  • How will you return the information to the community/local district/those who provided so that they can use it for decision making or program intervention?
  • How will on-line/offline be managed and streamlined into an information gathering, communication and feedback system that works for the different levels of access of the populations you want to collect information from and share information with?
  • In your project design, how will you take into consideration and maximize local information sharing formats, customs, and opportunities?
  • And how will you ensure that the information remains in a protected/private state in order to avoid putting anyone at risk?

For example:  In our case, we are not sure yet what the local response mechanism is currently when violence is reported.  We will find out more when we are on the ground in the communities next week with local staff, and we see how we can link the initiative in with existing local systems.  However, we will likely not be able to provide any immediate support to those who report violence unless there is already a system in place that can be enhanced by better reporting through SMS.  We will probably need to be very clear that the point of the project is to collect information for future decisions, not for providing immediate help.  This may or may not have an effect on people’s interest and willingness to actually use an SMS based system to submit information.

We will discuss and agree with the community, youth, local staff and local organizations on how and when the information will available to the community in order to close the circle to be used for decision making and program design, etc.  Determining who has constant access to the information is also a part of this discussion.

7) What other questions come up based on the context of your initiative and your experience?

March 1:  Based on feedback to the post, I’ve added a couple more categories here:

7a)  How will you ensure that your project is sustainable?

  • What will the project look like in 5 years? Where will it be?
  • What happens when you leave? Who will manage and run the initiative? Will you or someone else be needed and available later on to support? How will this be managed?
  • What equipment are you basing your ICT system on? Who will own and care for it? How will it be maintained/upgraded and sustained? What capacities exist (or will you strengthen) at what levels to do this? What future costs are implied in maintaining the system? How will they be covered?
  • Who will own/manage any equipment? How will you ensure that it’s not commandeered by those with more power in the community?
  • What costs need to be considered for sustained functioning, and how will they be met?

7b)  What about scale? Is it something you are striving for and, if so, how will you get there?

  • Can the project set up/idea/initiative be replicated? Where and how?
  • Is scale something you are striving for? If so, is it do-able? How?
  • What sort of buy-in from local and/or national actors will you need to scale?  How will you involve those actors early on and get their input into the process?
  • How are you systematizing and sharing information and lessons learned?
  • How and when will you monitor and evaluate the project to know what outcomes, results, and impact you had?
  • How will you know you had an impact at all? And how will you measure the particular impact that your ICT tools or set up had in reaching those outcomes/results/impact?

So, now, after all that, finally…. What will your Frontline SMS, Ushahidi set up look like?

This part is very well covered by the different toolkits that have been developed (see links at the end of this post), but so as not to leave it hanging, here are some of our technology related tasks and questions that we will address when we arrive in Benin:

  • Setting up Frontline SMS and our Ushahidi page for the project
  • Setting up an automatic link between Frontline SMS and Ushahidi so that any SMS’s that come in will go automatically to Ushahidi for uploading onto our map
  • Determining how we will verify reports that come in
  • Determining how to manage auto-replies in a way that lets the person reporting an incident know that we received it, yet doesn’t put them at risk if the wrong person finds the auto-reply message on the phone.
  • Estimating budget for incoming text messages
  • Ensuring there are no legal issues around who is holding this type of data
  • Linking in with a local Child Helpline to involve them in the pilot and  see if we could integrate with them (and use their  short code eventually if they have one)
  • Reviewing on-going system management needs – verifying incidents, managing the back-end on Ushahidi; who will act as the local point person
  • Being sure that all the technology works on the ground….
    • Do we have the right equipment/phones?
    • Is the laptop/server working?
    • Are we able to connect with the phones?
    • Is the information linking back into Ushahidi properly?
    • Are key words / automated responses working?
    • Is verification working?
    • Can we export data?
    • Other things to consider?

In early 2005, following the Tsunami, I collaborated with a cross-section of people at the organization where I work to put together a summary of lessons learned and some short guidelines for working with children and communities in emergencies.

All of us had been directly responsible for supporting and/or coordinating disaster response with communities, staff, local and national governments, international and national NGOs, children, youth, schools and teachers, or some combination of the above, in the countries where we lived and worked.  We discussed preparedness as well as relief and recovery phases. We talked about how child focused community development organizations, like the one where we worked, should look at children’s survival, development, participation and protection in a disaster situation and we created some internal guidelines.

Some of the most important things that stayed with me from the weeks we spent talking with each other, with peer organizations, and with our colleagues who were dealing with the 2004 Tsunami are related to the importance of child participation and protection during emergencies.  These recommendations can be applied now to the crisis in Haiti.

  • Don’t assume children or their families can’t do anything for themselves. Local coping mechanisms are often overlooked and underestimated by central governments or aid organizations, creating unnecessary dependency.  Participating and taking control of their situation can actually help people return to normal sooner. I clearly remember an example of an IDP camp where all the services (food, water) were at first centrally coordinated by the municipal government.  A manager from our organization was able to convince the government to engage camp ‘residents’ and organize children and youth into smaller groups who handled particular responsibilities. Suddenly the trash in the camp was picked up and time spent in the food line went from 2 hours to 20 minutes, tempers lowered and people relaxed a bit and got on with things.  The Children and Participation: Research, Monitoring and Evaluation with Children and Young People by Save the Children is a general guide that can help staff think through and orient participation of children and young people in emergencies.  Child-Oriented Participatory Risk Assessment and Planning (COPRAP): A Toolkit developed by the Center for Disaster Preparedness (CDP) in the Philippines is another excellent resource. Both were adapted and used by Plan during the conflict in Timor Leste, for example.
  • Child protection is critical during an emergency and after. During a disaster the typical social patterns and groupings that protect children may be challenged or broken. Children can be further harmed, abused and exploited by those who take advantage of the chaos.  Unaccompanied children can be preyed on if mechanisms are not established quickly.  Personal information about children is often shared or published widely in the interest of helping find parents or relatives or find missing persons, yet it can also help unscrupulous people to identify unaccompanied children and prey on them, especially now when published on the internet.  Birth registration and restoration of lost identity and other civil registration documents are critical to halt trafficking, as is close coordination among organizations, governments, communities and local agencies/staff.  Community members and the affected population can play a strong role in protecting their children, as can older children themselves.  The Interagency Guiding Principles on Unaccompanied and Separated Children, put together by the International Committee of the Red Cross, International Rescue Committee, Save the Children UK, United Nations Children’s Fund (UNICEF), United Nations High Commissioner for Refugees (UNHCR), and World Vision, gives an excellent overview of protection.  Further resources are available at Better Care Network’s website which has materials on separated children in emergencies, how to prevent separation through good relief and response efforts, registration, documentation and tracing, emergency care arrangements, verification and family reunification.
  • Unaccompanied children should not be given up for foreign adoption during the emergency phase. Experience in many past emergencies and conflicts has shown that this is just not the way to go.  In the emergency phase there is no way to ascertain which children are orphans with no other family at all, versus children who might be orphaned but have family somewhere who could take them in.  Taking children out of the country to feed them without a long-term, sustainable plan for them can end up being more complex than finding a way to feed and care for them in country.  Supporting removal of children from their own country during a time of upheaval can also engender a negative reaction among the affected population, who may come to see every external face that comes into the community or camp as someone coming to steal their children.  Interim and emergency care should be consistent with the long-term goal of family reunification.  More background on this can be found at the International Foster Care Association’s website.
  • Participation and protection go hand in hand. The greater the amount of knowledge and ownership that children, youth and their families and communities have, the safer they will be and the sooner they will recover. When the affected people have more input in the relief, recovery and reconstruction, efforts are more successful.  This means linking and coordinating with existing community organizations and structures, local government mechanisms, local non-governmental organizations.  Though it may appear that everything is wiped out in a major disaster, leaders will emerge and regroup.  Plan’s publication “After the Cameras have Gone:  Children in Disasters” offers some examples and insights on protection and participation in disaster situations.
  • Report ethically. The media will undoubtedly look for the ‘best’ story in the interest of raising the most funds possible for the emergency.  In media-speak, unfortunately, that often means the hardest hitting story, the most emotional story, and some journalists/media folks will go extremely far to get it.  However, journalists and agencies bringing journalists to affected communities should obviously not further harm children or take advantage of affected persons in their drive to get the best story.  Journalists should not ask children to relive traumatic experiences or to make them tell stories that upset them just to get a shot of a child crying.  The golden rule applies – how would you like it if that were you or your child?  Children or other community members may be too polite or unsure of whether they can say ‘no’ to a journalist, especially if that journalist is foreign or comes with an aid agency or entity that is linked with emergency aid.  Those working regularly with children and their families should ensure them that they can refuse to talk, they can halt an interview, or not have their picture taken. Local staff managing media visits should feel empowered to intervene on behalf of children in these cases. UNICEF’s “Child Rights and the Media” Guidelines for Journalists and Media Professionals, published by the International Federation of Journalists, gives a background and guide for ethical reporting on children in general.  These guidelines include things like striving for sensitivity when reporting on issues involving children and avoiding use of stereotypes and sensational presentation to promote journalistic material involving children, and they should apply in emergency situations as well.

Before I went to El Salvador in 1991 (read why in my earlier post here), I had never traveled outside the US. I had read lots of articles about the country’s Civil War and intense poverty in the LA Weekly, a lefty newspaper in Los Angeles where I went to school.  I imagined El Salvador as a somber, high contrast black and white photo, with some thick red paint dripping down it to represent the bloodshed and suffering of a noble people being crushed by US Imperialism.  (yeah, pretty dramatic)

To my surprise, El Salvador was more of a bright, animated 3-D movie with endless layers of depth and detail.  The poor, simple, suffering, downtrodden people I had imagined I would live among in San Salvador were in reality intelligent, active, politically savvy individuals who listened to a lot of loud cumbia music (and some Rock en Espanol), privately followed politics with a passion, piled into a pickup truck on Sundays for soccer games, and bustled around with intensity.  There were meals to make and bills to pay in spite of the sporadic skirmishes outside of the capital, the possibility of being outed as an opposition supporter or recruited forcibly into the military, and the lack of free speech in the company of certain individuals and in the media.

Kids went to school, played marbles, laughed and flew kites.  Although lack of money was an obvious issue and there were scary soldiers with machine guns on every street corner downtown, people lived their daily lives pretty much like people do everywhere, dealing with the good, the bad, and quite a lot of the petty.  There were no noble sufferers.  There were no simple portraits.  Life was not a black and white photo.  Rather there were people living within intricate layers of economic, political, family and personal relationships, adapting skillfully to an ugly cold war reality.

Like everywhere, each individual was complex, as was every set of relationships.  The man who beat his wife would step aside with a gracious smile to allow you to pass on a narrow sidewalk. The woman who offered to help you carry your basket from the market might also be the one burying effigies and lighting candles to bring down business at the local tienda out of envy.  The guy who handed out cash to the kids to buy a soda was likely also the one who was informing the government of the names of people who sided with the opposition.  And (as I found out on this trip) the midwife’s daughter, who accompanied your children’s births along with her mother, might one day go to prison for being part of her husband’s organized crime group. These situations were all open secrets to everyone in the Barrio.

The “80% of people living in poverty” statistic (or whatever the number was at that time) didn’t mean a lot once you dug into it. Those newspaper photos of the impoverished, suffering people were a very thin reading of reality.  Behind them there were layers and layers of economic hierarchies and social depth.

About 3 years after I moved to El Salvador I started my first NGO job. One of my responsibilities was accompanying delegations to see different community projects. In many cases, as soon as we’d arrive to the communities, people would approach me and unleash the litany of their troubles and poverty, sometimes wringing their hands or their hat, asking for help, painting themselves as victims because I was white, had arrived in a 4×4 with an NGO logo on the side and a group of foreigners, and could translate their pleas for help.

I must have seemed pretty heartless, but it was hard to see people prostrating themselves when they lived in similar conditions to the ones my neighbors and I did in the Barrio, and no one in the Barrio saw me as someone who would fix things for them.

It probably seemed to the foreign visitors that a terrible thing had happened to me.  I had become “immune to the suffering”.  But what I think was really the case is that I didn’t feel sorry for people. I had no illusions that I could solve anyone’s problems and I felt really uncomfortable in this unfamiliar hierarchy.

My biggest work-related take-away from my time in El Salvador is an awareness of the hidden community dynamics and of what I represent when I visit different communities wherever my work takes me.  I’m acutely aware that there’s a lot happening under the surface that I know nothing about, and can’t know about, especially if I don’t speak the language or live in the community for a really long time or develop close and familiar relationships with several people so I can hear different viewpoints. (Perhaps that’s the anthropologist in me).

I’m hyper sensitive that I need to stay in the background. Community members, community organizations and local staff need to take the lead.  And when I see that there is a seat for me at that table up in front of the community assembly, I die a little inside.  When possible, I grab my camera as an excuse for not sitting there and roam around taking photos (of the non-black-and-white-with-dripping-red-blood variety).
