A core theme that the Open Development track covered at September’s Open Knowledge Conference was Ethics and Risk in Open Development. There were more questions than answers in the discussions, summarized below, and the Open Development working group plans to further examine these issues over the coming year.

Informed consent and opting in or out

Ethics around ‘opt in’ and ‘opt out’ when working with people in communities with fewer resources, lower connectivity, and/or less of an understanding about privacy and data are tricky. Yet project implementers have a responsibility to work to the best of their ability to ensure that participants understand what will happen with their data in general, and what might happen if it is shared openly.

There are some concerns around how these decisions are currently being made and by whom. Can an NGO make the decision to share or open data from/about program participants? Is it OK for an NGO to share ‘beneficiary’ data with the private sector in return for funding to help make a program ‘sustainable’? What liabilities might donors or program implementers face in the future as these issues develop?

Issues related to private vs. public good need further discussion, and there is no one right answer because concepts and definitions of ‘private’ and ‘public’ data change according to context and geography.

Informed participation, informed risk-taking

The ‘do no harm’ principle is applicable in emergency and conflict situations, but is it realistic to apply it to activism? There is concern that organizations implementing programs that rely on newer ICTs and open data are not ensuring that activists have enough information to make an informed choice about their involvement. At the same time, assuming that activists don’t know enough to decide for themselves can come across as paternalistic.

As one participant at OK Con commented, “human rights and accountability work are about changing power relations. Those threatened by power shifts are likely to respond with violence and intimidation. If you are trying to avoid all harm, you will probably not have any impact.” There is also the concept of transformative change: “things get worse before they get better. How do you include that in your prediction of what risks may be involved? There also may be a perception gap in terms of what different people consider harm to be. Whose opinion counts and are we listening? Are the right people involved in the conversations about this?”

A key point is that whomever assumes the risk needs to be involved in assessing that potential risk and deciding what the actions should be — but people also need to be fully informed. With new tools coming into play all the time, can people be truly ‘informed’ and are outsiders who come in with new technologies doing a good enough job of facilitating discussions about possible implications and risk with those who will face the consequences? Are community members and activists themselves included in risk analysis, assumption testing, threat modeling and risk mitigation work? Is there a way to predict the likelihood of harm? For example, can we determine whether releasing ‘x’ data will likely lead to ‘y’ harm happening? How can participants, practitioners and program designers get better at identifying and mitigating risks?

When things get scary…

Even when risk analysis is conducted, it is impossible to predict or foresee every possible way that a program can go wrong during implementation. Then the question becomes what to do when you are in the middle of something that is putting people at risk or leading to extremely negative unintended consequences. Who can you call for help? What do you do when there is no mitigation possible and you need to pull the plug on an effort? Who decides that you’ve reached that point? This is not an issue that exclusively affects programs that use open data, but open data may create new risks with which practitioners, participants and activists have less experience, thus the need to examine it more closely.

Participants felt that there is not enough honest discussion on this aspect. There is a pop culture of ‘admitting failure’ but admitting harm is different because there is a higher sense of liability and distress. “When I’m really scared shitless about what is happening in a project, what do I do?” asked one participant at the OK Con discussion sessions. “When I realize that opening data up has generated a huge potential risk to people who are already vulnerable, where do I go for help?” We tend to share our “cute” failures, not our really dismal ones.

Academia has done some work around research ethics, informed consent, human subject research and use of Internal Review Boards (IRBs). What aspects of this can or should be applied to mobile data gathering, crowdsourcing, open data work and the like? What about when citizens are their own source of information and they voluntarily share data without a clear understanding of what happens to the data, or what the possible implications are?

Do we need to think about updating and modernizing the concept of IRBs? A major issue is that many people who are conducting these kinds of data collection and sharing activities using new ICTs are unaware of research ethics and IRBs and don’t consider what they are doing to be ‘research’. How can we broaden this discussion and engage those who may not be aware of the need to integrate informed consent, risk analysis and privacy awareness into their approaches?

The elephant in the room

Despite our good intentions to do better planning and risk management, one big problem is donors, according to some of the OK Con participants.  Do donors require enough risk assessment and mitigation planning in their program proposal designs? Do they allow organizations enough time to develop a well-thought-out and participatory Theory of Change along with a rigorous risk assessment together with program participants? Are funding recipients required to report back on risks and how they played out? As one person put it, “talk about failure is currently more like a ‘cult of failure’ and there is no real learning from it. Systematically we have to report up the chain on money and results and all the good things happening. and no one up at the top really wants to know about the bad things. The most interesting learning doesn’t get back to the donors or permeate across practitioners. We never talk about all the work-arounds and backdoor negotiations that make development work happen. This is a serious systemic issue.”

Greater transparency can actually be a deterrent to talking about some of these complexities, because “the last thing donors want is more complexity as it raises difficult questions.”

Reporting upwards into government representatives in Parliament or Congress leads to continued aversion to any failures or ‘bad news’. Though funding recipients are urged to be innovative, they still need to hit numeric targets so that the international aid budget can be defended in government spaces. Thus, the message is mixed: “Make sure you are learning and recognizing failure, but please don’t put anything too serious in the final report.” There is awareness that rigid program planning doesn’t work and that we need to be adaptive, yet we are asked to “put it all into a log frame and make sure the government aid person can defend it to their superiors.”

Where to from here?

It was suggested that monitoring and evaluation (M&E) could be used as a tool for examining some of these issues, but M&E needs to be seen as a learning component, not only an accountability one. M&E needs to feed into the choices people are making along the way and linking it in well during program design may be one way to include a more adaptive and iterative approach. M&E should force practitioners to ask themselves the right questions as they design programs and as they assess them throughout implementation. Theory of Change might help, and an ethics-based approach could be introduced as well to raise these questions about risk and privacy and ensure that they are addressed from the start of an initiative.

Practitioners have also expressed the need for additional resources to help them predict and manage possible risk: case studies, a safe space for sharing concerns during implementation, people who can help when things go pear-shaped, a menu of methodologies, a set of principles or questions to ask during program design, or even an ICT4D Implementation Hotline or a forum for questions and discussion.

These ethical issues around privacy and risk are not exclusive to Open Development. Similar issues were raised last week at the Open Government Partnership Summit sessions on whistle blowing, privacy, and safeguarding civic space, especially in light of the Snowden case. They were also raised at last year’s Technology Salon on Participatory Mapping.

A number of groups are looking more deeply into this area, including the Capture the Ocean Project, The Engine Room, IDRC’s research network, The Open Technology InstitutePrivacy InternationalGSMA, those working on “Big Data,” those in the Internet of Things space, and others.

I’m looking forward to further discussion with the Open Development working group on all of this in the coming months, and will also be putting a little time into mapping out existing initiatives and identifying gaps when it comes to these cross-cutting ethics, power, privacy and risk issues in open development and other ICT-enabled data-heavy initiatives.

Last Friday I had the opportunity to share a panel discussion on “Designing New Narratives: from poverty porn to agency” with Leah Chung, Maharam Fellow and RISD student, and Victor Dzidzienyo, Associate Dean of the College of Engineering Architecture and Computer Sciences at Howard University. The panel was part of the “A Better World by Design” Conference planned and run by a committee of students from Brown University and the Rhode Island School of Design, here in Providence.

I was responsible for setting the stage and moderating, wearing my Regarding Humanity hat. I showed a number of images and narratives that I find questionable – from aid agency fundraising campaigns to children receiving free shoes to famous musicians visiting Ethiopia to models posing in front of poor children to photos of them with imported technological “solutions”. The theme of the conference was “Pause and Effect.” My point was that we should pause and think about the long-term effects of these kinds of images and narratives on people we say we are helping, supporting or partnering with. Beyond fundraising, advocacy and branding for our organizations, what is the impact of these narratives? What long-term effects do they have when there is no strong competing narrative or variety of narratives that enable a more complex, nuanced and varied story?

Some of the ways that we can help change the narrative include:

Leah followed, sharing highlights from research she conducted this summer in Uganda on what Ugandans think about how they and Africans in general are represented in the Western media. With support from Hive Co-Lab, Leah and her research partner, Joseph Wanda, researched how people working in local NGOs and living in rural communities and informal settlement areas view ads like these:

Perhaps not surprisingly, a large percentage of the adults interviewed said they preferred the sad photo, because it would be more effective at showing a story of need and raising funds. Interestingly, however, 66% of the children and adolescents interviewed preferred the happy one. Leah said  that a good number of people used the opportunity of her presence to include a story of their own needs and a personal appeal for funding or help during the interview process

Overall, 76% of people Leah and Joseph interviewed said that they were not happy with the way that Africa is represented in the Western world.

Leah noted that through her research, she grew to understand that images are only the symptom of deeper dysfunction within the aid industry and its colonial legacy. She also noted that people all over the world hold stereotypes about others. She was viewed as someone bringing in resources to help, and called “Chinese,” although she is actually Korean.

Victor continued the topic by sharing his own story of living in DC as a child, and being one of the people that others wanted to come in to help. “For you as the outsider who comes in to save me, I have some questions,” he said. “For the folks who want to go on a ‘free trip’ to help, my question is: you are going there for what? What are the skill sets that you have that can make a difference? If you don’t have a skill set to offer, you should just stay home.” He recommended hiring local people for the various jobs needed during reconstruction after a disaster rather than sending over students with limited understanding of the local context and limited skills to work in it.

Victor emphasized the similarities in architectural design and designing programs aimed at helping after a flood or an earthquake. For both, a good understanding of the environment, the cultural context, the complexity of social structures, and the local beliefs and norms is required. He questioned whether academic institutions are doing enough to prepare students for working in these environments.

The ensuing comments and discussions made their way across a variety of related topics, with active participation from the room:

  • What can media and development professionals do to support agency? How can we move beyond satire and critique? The bullet points above are a start but what else can be done? We need to change our language, for one thing, and stop using phrases like “we are empowering people, giving them a voice, giving them agency.” We also need to remember that using poverty porn takes away agency from those who donate. The entire cycle is disempowering.
  • Local people are not passive in this: Communities and individuals can be very adept at manipulating this system. Local NGOs also have their own agendas and the aid industry also ties them in knots and makes it difficult for them to function, to be effective and to have a real impact.
  • How issues are framed and by whom matters. There is a great deal of exposure to the Western world and its viewpoints, and often the issues and narrative are framed by outsiders. Local work does not get the spotlight and credit, it’s normally sexy graphic design and social media campaigns like Kony 2012.
  • Should we help locally or internationally? The issues and problems in the world are global problems and they are interlinked at the global level, so where a person helps is not the issue. Location matters less than the underlying motives and levels of respect for people’s own agency, and level of ownership that local people have in the process. Going in to help a community in your own neighborhood or country that you do not understand or that you view as ‘lesser’ is not much different than doing that in a community abroad.
  • Poverty porn is a symptom of much larger issues in the international aid and development industry. The causes go much deeper and require a major shift in a number of areas.
  • Is it possible to change things or do we need to start over? Do we need a new model? It’s likely that international aid and development organizations will be disrupted and disintermediated by a number of forces and changes happening right now, from social entrepreneurs to global economic and power changes to technology to changes in “developing” country economies and attitudes. The problems are not going to go away and the market is not working for everyone, but the nature of how we address these issues will most likely change.
  • Poverty porn is profitable, how can we change this? How can we make the idea of agency and elevating other voices as profitable as poverty porn? How can we take a more comprehensive look at the system and where it’s not working? How can we change what the general public responds to and switch the general consciousness of people who care to a new way of looking at things? How can we re:see, re:listen and re:frame the narrative and get people excited about stories from people who know and live these issues? As intermediaries, our job is to provide platforms and to work to make these voices visible, not to tell other people’s stories. Can we engage people better by showing impact and change rather than miserable situations that victimize and provoke feelings of guilt?
  • Sharing and dialogue is one way that people can learn from each other and build strength in numbers to change things. Supporting “south-south” discussion and learning is key, as is discussion and dialogue between policy makers and practitioners.
  • People (we) need to be aware of their (our) own privilege. People give out of guilt. Until they (we) understand their (our) own power and privilege and step out of it, we will never move forward. Educational institutions confirm and allow people to benefit from their privilege. Going on a semester abroad to “help” people ends up looking good on a student’s resume and helping them, in the end, get a job, not really helping those they went to “help.” So the volunteer ends up getting wealthy from these situations, in a way.
  • Empathy matters, but how do we take it a step further than sleeping outside for a night to understand homelessness? Do these small efforts towards empathy add up to a larger awareness and behavior change, or are they meager attempts to experience life as “the other” without a real examination of power and privilege? How do we take this conversation a step wider also and look at how the West perpetrates and causes poverty by our own policies and consumption patterns?

birds 2I spent the weekend working on a paper about “Children on the Move.” I’m not even close to done with it yet, but the topic is fascinating. Some reports say that 1/3 of migrants are between the ages of 12 and 25, including millions of children under the age of 18. The number of children and youth who migrate is difficult to pin down with certainty, given that migration is often within country, seasonal, across porous borders, and because most child migrants don’t have legal means to migrate or they lack identification, leaving them under the radar and uncounted.

Children move for all kinds of reasons, from and into all kinds of situations. The push-pull factors that cause them to migrate vary a great deal from situation to situation. Often the movement of children is lumped under trafficking and child labor, and all children who move are considered victims, and all those who support children to move are labeled criminals or traffickers and all parents who allow their children to move are lambasted for not caring about them. If you read what children and parents involved in migration say, it’s clear that this is not the case.

One person I interviewed for the paper noted off the record that sometimes those working with children who migrate are forced to put them in the category of “trafficked” or “at risk of trafficking” because there is no real category (or funding) to support children who are “seeking better opportunity” or “fleeing domestic violence” or “scared for my life because of the gangs in my community, and traveling across several countries up to the US seems like less of a risk.”

Just like adult migrants, children often move of their own will to seek opportunity in other places. Their movement in and of itself is not negative, but moving without protection mechanisms and support can indeed put them at risk. Policies and systems that don’t talk to each other also put children and youth in peril, whether it is when children themselves move, or when their parents move with them.

For the report I’m doing, I’m looking at how ICTs are being used by children and youth to make their journey safer, and ways that communities, local child protection committees, institutions, governments and NGOs are using or could use some of these new ICT tools to better support and protect children and youth who move for any reason.

Some interesting efforts are happening, including some ingenious local networks in West Africa that work across communities to help ensure children’s paths and travels are as safe as possible; and a radio and SMS project in Tanzania that is building up a pro-child protection constituency by encouraging people to tell stories about when and where they have supported or helped a child.

It’s been heartbreaking to read about Afghan youth who are forcibly returned to a country they can barely remember because they have turned 18 and are no longer supported by the UK child welfare system, yet at least a tiny bit encouraging that a UK organization is working on a mobile app that could provide these youth with at least a map and some information about their ‘homeland’ so that they know where to go for help when they step off the plane in what is now a foreign country.

Reading about migrant parents in the US losing their children to foster care because they have been detained for migration violations and are unable to show up to court to keep their children, or they lack critical information about how the system works, or they are not allowed more than one phone call makes my blood boil. Having been married to a Salvadoran, I’ve experienced my own fair share of migration difficulties and horror stories. They are not pretty, and family separation hurts, no matter what color or nationality the family is. It seems that the root of some countries’ inability to deal with migration in a dignified way is an underlying devaluation of people from other places and an inability to see them as human. Can ICTs play a role in changing attitudes at the broad scale? Or can we at least enable migrants in detention more communication with families so that they don’t lose contact with their children? A few initiatives are looking at storytelling as a way to bring more humanity into the migration debate.

As both Duncan Green (Why is migration a Cinderella issue in development) and Owen Barder (Is migration too toxic for development) have written recently, migration has not been a hot topic on the development agenda, and it’s only now starting to get some play.

Why is that? I think Owen’s comment is pretty good to spark some thought:

Migration is a Cinderella issue in development because there is nobody to speak for the people who are disadvantaged by the current rules.  Domestic civil society organisations which work on migration are mainly focused on the rights of immigrants, not on improving the impact of migration on development or creating opportunities for people in poor countries. DFID is largely in retreat from non-aid issues. The big development NGOs at best speak for their own visions of development, and at worst promote the aid industry of which they are part. As a result, people in developing countries are denied some of the most powerful and inexpensive ways in which they could improve their lives.

We need to find a way to look at all angles and aspects of migration, including that of child migration, in a holistic way that involves all these different actors. I think that one reason migration is not talked about  enough in the development debate is because it is a touchy political issue that might make a donor base freak out. It also tends to makes agencies that work with children a bit uncomfortable – If we protect children who migrate, will we be seen to be encouraging illegal migration? Will we be seen as supporting child labor? Are we liable if we give children safety tips or information, and then something happens to them? How can we do no harm? What about unintended consequences?

More recently, many child-focused agencies have started to better come to grips with the realities that children are going to migrate, and it’s altogether possible that staying in their home community is actually not in their best interest. These are thorny questions, however, that are difficult to deal with, especially in the open when the political debate around migration has been so traditionally ugly.

Perhaps framing migration as an economic issue will help bring it into the debate, but I do hope we don’t lose touch with the human side of migration.

OK Festival is in full swing here in Helsinki, and if today is anything like the past two days, it will be full of information and exchange on everything “open.”

A number of us have been working hard to pull together the Open Development Stream, which started yesterday and which followed very nicely on Tuesday’s fantastic series of panels on Transparency and Accountability (with a heavy focus on the Open Government Partnership and Open Data) and the Open Data Journalism and Visualization streams.

Here’s a quick Storify summary of yesterday’s last Open Development session “Taking it Local: 10 ways to make ‘open’ relevant in low resource or marginalized contexts,” It was moderated by Soren Gigler from the World Bank’s Innovation for Governance Team and included superb group of panelists:  David RodriguezMichael Gurstein, Huy Eng, Philip Thigo, and Barbara Birungi.

For the session, my colleagues David and Max Rodriguez from Plan El Salvador did some really great short videos around transparency, internet access, connectivity and related topics and how they are perceived and lived out in rural communities where they are working.

This first video with Marco Rodriguez (he’s also on Twitter), the Sub-Secretary of Transparency for the Government of El Salvador, is just a small example of some of the realities around “open” and accessibility, and the challenges of engaging every day people in some of the initiatives we are talking about here at OK Festival. (Not to mention it and the other videos with Marco and others have a number of fantastic metaphors and soundbites!)

Amanda’s workshop was educational, thought-provoking, well-researched and participatory. The youth who participated in the workshop were from Bangladesh, Liberia, Haiti and across the US. They were incredibly savvy and insightful in their thoughts, analysis and comments. I learned a lot about ethical advocacy as well as about what makes a campaign or initiative interesting for well-informed, globally engaged young activists.

One of the signature pieces of architecture in downtown San Salvador is the Municipal Cathedral located in front of Plaza Barrios (popularly known as la Plaza Civica). The Cathedral, along with the Plaza are perceived by most Salvadorans as public space. Both the cathedral and the plaza hold a million memories of destruction and rebuilding.

La Armonia de mi Pueblo is the title of the work that Salvadoran artist Fernando Llort created in 1997 to adorn the front of San Salvador’s Cathedral. Armonia is easy to translate into English – it means harmony. Pueblo is a bit more difficult. It’s a term in Spanish that includes the notion of both place and people. It comes from the Latin populus and can refer to a) inhabitants of a nation, country or region who share a similar culture; b) a population that farms in a particular zone (eg., a village or community); or c) the peasant or working class.

So in essence, the title of the work is “the Harmony of my People”.

The cathedral in the 1950s

Rather than a history of harmony, the cathedral itself has a history  of destruction and reconstruction. It was erected in 1888 and destroyed by a fire in 1951. Reconstruction began again in 1956. Archibishop Oscar Romero became the Archbishop in 1977, inheriting the partially restored cathedral. He reportedly deferred work on reconstruction, preferring to spend the church’s funds on projects to benefit the poor. The earthquake of 1986 damaged the structure further. In 1990 reconstruction began once again. The mosaic gracing the front was completed by Llort in 1997 and the current cathedral was inaugurated in 1999.

Aside from earthquakes and fire, other tragedies have marked the cathedral and the plaza.

1979. A massacre took place on the cathedral steps on May 9, 1979, as recounted here by journalist Ken Hawkins in a BBC article called “Witness to a Massacre“. Video footage in this accompanying article 1979: El Salvador Cathedral Bloodbath is eerily similar to the kinds of videos coming out on YouTube lately from Egypt and Syria, with armed troops shooting live ammunition into the backs of protesters. Towards the end of the 1979 video, people clamber up the steps of the cathedral in an attempt to find shelter inside. The military contends that protesters fired first, but witnesses have said the gunfire began on the side of National Guard.

A close friend of mine was present during the May 9th massacre. She took me to a photo exhibit about it last year at The Museo de la Cuidad de Santa Tecla, telling me her personal story as we wandered through. She was 15 years old at the time and had gone to the protest in her school uniform, thinking she would be there just a few hours. She ended up trapped in the church for much longer, fearing what might happen next and helping others tend to those wounded who were still alive.

The museum where we saw the exhibit was originally the Santa Tecla Municipal jail. After the civil war began, it housed political prisoners. My friend used to visit her husband there. He had been captured while participating in activities with the teachers’ union.  The Santa Tecla museum is a remarkable feat in taking a painful history and reclaiming it for the public good. Among other things, it has served as a place for people with similar histories, those former families of political prisoners and the former prisoners themselves, and families of the disappeared and dead, to reunite, share their memories and losses, and build community.

My friend told of going to the steps of the cathedral on a recent May 9, the anniversary of the massacre. She found a few other survivors there, standing on the steps, remembering. One of those people was the journalist who had photographed events that day. ‘It was so strange,’ she said, ‘after so many years, we were somehow drawn to each other, there on the steps.’ In addition to the journalist she met a rural man in a straw hat, who had also been there in 1979, and who showed her his gunshot scars. A couple of other women who had lost a relative were also there, sitting on the steps, paying their respects.

1980. Archbishop Oscar Romero, a friend of the pueblo and considered a martyr by many, was assassinated on March 24, 1980, while giving mass at a private chapel. On the 31st, his funeral was held at the cathedral and people traveled in from across the country to pay their respects, packing the Plaza Civica with an estimated 50,000 people, many old women and children.

A bomb exploded somewhere in the plaza setting off panic and gunfire. Some say it was a ‘propaganda bomb’ designed to blow leaflets out to the crowd. Others say it was some other type of bomb. A journalist recounts his experience here. Dozens were killed in the resulting crush. My Salvadoran mother-in-law tells the story of one of our neighbors’ brothers being trampled to death that day, and how in hindsight, she is glad she wasn’t able to attend the funeral given what happened. The dead and wounded were carried up the stairs into the cathedral and many people hid inside until the dust cleared. Members of the leftist guerrillas were also stationed in and around the cathedral, guns loaded.

1992. On January 16, 1992, the Peace Accords were signed and I remember the resulting celebrations. My husband and I were afraid to openly participate in the street fest as you still couldn’t be too sure of what might happen. There were separate celebrations for the opposing sides: Arena and the FMLN; a couple of blocks from each other. Arena celebrated in Parque Libertad, right up the street from our apartment in Barrio Candelaria. The FMLN celebrated in the Plaza Civica, adorning the Cathedral with banners. We wandered through both celebrations, not stopping for long in either place out of fear, but feeling a tremendous joy all around us, especially in the Plaza Civica.

1997. One thing that I always loved about Catholicism in El Salvador was the way that people made it their own, merging local culture and belief systems into it, and celebrating their spirituality in their own unique style. So when the front of the Cathedral was decorated in 1997 by Fernando Llort, whose art resembles a folk art style popular in La Palma, Chalatenango, it seemed fitting. Given the history of the cathedral, the history of the country, and the events that had happened in the square, to me, the cathedral always seemed to belong to ‘the pueblo.’

2011. I discovered this past weekend, however, that Llort’s tiles and his work, which he considered his greatest achievement of all time, dedicated to ‘God and Monsenor Romero,’ were being removed from the face of the cathedral. Some consider Llort’s work to be commonplace, saying it belongs ‘on a tourist’s towel, not on a church.’ Others feel that his work represents something truly Salvadoran. The latter are outraged that the mosaic was removed with no warning, and they are asking why. They are questioning the legality of the destruction of the mural, and wondering where is the respect given to art and culture in El Salvador.

Church leaders have since apologized to the Llort family and to those who are upset by the surprise removal of the tiles. They contend that they consulted with the congregation of the cathedral, and got their approval to remove the tiles. But the Secretary of Culture has called the Catholic church out for their actions, condemning ‘the destruction of the face of the Cathedral,’ and accusing the church of violating the ‘Special Law on Protection of Cultural Patrimony’ which states that ‘although the mural on the Cathedral of San Salvador was not declared a Cultural Site, it was in process of being declared, meaning that under no circumstances should any interventions have been made.’ Any actions should have followed procedures according to the law, and these were not considered, according to an article in La Pagina.

A group has formed on Facebook called Indignados por el Mural (Angry about the Mural) where debate is happening around the value of art and culture in El Salvador. It was originally rumored that the tiles were being removed so that they would not clash with a ‘more elegant and timeless’ sculpture that was being donated. Details about this statue were never obtained, and the reason given officially by the church for the removal of the tiles is that they were damaged and irreparable. Many have questioned this, asking why the tiles couldn’t have been restored as with other works of art.

The cathedral means so much to so many that it’s not surprising to see people upset by the sudden change in its facade. Given the cathedral’s history, one might wonder if the ownership and path of the Salvadoran Catholic church is again being debated, as it has been throughout history. Does it belong to the rich or the poor? Why would such an important piece of art be removed in such an undignified way? Does the cathedral belong to the congregation that attends church there? To the church leaders? To the Vatican? Or is it a public good, belonging to the pueblo?

In the wake of the destruction of the mural, one idea that has been suggested is to gather the smashed tiles and use them to create a new work of art in homage to Fernando Llort and Salvadoran art and culture in La Palma, Chalatenango. Given the cathedral’s history of ruin and rebuilding, and the notable ability of Salvadorans themselves to rise and rebuild from the ruins after earthquakes, floods and civil war, perhaps that is a fitting use for the remains of La Armonia de mi Pueblo. It still makes me sad, though.

Waking one lazy Sunday morning and checking my Twitter feed, the first link I clicked on was a video of the Egyptian military beating unarmed protesters. The second was a series of Lego reconstructions of key moments in 2011, including the now-famous campus policeman pepper spraying unarmed student protesters in the face. It’s impossible to look back on 2011 without recalling the massive number of people who joined in worldwide protests to push for openness and inclusion – financial, political and social. No less memorable is the violence with which those protests were met.

As 2012 approaches, protesters across the world continue to occupy public spaces and fight for a voice in how things are run. They seek greater transparency, and new means of participating in social, financial and political life.

Many of 2011’s more horrifying and memorable images – captured on mobile phones, and generating global outrage and solidarity – involved systemic repression by the powers-that-be. Progress has been made in some countries, but sadly it’s not clear what the end result of the world’s uprisings will be.

Inclusion was not only a theme of large-scale world events, it was also key in aid and development. Organisations continued to push for adolescent girls’ inclusion in development initiatives and to emphasise that the most excluded and marginalised populations need to be reached in order to advance towards shared development objectives such as the millennium development goals. In June 2011, in a clear move forward on inclusion, the UN endorsed the rights of gay, lesbian and transgender people, yet the world still has a very long way to go.

Another central themein 2011 was openness. Whether it was the World Bank’s open data site, the Open Government Partnership (OGP), theInternational Aid Transparency Initiative (IATI), the Busan high level forum on aid effectiveness, the increase in “fail faires“, or grassroots initiatives pushing for more transparency – in aid and government funding as well as political decision making – “open” was everywhere.

As yet, however, the trend hasn’t reached quite far enough, and it would be good if it expanded in 2012 to encompass banks and other private sector entities. Hopefully, openness can help to advance inclusion and itself become more inclusive. All this amazing, open data needs to be re-used and it needs to connect back with people who might not be technology or data experts, have an internet connection or speak one of the major languages.

I hope 2012 sees greater effort to support communities and local organisations to access and use open data. I also hope there will be more effort to understand what information communities and local groups need to improve their own situations and exact more accountability and better governance from aid agencies, governments, service providers and the private sector.

Along with inclusion and openness, authenticity was a key concept in 2011. I enjoyed seeing critiques of simplistic media pieces about “the poor” and “the excluded”. Lakota youth, for instance, responded in a video to a Forbes [should be ABC] piece about poverty and hardship on reservations, emphasising: “We’re more than that.”. The Forbes piece, headlined “If I was a poor black kid“, caused a huge stir and response. One close reading of simplistic mainstream journalism called out the author for habitually ignoring the complex, systemic causes of poverty and exclusion.

I look forward to hearing more voices in these debates in 2012, continued questioning of simplistic messages, and more authentic reporting. New media can help previously excluded people tell their own, unspun stories and comment on simplistic reporting about them elsewhere. I hope aid and development agencies will increasingly support this, not as a gimmick or marketing ploy, but as a core element of their work and a way to better understand and share the issues and opinions of the people they aim to support through their programmes.

My wish for 2012 is that the world makes serious gains in reducing social, political and financial exclusion, in advancing participatory and accountable governance, and in achieving a better distribution of power and resources. Hopefully, aid and development organisations will continue to make progress in understanding what inclusion, openness, and authenticity in the global landscape mean for the kinds of programmes they fund and support.

My children were not born in the United States. They were born in El Salvador. We moved to the US when they were 9 and 4 years old. Their father is not and never has been a US citizen or legal resident. They’ve likely lived in the US a lower percentage of their lives than many of the young people who just had their dreams dashed when US Senate blocked the DREAM act, legislation that would have provided legal residency to young people who came to the US illegally before age 16 and who graduated from high school, completed 2 years of college or military service and had no criminal record.

My son is applying for college. He’s just been accepted at one of his top choice schools. He is eligible for scholarships, grants and loans that will cover almost the entire cost of his education. He worked his ass off to get where he is. But what if we’d ended up staying in El Salvador? If he’d worked just as hard there in El Salvador, would he be planning to go to one of the world’s top schools in the Fall? Would his education have prepared him to go? Or what if instead of having me for a mother, he’d had another woman as a mother? A woman exactly like me who wasn’t a US citizen when we moved to the US. What then?

How are my children any more worthy than other young people their same age who came to the US as young children, but whose parents were not able to obtain legal status? Why do my children have more privileges?

Ah, right. Because I happen to be their mother and I happen to have been born in the US. That’s the only reason. It just seems so unfair.

When people tell their own stories and take photos of themselves, the results are quite different from when outsiders bring in their stereotypes and their agendas.

I love love love this photo series by youth in Croix des Bouquets and Jacmel.

In October, 2010, Plan commissioned Natasha Fillion, a Canadian photojournalist based in Port-au-Prince, to train and work with 22 teenagers to document their own lives in their own home, neighborhoods and schools. The youth, ages 14-19, got a crash course in photography and were given a digital camera and sent out ‘on assignment’ in their communities. Their brief was to cover topics such as home life, education, leisure, friends, everyday Haiti, and anything about which they were passionate. The photos were taken over a period of 2 weeks.

Fillion commented ‘I go out and I’m covering demonstrations, violence and destruction but there’s a whole side of Haiti that the media, the whole world doesn’t get to see, and I told the students — this is your opportunity to show people what Haiti is really like. These are photos that tell the story of Haiti as a whole, not just news.’

I spent a few days in Nairobi early last week with our education and our ICT staff from Ghana, Uganda, Senegal, Mozambique, Kenya, Egypt and a few other folks, including the brilliant Mika Valitalo from our Finnish office and people from regional and headquarters levels. We were looking at goals and challenges in our education programs and thinking about where ICTs might play a role.

The process was really interesting. Starting a few months back, each country shared their education context analysis onto a wiki. In a second round they narrowed down to a specific area in education, looked at the information and communication flow and gaps, and identified areas where there might be an ICT solution. They focused mostly on mobiles, but in many cases mobiles were supported by computers, servers and laptops as well as non-digital information and communication tools and also solar technologies. Each country team met by Skype with Mika and an external consultant to discuss the concepts and get ICT advice and support. Then they updated their concepts and got additional feedback. For the third round, they added rich pictures to show what the specific ICT solutions might look like. Everyone had an opportunity to give input into everyone else’s ideas via the wiki.

At the meeting in Nairobi, we spent a day sharing the concepts with each other for clarification and focused input. Colleagues shared the broader education context in their countries and specifically in the communities where they are working. Then they illustrated the specific education issues and the ICT solutions that they were suggesting and/or the places they felt ICTs could help. Some of the ICT solutions focused on a very specific technology or device. Others showed how different types of ICTs could be integrated at different points in the process. Others required development of a totally new ‘solution’.

Some of the areas where colleagues thought ICTs could support education included: teacher training for those working in remote communities, adult literacy (especially literacy retention post literacy training), improving exam scores, livening up and improving in-class curriculum, and transparency and accountability in education. We spent 2 days then working in different small groups on the concepts, cross-pollinating ideas and deciding which of the concepts were most relevant to all 6 countries (in order to make it more possible to scale them) and which were most feasible and do-able.

The ideas were all a good fit with our global education strategy (see page 9) which focuses on service delivery (in partnership with local governments and communities); organizing and empowering rights holders; and grassroots participatory advocacy to influence education policies, financing and practice. The strategy prioritizes actions around equal access to education, quality of education, and education governance (see page 10).

Accountability and transparency in education

One of the concepts that captured the most interest from the whole group was that of using ICTs to improve accountability and transparency in education. Education is one of the areas where “Quiet Corruption” is often found. ‘Quiet corruption, which can take the form of absenteeism among teachers or doctors, the distribution of fake drugs, or the sale of diluted fertilizers to poor farmers, is having a damaging effect on people in Africa, according to the African Development Indicators report released by the World Bank….’ (March 18, 2010 article)

Edison, Charles and Erik, our colleagues from Uganda, did a short skit illustrating the different points in the primary education system where corruption happens. Their points correlated well with this summary of quiet corruption in education from a July 5, 2010 article in the Independent:

‘Early this year, the Transparency International (TI) Africa Education Watch Programme report: Africa Education Watch: good governance lessons for primary education showed that the government’s perception that massive enrollment is a sign of success of the UPE [universal primary education] programme must be revised to address the problem of overcrowding in classrooms, studying under trees, poor financial management, illegal fees, and lack of school inspection. The report exposes irritating embezzlement of UPE funds and abuse of authority by head-teachers who charge illegal fees, make students offer labour on teachers’ projects, sexual harassment, and systematic teacher absenteeism. The report noted that 85% of schools surveyed had either deficient accounting systems or none at all. In most cases, financial records were either unavailable or incomplete. The survey found limited financial documentation at district education offices and at schools. Most people who handle school grants had no training in basic finance management.

Another survey titled, The Efficiency of Public Education in Uganda, conducted in 2007 by the Ministry of Education to determine efficiency in provision of education services found an average rate of teacher absenteeism of 27% in Uganda, compared to other countries like Zambia (17%), and Papa New Guinea (15%). The aggregate loss caused by this absenteeism constituted 19% which translates into Shs 53 billion out of the Shs276 billion of the Education ministry’s wage bill.

In a swift headcount at the beginning of this year, the Education ministry established that the number of pupils listed in primary school registers was 25% higher than those actually studying. Similarly, the report established that the number of students in lower secondary schools had been exaggerated by 12%. For instance at Amaji Primary School last year, the school register had 816 pupils. But when the headcount was conducted the school administration could not account for 302 pupils.

It is reported that many districts’ chief administrative officers have failed to show proper accountability for the UPE and USE funds.’

The Uganda team also explained that:

  • Parental interest in education is very low because since Universal Primary Education launched, parents feel it’s the government’s responsibility. Some youth we were working with in Kenya last year made a short film about poor performance in primary schools covering the same issue  (see below).
  • Teachers’ salaries are paid directly to their bank accounts, and there is no way to punish them if they don’t show up.
  • There are mechanisms to ensure that donor funds go from the national level to the district level and then on to the school, but no accountability mechanisms to ensure that they get from the school to the classroom and are translated into quality education for children.
  • District level government authority and accountability ends when they transfer funds to the schools; school directors can report to them that they have received funding and that everything is going fine when it’s really not.
  • Local school committees are often made up of people who are not neutral and who do not have the best interest of the children in mind. In some cases, school committee positions are used for personal gain and to launch individual political careers and political campaigns.
  • Lack of parental and community involvement in the education process and in school governance means that no one is demanding accountability from teachers and schools.
  • Sexual and physical violence in schools is very common and underreported. When it is reported, often nothing is done about it.

Colleagues from the other countries face the same challenges in their work and in their own children’s education.

Can ICTs play a role?

What is the solution then? Colleagues suggest that motivating parents and the community to get more involved in school governance and demanding transparency and accountability can begin to change the situation. This obviously requires a lot more than ICTs. So several different actions would be taken to engage and motivate parents and the community to take a bigger role in their children’s education. Then ICTs can be integrated into and support the process for sharing education information with parents, such as student absenteeism, grades, parent-school meetings, exam dates and scores, etc. Parents and students would also be able to report when teachers do not show up or suspected corruption. Students could also report abusive teachers, absent teachers, and other issues they are not happy with at the school. A neutral party would manage and hold the information that flows in and out to protect students from reprisal and to protect teachers from any abuse of the system in case fraudulent or incorrect information is reported. Commitment from those responsible for overseeing education to respond to the issues raised and take serious action is also needed, and this may be the biggest challenge overall. Plan can play a role there, leveraging existing relationships with local and national governments and Ministries.

The idea needs quite a bit of further work, a closer look at feasibility, and more research and input from local communities and parents. As mentioned, the ICTs are actually a small, but potentially very important, part of a much larger initiative to get parents and communities involved in school governance to demand transparent, accountable and quality education and budget spending.

Challenges in the process

Some of the challenges that we had to manage well during this initial piece of the longer process included:

  • We needed to ensure that we were starting with the context and the need for better information and communications, not starting with the technology and devices and building initiatives around them. Yet we also had to avoid getting lost in the overall context and missing the opportunity to pinpoint potential ICT solutions at specific places within the context. Role play and flip chart illustrations of the  ‘problem’ and the ‘solutions’ were very useful for getting more concrete (“So, Kofi is here in his community and he wants to …. So he uses xxx to do this, and then this happens and then….).
  • Though we wanted to specifically look at places that mobiles and other ICTs could support, it was important to list out all the factors that needed to be in place in order for the ICTs to work and to think clearly about the constraints we might face during implementation. One good question to help with that was, after seeing an idea or ICT solution presented, to ask “What needs to be in place in order for that to happen?” Then you start to remember critical things like community motivation, government interest to actually resolve a problem, electricity, someone to set up and manage a server, a strong enough network to download multimedia content, mobile versions of websites, educational content re-design for mobiles, teacher training on how to integrate ICTs in the classroom, limitations of SMS for doing something other than rote learning, higher versions of a mobile operating system, a smart phone, etc.
  • We had input from a potential corporate partner during the process. We learned that corporations are thinking several years ahead to what will be coming down the line; however non-profit are normally working within existing constraints and trying to find solutions that work here and now in the resource poor places where we work or ways to get around those constraints. Multi-level solutions seemed to be a good possibility; eg., ideas that can rely on SMS today, but have potential to expand as networks expand and data enabled mobiles become more available.
  • A corporation tends to think in terms of vendors, results, timelines, launch dates, price points, return on investment whereas a non-profit (at least ours) tends to think in terms of community members, organizations, process, participation, local context. Our facilitator even told us that a corporation normally does a presentation by starting with the solution, and then spending the rest of the presentation showing why that is the right solution. A non-profit usually starts a presentation by sharing all the context and background, and showing the process that led to eventually reaching the potential solution, including every step along the way, how ownership was achieved in the process, why different decisions were made and who participated in them. So keeping corporate vs non-profit cultures and languages in mind is also important when working on joint initiatives.
  • We need to remember to establish measurable indicators of success so that we can tell if this new type of intervention has a different/ better/ greater / lesser impact than carrying out a similar process without ICTs or with a different set of ICTs. This is something we will address once the full idea is developed. Impact measurement is very important to both corporate partners and development organizations.
  • This was the first time many were involved a process of this kind, so keeping the balance between technology and development goals was a constant challenge. We sometimes veered too far towards focusing on all the details of the context and then back to focusing too much on that piece of the context where a potential technology solution was seen. I think we were moving toward a pretty healthy mix of both. The process is nowhere near complete, and as we continue to work on the ideas and look at feasibility and actual implementation, we should find the sweet spot.
The work above was guided by Plan Finland’s recent publication ICT Enabled Development – Using ICT strategically to support Plan’s work.  On the whole, it was a great learning process for everyone involved, and we came up with some good ideas that we will flesh out in the coming months. Having the opportunity to patiently and carefully think through areas and ways that ICTs can support program goals around education and discussing the ideas at length with colleagues was a capacity strengthening exercise for all involved and will mean that we will be more prone in general to thinking about incorporating ICTs in our work going forward.
