Facebook and its Internet.org initiative (now called ‘Free Basics’), have faced their fair share of criticism, but I’m guessing that neither is going away anytime soon. So, here’s something that may be of interest to folks working with and/or designing mobile tools for lower income populations or those with lower end phones.

Praekelt Foundation is partnering with Facebook on an open source toolkit of technologies and strategies that will open the Free Basics platform to more organizations and/or tech developers to adapt existing services or create new ones for distribution through the web and the Free Basics platform.

Praekelt Foundation will be running this incubator for Free Basics. It will provide 100 social change organizations with tools, service and support worth a total of $200,000. The tools and lessons that emerge will be shared with the public in 2016.

Praekelt is working with a broad range of experts in international development, user experience, mobile technology and digital safety and security to create an independent panel that will be responsible for selecting the members of the incubator from an open call to developers, social enterprises and NGOs. Disclosure: I’ve been asked (and agreed) to join the selection panel and will be involved in reviewing applications. I have also provided input into the topic areas.

Applications are sought in the areas of health, education, agriculture, economic empowerment, gender equality, citizen engagement and others. The aim is to enhance information and services available via low-end phones for low-income communities, youth, women and girls, healthcare workers and/or other frontline staff, refugees and migrants, and/or the LGBTQI population. This might include provision of information about and/or access to things like financial services, medical services, advocacy initiatives, citizen engagement efforts, behavior change communications and support and/or counseling.

I had the privilege (no pun intended) of participating in the Art-a-Hack program via ThoughtWorks this past couple of months. Art-a-Hack is a creative space for artists and hackers to get together for 4 Mondays in June and work together on projects that involve art, tech and hacking. There’s no funding involved, just encouragement, support, and a physical place to help you carve out some time out for discovery and exploration.

I was paired up by the organizers with two others (Dmytri and Juan), and we embarked on a project. I had earlier submitted an idea of the core issues that I wanted to explore, and we mind-melded really well to come up with a plan to create something around them.

On March 31, 2015, nearly 40 participants, joined by lead discussants Robert Fabricant, Dalberg Design Team; Despina Papadopoulos, Principled Design; and Roop Pal, PicoSatellite eXploration Lab; came together for Technology Salon New York City where we discussed the future of wearables in international development. As follows is a summary of our discussion.

While the future of wearables is uncertain, major international development stakeholders are already incorporating wearables into their programs. UNICEF Kid Power is introducing wearables into the fight against malnutrition, and is launching a Global Wearables Challenge. The MUAC (mid-upper arm circumference) band already exists in international health. Other participants present were working on startups using wearables to tackle global health and climate change.

As Kentaro Toyama often says “technology is an amplifier of human intent” and the Tech Salon discussion certainly resonated with that sentiment. The future of wearables in international development is one that we–the stakeholders as consumers, makers, and planners–will create. It’s important to recognize the history of technology interventions in international development, and that while wearables enable a new future, technology interventions are not new; there is a documented history of failures and successes to learn from. Key takeaways from the Salon, described below, include reframing our concept of wearables, envisioning what’s possible, tackling behavior change, designing for context, and recognizing the tension between data and privacy.

Reframing our Concept of Wearables

Our first discussant shared historical and current examples of wearables, some from as far back as the middle ages, and encouraged participants to rethink the concept of wearables by moving beyond the Apple Watch and existing, primarily health-related, use cases. While Intel, Arm, and Apple want to put chips on and in our bodies, and we think these are the first cases of wearables, glasses have always been wearable, and watches are wearables that change our notions of time and space. In short, technology has always been wearable. If we stay focused on existing, primarily luxury, use cases like FitBit and Apple Watch, we lose our creativity in new use cases for varying scenarios, he said.

In many cases of technology introduction into a ‘developing world’ context, the technology adds a burden rather than contributing ease. We should be thinking about how wearables can capture data without requiring input, for example. There is also an intimacy with wearables that could eliminate or reframe some of the ingrained paradigms with existing technologies, he noted.

In the most common use cases of wearables and other technology in international development, data is gathered and sent up the chain. Participants should rethink this model and use of wearables and ensure that any data collected benefits people in the moment. This, said the discussant, can help justify the act of wearing something on the body. The information gathered must be better incorporated into a personal-level feedback loop. “The more intimate technology becomes, the greater responsibility you have for how you use it,” he concluded. 

In the discussion of reframing our notion of wearables, our second discussant offered a suggestion as to why people are so fascinated with wearables. “It’s about the human body connected to the human mind,” she explained. “What is it to be human? That’s why we’re so fascinated with wearables. They enlarge the notion of technology, and the relationship between machine, human, and animal.”

Envisioning What’s Possible

In discussing the prominent use of wearables for data collection, one participant asked, “What is possible to collect from the body? Are we tracking steps because that is what we want to track or because that is what’s possible? What are those indicators that we’ve chosen and why?”

We need to approach problems by thinking about both our priorities and what’s possible with wearable technology, was one reply. “As consumers, designers, and strategists, we need to push more on what we want to see happen. We have a 7-year window to create technology that we want to take root,” noted our lead discussant.

She then shared Google Glass as an example of makers forgetting what it is to be human. While Google Glass is a great use case for doctors in remote areas or operators of complex machinery, Google Glass at dinner parties and in other social interactions quickly became problematic, requiring Google to publish guidelines for social uses cases. “It’s great that it’s out there as a blatant failure to teach other designers to take care of this space,” she said. 

Another discussant felt that the greatest opportunity is the hybrid space between specialized and the generalized. The specialized use cases for wearables are with high medical value. And then there are the generalized cases. With expensive and new technology, it becomes cheaper and more accessible as it meets those hybrid use cases in-between specialized and generalized to justify the cost and sophistication of technology. Developing far out and futuristic ideas, such as one lead discussant’s idea for a mind-controlled satellite, can also offer opportunities for those working with and studying technology to unpack and ‘de-scaffold’ the layers between the wearable technology itself and the data and future it may bring with it.

Tackling Behavior Change

One of the common assumptions with wearables is that our brains work in a mechanical way, and that if we see a trend in our data, we will change our behavior. But wearables have proven that is not the case. 

The challenge with wearables in the international development context is making sure that the data collected serves a market and consumer need — what people want to know about themselves — and that wearables are not only focused on what development organizations and researchers want to know. Additionally, the data needs to be valuable and useful to individuals. For example, if a wearable tracks iron levels but the individual doesn’t understand the intricacies of nutrition, their fluctuations in iron levels will be of no use.

Nike Plus and its FuelBand has been one of the most successful activity trackers to date, argued one discussant, because of the online community created around the device. “It wasn’t the wearable device that created behavior change, but the community sharing that went with it.” One participant trained in behavioral economics noted the huge potential for academic research and behavioral economists with the data collected from wearables. A program she had worked on looked closely at test-taking behaviors of boys versus those of girls, and wearables were able to track and detect specific behaviors that were later analyzed and compared.

Designing for Context

Mainstream wearables are currently tailored for the consumer profile of the 35-year-old male fitness buff. But how do we think about the broader population, on the individual and community level? How might wearables serve the needs of those in emergency, low resource, or conflict settings? And what are some of the concerns with wearables?

One participant urged the group to think more creatively. “I’m having trouble envisioning this in the humanitarian space. 5-10 years out, what are concrete examples of someone in Mali, Chad, or Syria with a wearable. How is it valuable? And is there an opportunity to leapfrog with this technology?”

Humanitarian disaster contexts often face massive chaos, low literacy rates, and unreliable Internet connectivity, if Internet exists at all. How can wearables be useful in these cases? One participant suggested they could be used for better ways of coordinating and organizing — such as a warning siren signal wearable for individuals in warzones, or water delivery signal wearable for when water arrives — while keeping in mind real restrictions. For example, there are fears today about vaccines and other development agency interventions. This may escalate with wearable devices or edible tracking devices.

No amount of creativity, however, replaces the realistic and sustainable value of developing technology that addresses real needs in local contexts. That’s where human-centered design and participatory processes play a vital role. Wearable products cannot be built in isolation without users, as various participants highlighted.

As one lead discussant said, we too often look at technology as a magic bullet and we need to avoid doing this again when it comes to wearables. We can only know if wearable technology is an appropriate use case by analyzing the environment and understanding the human body. In Afghanistan, she noted, everyone has an iPhone now, and that’s powerful. But not everyone will have a FitBit, because there is no compelling use case.

Appropriate use cases can be discovered by involving the community of practice from day one, making no assumptions, and showing and sharing methodology and processes. Makers and planners should also be wary of importing resources and materials, creating an entire new ecosystem. If a foreign product breaks with no access to materials and training, it won’t be fixed or sustainable. Designing for context also means designing with local resources and tailored to what the community currently has access to. At the same time, international development efforts and wearable technology should be about empowering people, and not infantilizing them.

The value of interdisciplinary teams and systems maps cannot be overlooked, participants added. Wearables highlight our individual-centric nature, while systems thinking and mapping shows how we relate with ourselves, our community, and the world. Thinking about all of these levels will be important if wearables are to contribute to development in a positive way.

Tensions around Privacy, Data, and Unethical Uses

Wearables exist in tension with identity, intimacy, and privacy. As consumers, users, makers, and planners of wearables, we have to think critically and deeply about how we want our data to be shared. One discussant emphasized that we need to involve VCs, industry, and politicians in discussion around the ethical implications of wearable technology products. The political implications and erosion of trust may be even more complex in developing world contexts, making a consortia and standards even more necessary. 

One participant noted the risks of medical wearable technology and the lack of HIPAA privacy requirements in other countries. The lack of HIPAA should not mean that privacy concerns are glossed over. The ethics of testing apply no matter the environment, and testing completely inappropriate technology in a developing context just for the captive audience is ethically questionable.

Likewise, other participants raised the issue of wearables and other types of technology being used for torture, mind control and other nefarious purposes, especially as the science of ‘mind hacking’ and the development of wearables and devices inserted under the skin becomes more sophisticated.

Participants noted the value in projects like the EU’s Ethics Inside and the pressure for a UN Representative on privacy rights. But there is still much headway to be made as data privacy and ethical concerns only grow.

The Future We Wear

The rapid evolution of technology urges us to think about how technology affects our relationships with our body, family, community, and society. What do we want those relationships to look like in the future? We have an opportunity, as consumers, makers and planners of wearables for the international context to view ourselves as stakeholders in building the future opportunities of this space. Wearables today are where the Internet was during its first five mainstream years. Now is the perfect time to put our stake in the ground and create the future we wish to exist in.

Our August Technology Salon in New York City (TSNYC) was a stimulating and deep discussion on whether ‘girl advertising’ detracts from girls empowerment. The topic surfaced after a Facebook conversation about the rise in commercials about girls and women’s empowerment such as Always’ “Like a Girl,” Verizon’s “Inspire her Mind,” and Pantene’s “Stop Saying Sorry.” There are mixed feelings about what these ads accomplish for girls and women, and whether their commercially driven motivations are actually helping to achieve gains for girls in the US and elsewhere.

Some of the key points raised at the Salon included:

Participatory media vs slick, overproduced ads. When it’s participatory media with children and youth making choices about what is being said, shot and edited, it’s one thing. It feels authentic, said one Salon participant. “But the current spate of ads tend to show a very ‘produced’ girl, wearing make-up, feeding into stereotypes about beauty, talking to a screen and selling a product or a brand.” These ads may feel inspiring to people watching, but are they actually ‘empowering?’ The underlying message of many of these ads for girls is still often sex, beauty and/or sexual attractiveness.

Surface rather than deeper change. One discussant pointed out that companies making these empowering girl ads on the one hand are making misogynist NFL ads on the other. If a company really wants to do something for girls, it should be a holistic effort that permeates all its advertising, she felt, not just a slick ad for girls and business as usual with everything else. Making girls feel better about themselves is one thing, but it’s not enough. Girls may say they prefer ‘Goldiblox’ to ‘Barbie’ but the toys are still plastic consumables, and they are still pink, as one participant noted. “Girls need to build confidence at a deeper level,” said a youth participant. “Rather than just providing a one-way ticket to solving a simple problem, we need to go deeper, because the problem does not have just a single cause.” In addition, as other participants called out, much of the change being pushed by ads is shallow change, when what is really needed is systemic change. “Have you really addressed structural injustices and inequities with these one-off actions and campaigns? Do these simple narratives really help? Or are they a distraction?”

Are we conflating empowerment and consumerism? These girl-focused ads encourage girls that we work with to spend money that they don’t have, commented one Salon participant. Are we supporting girls’ assimilation into corporate consumerism or are we trying to change the status quo for girls who have been traditionally left out? “Girls we work with have issues with lack of access to housing, education, a living wage. These ads encourage them to spend money that goes back to corporations, and we don’t know what the corporations are doing with it. Are they supporting militarization of the police? Are they lobbying to cut sex education or planned parenthood funding?” Often the topics addressed in these ads, she noted, are the tip of the iceberg. “We see ads about teen pregnancy, but we don’t see work that addresses its underlying causes.” Addressing underlying causes, many in the room felt, would be the truly empowering work.

Higher visibility of girls’ issues is unintentionally causing problems. The increased presence of girls in the media and in NGO advocacy campaigns was initially very helpful, but some commented that it is becoming a problem. “Donors think that there is a higher level of investment in programs that directly impact on girls, which is not necessarily the case. Often the investment is made in branding or social media rather than in concrete programming that supports girls with real assets and skills.” This has meant that some donors are reluctant to fund programs for girls, because they think the topic is over-saturated. In reality, there is a lot of talk and media but not enough on-the-ground support.

Being a girl in 2014…. In addition to the funding challenges, some research has shown that in the US, girls as young as 7 and 8 feel that they “cannot drop the ball on anything now.” The empowering visions of girls can make them feel that they are expected to do and be everything, and to solve all the world’s problems on top of it all. At the same time, on social media such as Facebook research shows that girls tend to downplay their intelligence and up-play their fun and sexiness, because media bombards them with messages that on top of being successful at everything, they are also supposed to be cute, carefree, and sexy.

What about boys and men? The higher visibility around girls can lead to a marginalization of boys and men from gender work, commented some Salon participants, as it sets up a boy vs girl dynamic. Though for advertising, binaries tend to work, in the wider scheme of things, these issues are very complex and binaries are not helpful. If we are looking for change an empowerment, boys and men also need to be part of the equation and gender should be a more holistic approach, not only focused on girls. “Working with both boys and girls is more empowering for everyone,” said one participant. When boys feel threatened by girls it just creates more conflict. “We need to empower boys by teaching them about girls and gender dynamics,” because both boys and girls are affected by gender stereotypes.

Ads by their very nature simplify complex issues. Ads are simplified because of how they need to be packaged, especially now in the day of social media, as one of the youth Salon participants pointed out. “People take a simplified message and create their own meaning out of it, without really understanding the complexities. Then they share the ad around and feel like they’ve done their part. They think an ad is fully informing them and this is dangerous. These ads don’t really feel empowering for me, it’s just an upswing in ads for teenaged girls and in media targeted at my age group. The ads are just one more thing that’s shared on Facebook. So it’s like someone else packages ideas for you, you share them, and you move on.” Another participant agreed, yet added that ads can open the door to a conversation about something larger that can be followed with more nuanced discussions.

Ads are ads. They are not CSR. Companies are not really interested in empowering girls with these ads, pointed out one participant. These are not Corporate Social Responsibility (CSR) ads; they are marketing ads. Another participant added that “many of these campaigns are run by very smart, high-powered women. They do want to see high-powered versions of girls, and they also want to sell their products or their brands.” The income from the ads does not go into social programs; it’s revenue, noted another participant. CSR managers then have the job of advocating internally so that some of the revenue does go towards these types of causes, but it’s not a given. CSR staff work to encourage corporate leadership to allocate some of the funding into programs that have an impact on girls’ lives. Consumers should also be doing their homework and finding out what is happening with different campaigns. Companies want to make employees, customers, and investors/their boards happy. Consumers should pressure corporations to do more than just ads, and to do something that reaches farther. Corporate mandates are totally separate from Foundation mandates, as one participant pointed out. “It’s up to people like us who care about these issues to bridge the gap, to have these conversations in the board room, with management and leadership, with PR staff.” “How can we increase transparency about what these companies invest in,” asked one participant. This is important not only for CSR budgets and ‘girl issues’ but for companies overall.

Starting with the delivery system is a problem. Rather than starting with a solution – an ad, a technology, a delivery system – we should start by picking the group or population where we want to make a difference and then decide what is the best way to go about it, commented one Salon participant. “What does success look like for girls? What do girls themselves what to do, to be? Empower is a vague word. If you substituted ‘farmer’ for ‘girl’ you’d never get away with some of the mystical pronouncements that we hear now about girls. Do you ever hear people saying ‘Ah, farmers… I just feel so alive and so inspired when I meet them! They can change the world!’ Probably not. And much of the rhetoric around girls is just inspiring language that doesn’t actually help girls to achieve their goals. We’ve swallowed the language of the current delivery system. We now measure success in terms of retweets, likes, social media campaigns and putting out manuals and guides. We need to push back and ensure that the money goes to girl programs on the ground.”

Using media for behavior change is a science. Others, however, felt that there was a role for behavior change communication (BCC) done in a scientific way and with solid measurement of impact. Activism and advocacy are different approaches than behavior change, commented a participant. Likes and tweets can be measures of activism, awareness and advocacy. But for behavior change, we need to go deeper. Well-targeted behavior change communication starts with strong, solid research into what drives behavior. There are different categories – knowledge is the first one. But most times, it’s not lack of knowledge that prevents people from changing behavior. More often, it’s attitudes, social norms, and lack of social support and self-efficacy. A well-defined campaign should isolate what will make change and the communication piece should speak to that very specific change. It’s also critical to understand the audience and what will move them to action – for some girls it will be a strong aspirational role model, for others it will be real-life women and girls. Formative research helps us understand what will work with a particular audience.

How are we measuring impact? People are measuring the number of tweets from the general public and calling it impact, rather than measuring indicators of real change for girls themselves. “Attention is being placed on media impressions, tweets, hashtags,” said one discussant. “We measure hollow metrics about the giver rather than measuring the impact on the ground, on the lives of the people we say we are supporting or helping.” She went on to cite some very well known campaigns where the only impact reports were media hits, but no available reports track what happened with funds raised, or with ‘awareness’ and how it translated into actual change. “Is it enough to show women in empowering ads,” asked one participant. “There is a disconnect between advocacy and messaging and measuring impact,” said another person. Within organizations, some digital teams are very good at showcasing to management how many Facebook likes and tweets they get, and this distracts leadership from looking at more impactful efforts on the ground. It allows these shallow campaigns to take funding away from the more solid programmatic efforts that work directly with girls and their families and communities to address underlying causes, and to build skills and assets and enabling environments for girls to succeed.

Equality vs liberation. Boiling complicated intersectional analyses down to an ad that can only carry a single message is complicated and having an equal number of male and female board members does nothing for women who are not operating at these high levels, said one participant. “I have so much I want to say about all this!” she added. “Where are the transformational campaigns? None of our organizations or brands or corporations has enough money individually to do a campaign that would really create structural, systemic change. Even the Ms. Endowment has only $35 million and it’s not enough. We are all competing in the market. How can we collaborate and converse with one another to do something bigger and better. How can we work together to really shift things? What if we came together and only took money from corporations that did something like have a certain percentage of women on the board plus ads that show positive images plus funnel funding into good programs on the ground? How can we hold companies accountable? How are we measuring success?” Another person commented “Many corporations feel that we are lucky to have their money.” She wondered how we can build strength in our numbers and work together as a more solid front.

It’s not one or the other…. In closing, one participant pointed out that there were multiple conversations happening in the room, because those of us working on gender and girl issues are fighting the good fight on multiple fronts. “Work on the ground is one thing. Work at the global policy/advocacy level is something else. And then there is work with the private sector and the public as well,” she said. “We all have different strengths. How can we connect in more meaningful discussions on it all? How can we flag issues that need consideration so that we are all contributing to a wider goal?” Further conversation and joint work could help to address some of the challenges that those in the room are facing. Many participants wished for a follow up conversation to take the ideas a step further, and the topic of engaging boys and men was brought up as something that needs more work.

So, do girl ads detract from girls’ empowerment? According to the majority of Salon participants, yes, in many cases they do. But there is potential to integrate these kinds of ads into wider, more effective efforts to push for systemic change that involves both boys and girls, works at various levels, and demands greater corporate accountability and better measurement of results.

What should advertisers do, then? [Adding this today (Aug 26) after a request for some recommendations for advertisers]

  1. Be consistent. Look inwardly. Don’t be all ‘girl empowering’ on the one hand and then be all misogynist on the other hand with everything else that you do.
  2. If you’re making revenue from girl empowerment ads, then do something with the money that actually supports programming that is proven (evidence-based) to make a real difference to girls in their daily lives or support policy work that help girls advance.
  3. If you’re really about girls’ empowerment and want to work on behavior changes that benefit girls at a widespread level, then look at some of the behavior change science approaches that can help you to plan campaigns that get people to move beyond a) feeling inspired and b) gaining knowledge to c) actually acting and changing their behavior….
  4. A combined effort that works at multiple levels (ads that are well researched and directed, policy changes that support girls and women, and work on the ground that provides girls with skills and helps them build assets) would be a better way to approach girls’ empowerment, if indeed advertisers do want to help empower girls.
  5. Stop commodifying everything and putting more pressure on girls and women to be and do everything. Use some of the power and expertise of creating and motivating people through brands and advertising to support social change that has nothing to do with buying more stuff.

My Regarding Humanity co-founder Lina and I have been talking about the effectiveness of “hashtag activism” for a long time now, and every week there is something new to say or learn from. We took the plunge and published where our thinking is this week – though it’s sure to change by next week. (Thanks to Alex Lee and Winter Schneider for their research and writing support!)

I’m still grappling with whether hashtag activism and “slacktivism” in general are more important for changing perceptions and behaviors of the individuals who participate in them (which is where many marketers and social media guru types look for impact), or if they should be measured based on their effectiveness in terms of resolving the problem that the hashtag is aimed at addressing. I’m guessing if a hashtag does both, that’s when it’s really found the sweet spot. I’m also thinking that in order for it to do both, it probably needs to involve the people who are directly impacted by the issue and/or people who can actually do something about the issue (these could be one and the same in some cases).

Some say that small acts of online activism (and slacktivism) open the door to a greater feeling of individual agency, which then increases political engagement and more meaningful/more active social cause participation in the future. But I wonder if this is true when the social cause is one that does not directly touch upon the life of the person participating. Does engaging in serial online hashtagging along the lines of #bringbackourgirls make an individual more prone to taking on meaningful action at some point? Or does the hashtag engagement need to relate to something more locally addressable (eg., something the individual could directly impact) in order for it to lead to meaningful action? As we note in our article, some research has found that when it comes to global causes, people have very short attention spans and they move on to a new topic once the complexity of the situation is apparent and they understand their individual inability to make any real difference.

I’m curious about how having “skin in the game” impacts on a person’s feeling of agency and on the impact of hashtag activism at both the personal level and at the level of wider social and political change. I wrote something about this a few years ago (Activism vs Slacktivism: It’s about context not tools), and I wonder whether spontaneous hashtags that spring up and help create critical consciousness and form movements and build cohesion within them (a la #iftheygunnedmedown or #myNYPD) are more effective than those created by marketers/advocates with particular engagement goals in mind.

And anyway, what do I mean by “effective?” I suppose it’s all relevant and that, like any tool, a hashtag can be used for ton of different things and maybe I’m comparing apples and oranges here. There will be different measures of success with different hashtags – some for branding, some for fundraising and some for deeper social change and political engagement. Maybe my thoughts and feelings about hashtag activism are just reflecting my wider viewpoints on the kinds of change that I find valuable, and those usually doesn’t have much to do with building an organization’s brand…

And in the end, why do I spend time debating the value of hashtags!? Surely that’s a kind of slacktivism in its own right.

The guide has been in development for over a year, based on experiences and input from staff working on the ground with communities in Plan programs in several countries.

It was authored and facilitated by Hannah Beardon, who also wrote two other great ICT4D guides for Plan in the past: Mobiles for Development (2009) and ICT Enabled Development (2010).

The guide is written in plain language and comes from the perspective of folks working together with communities to integrate ICTs in a sustainable way.

It’s organized into 8 sections, each covering a stage of project planning, with additional practical ideas and guidance in the annexes at the end.

Each section includes steps to follow and questions to ask. There are detailed orientations in the annexes as well, for example, how to conduct a participatory communications assessment at the community level, how to map information and communication flows and identify bottlenecks where ICTs might help, how to conduct a feasibility study, how to budget and consider ‘total cost of ownership.’

One thing I especially like about the guide is that it doesn’t push ICTs or particular ‘ICT solutions’ (I really hate that term for some reason!). Rather, it helps people to look at the information and communication needs in a particular situation and to work through a realistic and contextually appropriate process to resolve them, which may or may not involve digital technology. It also assumes that people in communities, district offices and country offices know the context best, and simply offers a framework for pulling that knowledge together and applying it.

ICTs are increasingly being looked to as holding great promise for improving participatory governance and citizen engagement. Mobile phones have been a game-changer in this sphere, with nearly seven billion mobile-cellular subscriptions worldwide, including 89% penetration in the developing world. Youth are at the center of these developments, both as drivers and consumers of technological innovation.  This is particularly true in developing countries where the young generation is leading the way in the usage of technology to overcome social, political and economic exclusion to begin driving positive change in their communities. The largest cohort in history, youth aged 15-24 number more than 1.2 billion worldwide, with an estimated 87% living in developing countries.  They are almost twice as networked as the global population as a whole, with the ICT age gap more pronounced in least developed countries where young people are often three times more likely to be online than the general population.

The combination of the “youth bulge” and “mobile miracle” has great potential to enable new responses to the longstanding challenge of youth engagement in governance across the developing world. Young citizens are utilizing simple mobile technology to innovate new platforms, tools and mechanisms aiming to amplify their voices and influence government. Youth are being proactive to play a greater role in governance through mobile-based communication avenues, user-generated information, tools tracking government accountability, anti-corruption platforms, crowd-sourcing and more. This is a dramatic shift from the days when the only way to gain the attention of a government official was through slow and cumbersome bureaucratic processes and official meetings in government offices.

A Growing Youth-Local Government Disconnect

Ironically, the impact of these efforts appears to be more pronounced at the national level than at the local level of government. Indeed, ICTs seem to be strengthening communications between youth and central government instead of enhancing connections with the closest level of governance where young citizens can be resources for community development. Applications and innovations in cooperation with government that address local issues have largely been the product of national government bodies. Most youth-led initiatives have not been successful in securing local government partnership, limiting impact. A communications gap has widened between young citizens and their local governments, which are often staffed by individuals with far less digital experience than their youthful constituents. As a result, youth and their local leaders often seem to be speaking in different languages through different media.  Local government deficits in capacity and resources continue to exist as barriers, as well as the need for sensitization to youth engagement as a priority outcome of adopting and shaping ICT-enabled practices.

Most young people using technology as a way to influence governance will tell you a similar story. When expressing themselves through social media outlets and ICT-enabled mechanisms, it is usually the national political figures that are more attuned and responsive. Local leaders are far behind their national counterparts in ICT capacity and usage. National ministers and officials often use Twitter accounts, blogs, SMS and websites to engage with their citizens, who by default are largely young. While this is a positive development, it also elicits frustration from young people who feel that their voices are ignored or unheard by elder leaders at the local level where chances are greatest for tangible impact in their day-to-day lives.

President Kagame of Rwanda is a stark example.  Youth have described how the president directly interacted with young citizens via Twitter and addressed concerns relating to many issues, from police violence towards youth to business ideas for urban tourism.  No such possibilities existed for these same youth to approach the local authority with these locally-based needs.  Even more significant, Kagame merged the national ministries of Youth and ICT in 2012 and appointed a Minister of Youth and ICT.  This is a groundbreaking move both in terms of ICT and youth, with youth ministries commonly grouped with sports or culture. However, these extraordinary national developments are not reflected in the policy and practice of local government in Rwanda.

Digital mapping initiatives have been in the spotlight as a new youth-driven tool drawing attention to local issues often overlooked by government officials.  While communities are benefitting from these processes, youth leaders report that these maps often do not gain the attention of city hall. For example, Kenyan NGO Map Kibera has seen its maps utilized by national ministry committees, better equipped with the capacity and mindset to absorb digital data, while city council has not been responsive to ICT-based approaches. Young leaders in Kandy City, Sri Lanka are working to bridge the “youth-local government ICT gap” which they have identified as a major barrier in engaging youth in local development. These young leaders are training municipal officials in computer skills and creating new ICT platforms for citizen-local government interaction as part of a UN-HABITAT supported youth-led training and education program run by YES – City of Youth.

Building Local Government Capacity for ICT & Youth Engagement

Partnership with local government is viewed by stakeholders as a key missing ingredient in enabling governance technology applications to have tangible results at the community level. The importance of “closing the engagement loop” and early local government buy-in is emphasized time and again by stakeholders in the field as a vital lesson learned through pilot programs. Youth organizations like Youth Agenda and Sisi ni Amani have achieved successful governance results by engaging local leaders as partners from the preliminary stages, highlighting the benefits they can gain through mobile solutions that increase civic engagement, enhance service delivery, fight corruption and bridge between local government and citizens.

Bridging the youth-local government gap will require sensitizing local officials and encouraging them to see the advantages of “listening” to youth ICT platforms, to bring them to where the majority of youth are voicing their opinions, and enable them to take responsive actions. National governments should be encouraged to help local governments be better equipped to address youthful concerns at the local level through capacity building for both youth engagement and ICT4G.  This can be supported by integrating local ICT components in national ICT plans, or increased “decentralization” and integration of both youth and ICT strategies, bolstered by budgetary allocations and devolution of authority. When seeking to utilize ICT to deliver positive governance outcomes for young people, “local gov” must be part of the “ICT4Gov” equation.

At the November 8th Technology Salon in New York City, we looked at the role of ICTs in communication for development (C4D) initiatives with marginalized adolescent girls. Lead discussants Kerida McDonald and Katarzyna Pawelczyk discussed recent UNICEF reports related to the topic, and John Zoltner spoke about FHI360’s C4D work in practice.

To begin, it was pointed out that C4D is not donor communications or marketing. It is the use of communication approaches and methodologies to achieve influence at various levels —  e.g., family, institutional and policy —  to change behavior and social norms. C4D is one approach that is being used to address the root causes of gender inequality and exclusion.

Screen Shot 2013-10-11 at 7.24.48 AMAs the UNICEF report on ICTs and C4D* notes, girls may face a number of situations that contribute to and/or are caused by their marginalization: early pregnancy, female genital cutting, early marriage, high rates of HIV/AIDS, low levels of education, lack of control over resources. ICTs alone cannot resolve these, because there is a deep and broad set of root causes. However, ICTs can be integrated systematically into the set of C4D tools and approaches that contribute to positive change.

Issues like bandwidth, censorship and electricity need to be considered when integrating ICTs into C4D work, and approaches that fit the context need to be developed. Practitioners should use tools that are in the hands of girls and their communities now, yet be aware of advances in access and new technologies, as these change rapidly.

Key points:

Interactivity is more empowering than one-way messaging:  Many of the ICT solutions being promoted today focus on sending messages out via mobile phones. However C4D approaches aim for interactivity and multi-channel, multi-directional communication, which has proven more empowering.

Content: Traditional media normally goes through a rigorous editorial process and it is possible to infuse it with a gender balance. Social media does not have the same type of filters, and it can easily be used to reinforce stereotypes about girls. This is something to watch and be aware of.

Purpose: It’s common with ICT-related approaches to start with the technology rather than starting with the goals. As one Salon participant asked “What are the results we want to see for ourselves? What are the results that girls want to see? What are the root causes of discrimination and how are we trying to address them? What does success look like for girls? For organizations? Is there a role for ICTs in helping achieve success? If so, what is it?” These questions need to be the starting point, rather than the technology.

Participation: One Salon participant mentioned a 2-year project that is working together with girls to define their needs and their vision of success. The process is one co-design, and it is aimed at understanding what girls want. Many girls expressed a feeling of isolation and desire for connection, and so the project is looking at how ICTs can help them connect. As the process developed, the diversity of needs became very clear and plans have changed dramatically based on input from a range of girls from different contexts. Implementors need to be prepared to change, adapt and respond to what girls say they want and to local realities.

The researchers encountered some challenges in terms of a strong gender approach for the study. Though a gender lens was used for analysis, there is little available data disaggregated by sex. The study does not focus on the most marginalized, because it looks at the use of social media, which normally requires a data connection or Internet access, which the most marginalized youth usually do not have.

The authors of the report found that youth most commonly used the Internet and social media for socializing and communicating with friends. Youth connected less often for schoolwork. One reason for this may be that in the countries/contexts where the research took place, there is no real integration of ICTs into the school system. It was emphasized that the  findings in the report are not comparable or nationally representative, and blanket statements such as “this means x for the whole developing world” should be avoided.

Key points:

Self-reporting biases. Boys tend to have higher levels of confidence and self-report greater ICT proficiency than girls do. This may skew results and make it seem that boys have higher skill levels.

Do girls really have less access? We often hear that girls have less access than boys. The evidence gathered for this particular report found that “yes and no.” In some places, when researchers asked “Do you have access to a mobile,” there was not a huge difference between urban and rural or between boys and girls. When they dug deeper, however, it became more complex. In the case of Zambia, access and ownership were similar for boys and girls, but fewer girls were connecting at all to the Internet as compared to boys. Understanding connectivity and use was quite complicated.

What are girls vs. boys doing online? This is an important factor when thinking about what solutions are applicable to which situation(s). Differences came up here in the study. In Argentina, girls were doing certain activities more frequently, such as chatting and looking for information, but they were not gaming. In Zambia, girls were doing some things less often than boys; for example, fewer girls than boys were looking for health information, although the number was still significant. A notable finding was that both girls and boys were accessing general health information more often than they were accessing sensitive information, such as sexual health or mental health.

What are the risks in the online world? A qualitative portion of the study in Kenya used focus groups with girls and boys, and asked about their uses of social media and experience of risk. Many out-of-school girls aged 15-17 reported that they used social media as a way to meet a potential partner to help them out of their financial situation. They reported riskier behavior, contact with older men, and relationships more often than girls who were in school. Girls in general were more likely to report unpleasant online encounters than boys, for example, request for self-exposure photos.

Hiding social media use. Most of the young people that researchers spoke with in Kenya were hiding social media use from their parents, who disapproved of it. This is an important point to note in C4D efforts that plan on using social media, and program designers will want to take parental attitudes about different media and communication channels into consideration as they design C4D programs.

When implementing programs, it is noteworthy how boys and girls tend to use ICT and media tools. Gender issues often manifest themselves right away. “The boys grab the cameras, the boys sit down first at the computers.” If practitioners don’t create special rules and a safe space for girls to participate, girls may be marginalized. In practical ICT and media work, it’s common for boys and girls to take on certain roles. “Some girls like to go on camera, but more often they tend to facilitate what is being done rather than star in it.” The gender gap in ICT access and use, where it exists, is a reflection of the power gaps of society in general.

In the most rural areas, even when people have access, they usually don’t have the resources and skills to use ICTs.  Very simple challenges can affect girls’ ability to participate in projects, for example, oftentimes a project will hold training at times when it’s difficult for girls to attend. Unless someone systematically goes through and applies a gender lens to a program, organizations often don’t notice the challenges girls may face in participating. It’s not enough to do gender training or measure gender once a year; gendered approaches needs to be built into program design.

Long-terms interventions are needed if the goal is to emancipate girls, help them learn better, graduate, postpone pregnancy, and get a job. This cannot be done in a year with a simple project that has only one focus, because girls are dealing with education, healthcare, and a whole series of very entrenched social issues. What’s needed is to follow a cohort of girls and to provide information and support across all these sectors over the long-term.

Key points:

Engaging boys and men: Negative reactions from men are a concern if and when girls and women start to feel more empowered or to access resources. For example, some mobile money and cash transfer programs direct funds to girls and women, and some studies have found that violence against women increases when women start to have more money and more freedom. Another study, however, of a small-scale effort that provides unconditional cash transfers to girls ages 18-19 in rural Kenya, is demonstrating just the opposite: girls have been able to say where money is spent and the gender dynamics have improved. This raises the question of whether program methodologies need to be oriented towards engaging boys and men and involving them in changing gender dynamics, and whether engaging boys and men can help avoid an increase in violence. Working with boys to become “girl champions” was cited as a way to help to bring boys into the process as advocates and role models.

Girls as producers, not just consumers. ICTs are not only tools for sending content to girls. Some programs are working to help girls produce content and create digital stories in their own languages. Sometimes these stories are used to advocate to decision makers for change in favor of girls and their agendas. Digital stories are being used as part of research processes and to support monitoring, evaluation and accountability work through ‘real-time’ data.

ICTs and social accountability. Digital tools are helping young people address accountability issues and inform local and national development processes. In some cases, youth are able to use simple, narrow bandwidth tools to keep up to date on actions of government officials or to respond to surveys to voice their priorities. Online tools can also lead to offline, face-to-face engagement. One issue, however, is that in some countries, youth are able to establish communication with national government ministers (because there is national-level capacity and infrastructure) but at local level there is very little chance or capability for engagement with elected officials, who are unprepared to respond and engage with youth or via social media. Youth therefore tend to bypass local government and communicate with national government. There is a need for capacity building at local level and decentralized policies and practices so that response capacity is strengthened.

Do ICTs marginalize girls? Some Salon participants worried that as conversations and information increasingly move to a digital environment, ICTs are magnifying the information and communication divide and further marginalizing some girls. Others felt that the fact that we are able to reach the majority of the world’s population now is very significant, and the inability to reach absolutely everyone doesn’t mean we should stop using ICTs. For this very reason – because sharing of information is increasingly digital – we should continue working to get more girls online and strengthen their confidence and abilities to use ICTs.

America Meet World – a contest to source the best comedy the world has to offer.

I met Trina Das Gupta when she headed up the GSMA’s mWomen program. We bonded at the personal level over a shared frustration with old-school aid and development approaches and an urge to change the way the US public understands the rest of the world.

Trina is always one step ahead of everyone, and she has the know-how and connections to make her visions happen. It’s no surprise then, that she’s moving full steam ahead with a cool new idea that aims to bring people together through comedy: America Meet World.

Rather than get preachy about race and stereotyping, America Meet World will take Americans around the world through laughter and entertainment. The premise is that there is more that makes us the same than that makes us different.

To curate content, Trina’s production company Single Palm Tree has launched a global video contest designed to find the best comedy the world has to offer. The contest’s winner (the video with the most votes) will win a sit-down meeting with executives from The Daily Show with Jon Stewart, and have a chance to ask for advice on building an entertainment career in the US.

Videos will also be reviewed by an all-star panel of judges, including Rebecca Paoletti, former head of video at Yahoo! North American and CEO of CakeWorks; Tim Rosta, senior VP of Integrated Marketing at E! Entertainment Networks; Baratunde Thurston, CEO and Co-Founder of Cultivated Wit and former digital director of The Onion; and John Vorhaus, best-selling author of The Comic Toolbox: How to be Funny Even if You’re Not.

Finalist videos will be featured on AmericaMeetWorld.com and across syndicated channels. The videos submitted, along with other content that Single Palm Tree produces and curates, will feed into a digital video portal that connects US audiences with global comedians. New technologies hold great potential for the developing world, and countless development scholars and practitioners have sung the praises of technology in accelerating development, reducing poverty, spurring innovation and improving accountability and transparency.

Worryingly, however, privacy is presented as a luxury that creates barriers to development, rather than a key aspect to sustainable development. This perspective needs to change.

Privacy is not a luxury, but a fundamental human right

New technologies are being incorporated into development initiatives and programmes relating to everything from education to health and elections, and in humanitarian initiatives, including crisis response, food delivery and refugee management. But many of the same technologies being deployed in the developing world with lofty claims and high price tags have been extremely controversial in the developed world. Expansive registration systems, identity schemes and databases that collect biometric information including fingerprints, facial scans, iris information and even DNA, have been proposed, resisted, and sometimes rejected in various countries.

The deployment of surveillance technologies by development actors, foreign aid donors and humanitarian organisations, however, is often conducted in the complete absence of the type of public debate or deliberation that has occurred in developed countries. Development actors rarely consider target populations’ opinions when approving aid programmes. Important strategy documents such as the UN Office for Humanitarian Affairs’ Humanitarianism in a Networked Age and the UN High-Level Panel on the Post-2015 Development Agenda’s A New Global Partnership: Eradicate Poverty and Transfer Economies through Sustainable Development give little space to the possible impact adopting new technologies or data analysis techniques could have on individuals’ privacy.

Some of this trend can be attributed to development actors’ systematic failure to recognise the risks to privacy that development initiatives present. However, it also reflects an often unspoken view that the right to privacy must necessarily be sacrificed at the altar of development – that privacy and development are conflicting, mutually exclusive goals.

The assumptions underpinning this view are as follows:

  • that privacy is not important to people in developing countries;
  • that the privacy implications of new technologies are not significant enough to warrant special attention;
  • and that respecting privacy comes at a high cost, endangering the success of development initiatives and creating unnecessary work for development actors.

These assumptions are deeply flawed. While it should go without saying, privacy is a universal right, enshrined in numerous international human rights treaties, and matters to all individuals, including those living in the developing world. The vast majority of developing countries have explicit constitutional requirements to ensure that their policies and practices do not unnecessarily interfere with privacy. The right to privacy guarantees individuals a personal sphere, free from state interference, and the ability to determine who has information about them and how it is used. Privacy is also an “essential requirement for the realization of the right to freedom of expression”. It is not an “optional” right that only those living in the developed world deserve to see protected. To presume otherwise ignores the humanity of individuals living in various parts of the world.

Technologies undoubtedly have the potential to dramatically improve the provision of development and humanitarian aid and to empower populations. However, the privacy implications of many new technologies are significant and are not well understood by many development actors. The expectations that are placed on technologies to solve problems need to be significantly circumscribed, and the potential negative implications of technologies must be assessed before their deployment. Biometric identification systems, for example, may assist in aid disbursement, but if they also wrongly exclude whole categories of people, then the objectives of the original development intervention have not been achieved. Similarly, border surveillance and communications surveillance systems may help a government improve national security, but may also enable the surveillance of human rights defenders, political activists, immigrants and other groups.

Asking for humanitarian actors to protect and respect privacy rights must not be distorted as requiring inflexible and impossibly high standards that would derail development initiatives if put into practice. Privacy is not an absolute right and may be limited, but only where limitation is necessary, proportionate and in accordance with law. The crucial aspect is to actually undertake an analysis of the technology and its privacy implications and to do so in a thoughtful and considered manner. For example, if an intervention requires collecting personal data from those receiving aid, the first step should be to ask what information is necessary to collect, rather than just applying a standard approach to each programme. In some cases, this may mean additional work. But this work should be considered in light of the contribution upholding human rights and the rule of law make to development and to producing sustainable outcomes. And in some cases, respecting privacy can also mean saving lives, as information falling into the wrong hands could spell tragedy.

A new framing

While there is an increasing recognition among development actors that more attention needs to be paid to privacy, it is not enough to merely ensure that a programme or initiative does not actively harm the right to privacy; instead, development actors should aim to promote rights, including the right to privacy, as an integral part of achieving sustainable development outcomes. Development is not just, or even mostly, about accelerating economic growth. The core of development is building capacity and infrastructure, advancing equality, and supporting democratic societies that protect, respect and fulfill human rights.

The benefits of development and humanitarian assistance can be delivered without unnecessary and disproportionate limitations on the right to privacy. The challenge is to improve access to and understanding of technologies, ensure that policymakers and the laws they adopt respond to the challenges and possibilities of technology, and generate greater public debate to ensure that rights and freedoms are negotiated at a societal level.

Technologies can be built to satisfy both development and privacy.
