Last October, UNICEF West Africa wrote up a nice briefing note on mobile tech and its relevance in child protection programming. You can download it here.

According to the document, pulled together by Mirkka Mattila, ‘This is an area of rapid innovation and new applications are being developed all the time. Telecommunications is one of the fastest growing sectors in Africa and the relevance and reach of mobile technologies for development and humanitarian work is only going to increase over the coming years. Many technical, legal and security aspects of these new technologies remain to be fully addressed and worked out. The dependence on technology, network coverage and electricity supply also mean that mobile technologies cannot be used everywhere.’

The paper includes examples on the use of mobile technologies for:

  • gathering and transmitting data by child protection service providers; including surveys, rapid assessments, case management, family tracing and reunification of separated children, and birth registration
  • self-protection and complaints mechanisms; such as child helplines, violence reporting and community mapping for violence prevention
  • transmitting information and money via mobile; eg, SMS campaigns and cash transfers.
Some of the examples and tools highlighted include: RapidSMS, RapidFTR, Nokia Data Gathering, Child HelpLines, FrontlineSMS, Ushahidi, OSM and Map Kibera, and M-PESA.

It pulls out challenges and advantages of the different use cases and offers some guiding questions to assist in the selection of the most appropriate applications, such as:

  • Is there a need to create new applications or can existing solutions be used?
  • What are the characteristics of the user group and the environment (urban – rural, existing networks and coverage etc.)?
  • What technical expertise is required for installing and maintaining the system?
  • How well will investments in equipment and capacity meet the needs, expected impact, benefits and outcomes in terms of results delivery?
  • What are the potential partnerships for sustainable capacity-building and service delivery? What are the roles of public and private service providers?
  • What are the financial resources needed in the short, medium and long-term to establish and maintain the system?

The document ends with some arguments and counter arguments around the use of mobiles in child protection work. It’s nice to see this paper as there is not a whole lot of research and/or documentation on use of mobiles and ICTs specifically in child protection work.

Last week’s conference: “The Power of Information: New Technologies for Philanthropy and Development” hosted by the Indigo TrustThe Institute for Philanthropy and The Omidyar Network was somewhat of a ‘who’s who in ICT4D’. It provided an incredible opportunity to hear and discuss what some of the best minds are up to with regard to technology and innovation in development. (Check the conference videos here for more.)

The purpose of the conference was to bring innovators and donors together. In addition to the panelists, many other leaders in the field of social media, ICT4D and innovation as well as a variety of donors and funders were around to chat with during breaks, lunch, dinner and drinks. Conference topics included transparency, accountability and democracy; health; finance and rural development; youth empowerment and education; human rights; and fostering innovation and enterprise.

I got a lot out of the conference, but want to focus on two areas of specific interest:

  1. Balancing innovation (inspiration) and process (sustainability)
  2. Building bridges between new technologies and existing initiatives

Balancing innovation (inspiration) and process (sustainability)

Philip Thigo from SODNET started the day off with an introduction and a great set of questions* to explore around ICTs and development.  I found myself nodding and frantically typing and tweeting to catch and share as many of them as I could:

  • Are technologies just tools or are they the engine of transformation?
  • Are they universal? Can we cut and paste them from one context/culture to another?
  • Is it about connecting old and new tech for use by marginalized people and groups? Should we be creating interfaces between new and old tech?
  • What about power hierarchies with relation to access? Will disempowered communities automatically adopt technology and turn its use and information into action?
  • What about the challenge of laws and limitations on technologies and the selective enforcement of these laws by the state with regard to access, ownership, and control of information and knowledge?
  • What are the accountability, ethics and responsibilities of technology activists and developers? How are we evaluating our actions and decisions and their impact on people lives?
  • Is it worth taking the risk?

Philip emphasized the need to fail fast, learn fast, and move fast when working in this area. “We need to think about people first, not technology first,” he said. “We should strike a balance between supporting innovators (inspiration) while at the same time strengthening process (sustainability).”

I couldn’t agree more.

Though there is a sense (and a couple panelists, including Philip, commented) that anyone can use social media, that people don’t need training, and that ideally you should just hand over the tools and let people get to work, I do think that ‘striking a balance’ is critical, especially when talking about funding and implementing particular initiatives that are seeking specific outcomes related to development. This isn’t to say that we need an over orchestrated process, but I do think it’s important to remember that not everyone can pick up technology as easily as those who are immersed and surrounded by it 24/7.

Yes, technology needs to be ‘demystified’ and tech is getting simpler and simpler, but based on experience working with staff, community leaders, local organizations, youth and teachers in rural Benin, Kenya, Mozambique, Senegal, Mali, Cameroon, Rwanda and Ghana, it’s clear to me that not everyone can just jump in and go. Not everyone speaks English, not everyone knows about coding, not everyone has used technology before, not everyone feels confident even if they are very curious, and some people want additional support to get going.

In addition, ICT4D-type projects need good overall design, beyond the technology piece. They need a good think-through in terms of sustainability (for programs that are meant to endure), local context, unintended effects, privacy and protection (especially if they are human rights related, work with vulnerable people or could put users in any kind of risk).

As many would agree, the tech is only 10% of it. There is a trend toward developing more detailed user manuals and guidance on what to think about when designing initiatives using new tools like Ushahidi because of demand for this from users. I do think that donors, implementers and innovators need to keep that in mind, and be sure that they are planning for and funding that other 90% [eg, all the ‘boring’ stuff that makes the 10% of the ‘cool and -exciting’ stuff work – like good planning, core staff, logistics, monitoring and evaluation or as the link I mentioned above says, outreach, branding, translation, verification, documentation, integration with other systems….]. I also think donors should be supporting the local strengthening of people and organizations’ skills, capacities and strategic thinking via funding to innovation and tech hubs and support to universities and other kinds of opportunities for further education, training and experimentation in the area of technology for people in ‘developing’ countries, starting from local context and local realities.

Building bridges between new technologies and existing initiatives

Some major transparency initiatives are gaining more and more traction at the moment, for example the recently-launched open government program led by the US and Brazil (and rejected by India) and the International Aid Transparency Initiative (IATI). In addition, there are some really interesting locally led transparency initiatives happening all over the place. The panel on Transparency, Accountability and Democracy highlighted a number of tech tools and platforms that are being used to enhance this area of work (including  Frontline SMSMy Society, and Huduma) and some broad thinking around the topic by Owen Barder, who highlighted various aspects of aid transparency and the giant disconnect in terms of what the general public, governments receiving aid, and donors want to know about aid efforts.

Following the panel, a great question came up from Martin Tisne from the Transparency and Accountability Initiative (TAI).  He said that the transparency and accountability field has been around and funded for many years but it is atomized. He wondered how the different initiatives represented on the panel all fit into the broader picture. Owen agreed that atomization is a very serious concern. “The answer to it is open standards that enable people to take information from all these sources and mash it up and make it available to everyone. This is ‘unsexy’ and doesn’t photograph well but it’s potentially revolutionary in the way that the web has revolutionized our lives.” Owen emphasized the need for donors to invest in areas that maybe don’t seem so innovative and exciting, but that are critical to moving the field forward. (This goes back to the first point – the need to balance innovation and process, and funding for the other 90%).

Stephan King from the Omidyar Network continued during the donor panel to talk about transparency and accountability. He added that “tech tools are not a panacea,” and asked how technology can supplement and complement the work that many organizations are already doing. “Many charities and non-profits don’t know how to use technology,” Stephan said, commenting that there is a role for Omidyar and others to help organizations realize the benefits and utilities of technology to help reach scale, innovative solutions, and to provide feedback loops. “Technology is important in the area of transparency and accountability because it can engage citizens,” he said. “It allows people to access information in a way like never before.”

Martin (from the Transparency and Accountability Initiative) followed, saying that TAI is a collaborative of major funders who are looking at the whole field of transparency and accountability. The field as a whole is about 20-25 yrs old, he said, and is currently very atomized. “We need, as funders overall, to ensure that this growing and exciting community of practice [technology in transparency and accountability] isn’t just another atom within the overall transparency and accountability movement,” he said. “How can technology feed and nurture this overall community of practice? Technology has potential to do something really exciting in our field, to solve problems we’re really poor at, such as scale.” He also talked about the potential for tech to help engage citizens. “This field is and has been monopolized by policy wonks in the cities, in the capitals, but we have an opportunity to reach citizens and that’s really exciting.”

“The vast majority of technology and accountability groups — 95% — however, don’t harness the potential of mobile technologies really strategically, yet the potential is exciting if they did.” Martin asked how we can link organizations with fantastic grassroots networks and/or that really know how to use media with those that are using technology. “If we can crack this complex bridging issue of how to bring the transparency world and the tech world together we will have achieved a huge amount.” It’s not enough to bring government groups and tech groups to the table and think it will happen overnight, he said. “What we are trying to do is to focus on people, on entrepreneurs, on individuals who really understand the problems and the solutions that tech can provide as well as focus on organizations. We find a lot of program officers who know what tech can do or a CEO who has a vision of what tech can do but it doesn’t percolate throughout the organization.” TIA wants to bring together the people who understand the problems together with those who may have the technology solutions. Martin’s idea to bring technology folks together with transparency and accountability folks together to make “tech babies” was a big hit….

These points also resonated strongly with me as someone working in a large development organization that is looking at how to integrate new technologies into its work, and being one of few people within the organization with the specific responsibility of bridging programs and new technologies. It’s  simultaneously comforting and frustrating to know that organizations typically struggle with this and also good to know that some donors are aware of the challenge and willing to support it to be overcome.

Philanthropy and social media

In closing this too-long post, I just want to mention that as background material, Indigo Trust and the Institute for Philanthropy produced an impressive paper called Philanthropy and Social Media, which gives an overview of social media, how it’s being used for communication and social impact, and why social media is important (with separate sections on communication messages, knowledge sharing and reporting, overcoming barriers to inclusion, connecting people, improving service delivery, scaling fast, fundraising, transparency and accountability). The paper also summarizes some conversations with investors in social media. Two charts I find extremely on target are the “tips and advice on investing in social media” and the “roadmap for engaging with social media.” They are both simple and well laid out, and would be useful not only for donors but for anyone who is engaging with social media in development work.

One of the great panels at last week’s Making Cents International’s Global Youth Economic Opportunities Conference was on technology and youth economic opportunities. (See my previous posts on seeing youth as assets and barriers girls face to economic opportunities, and my next post on soft skills and enabling environments).

In addition to the specific panel, I paid special attention throughout the conference for any mention of technology, and I asked some questions in panels that were not related to technology to see if people thought technology was an enabler for adolescent  girls or if my perception is biased because it’s my area of focus.

What I heard is that in regard to girls and technology, there are large gaps as well as areas where technology can serve as a bridge for girls to achieve economic opportunities. As Wayan Vota from Inveneo noted, globally, women are 20% less likely to have a mobile phone than men and in Asia, that number rises to 37%. How can we address the ‘girl gap’ especially in terms of the poor and disadvantaged 10% of adolescent girls who are the most marginalized of all? How can we help bring economic opportunities to this group?

Girl-focused programs. In terms of helping girls feel more comfortable accessing and learning about technology, Peter Broffman from Intel brought up the importance of safe spaces. Intel’s Learn program creates spaces that are ‘girls only, where they are not competing with boys,’ he said. ‘It takes a concerted effort to construct comfortable environments where girls can explore technology.’ We have special days for girls and girls only projects. Girls tend to be more comfortable creating and using technology in that kind of environment,’ he said. Vota agreed, saying that one simple way of making spaces more amenable to girls is by having all the computer screens in a computer lab or cafe facing the public, so that it’s easy to monitor what is being done on them (eg., so that accessing ‘adult’ content is impossible to hide). Katherine Lucey from Solar Sister, in a separate panel, also referred to the need for programs that are specifically designed for girls and women. She described a microfinance program operating in one of the same communities as Solar Sister where 90% of the participants are male. ‘Solar Sister is a program aimed at women because the existing programs are biased towards men.’

Girls and women in rural areas. David Mukaru from Kenya’s Equity Bank said that the bank reaches more women and girls simply because  the majority of rural population in Kenya is made up of women. Many men have migrated to urban areas. ‘Through the financial education which the bank embarked on 3 years ago, we addressed technology fears. We were able to train the women, create awareness on bank services, train them how to use technology, how to interact with bank officials. We also introduced technology to the rural agency. The agency uses a mobile. The agency in the rural area is the normal shop keeper and he has become an agent of training and penetrating in the rural areas. This guy is in the rural shop and he trains the woman how to use these technologies to do banking.’

Mobility.  Mobile tech can really be the great leveler, according to Jacob Korenblum from Souktel. It can really help to close gender gap.  ‘Many of the young women who use our services come from traditional families that would not allow them to go door to door to find employment. They are not allowed to go around town to find job opportunities. So their ability to find jobs is limited. But since many young women have mobile phones, within the household, as a young woman via Souktel you can start looking for work and even secure a job interview from home. Your family is comfortable with how you are doing this but you are still asserting yourself, you are taking that step to get a job.’

Another program that Souktel offers is support for women entrepreneurs via mobile phone groups. ‘Through a closed mobile phone peer network, women can ask questions to each other. In Iraq for example, women cannot travel, but they want to consult with other women on a business they are starting – they can send a question out to peers who can respond with advice. It’s like a list-serve via mobile phone. For female business owners, being able to consult peers via mobile is tremendous. It’s safe for them, it’s empowering. Our studies have shown this. We’ve been able to help women play catch up and access the same resources that men have, just through a different channel.’

Access is not enough. Raquel Barros from Lua Nova, a program that trains marginalized girls in Brasil to do construction work, said that in Brazil mobile phones are very expensive and they are a high status asset for the girls she works with. But ‘access is not sufficient for the phone to be used for something good or useful,’ she said. ‘It’s important to access the mobile phone but also important to do more education about how you can use the mobile phone. All our girls have Orkut but they don’t know their email. They have computers that they can use and we started to take some photos and that kind of thing, but the girls don’t always access and use mobiles and Internet in a good way. Access and education are both important.’ [Plan did some interesting research on girls use of technology in Brazil that confirms this also – see the Annex to Chapter 4.]

Technology as an economic enabler. Technology is everywhere according to Manjula Pradeep from Navsarjan, a trust that works with low-caste girls in India, “In Gujarat we have maximum mobile owners. The mobile is a status symbol, yes. In a family you can have 3-4 people owning a phone. And it does mean a lot when young women have mobiles, you can do your marketing, you have access to people, people can reach you on your mobile, you can put it on your shop board so people can reach you on mobile.’ In addition, computer training can allow girls to replicate and train others on computer skills. ‘A lot of girls have done computers; they are running classes for the children because children are not taught computers in schools. So the girls can teach this.’ However, as David Mukaru from Equity Bank in Kenya had noted earlier during the technology panel, ‘the challenge is access to a power supply.’ Not to mention other infrastructure. ‘When we work with the tribal populations, they have no access to transport, so how can you ever get a computer repaired?’ Some young people who Pradeep works with have started their own studios. ‘They start by buying a camera — it’s not cheap but they save and buy it. We have a lot of wedding ceremonies and rituals that happen that people can do a lot of video projects.’

Wearing pants. But as Pradeep said, technology can also bring about other personal changes. ‘Ultimately, your entire outlook changes with tech. Women with computers or cameras tend to wear trousers and shirts. I’ve seen women — if you get married you only have to wear saris, you can’t get out of a sari, you struggle with that identity — but these women are wearing trousers and using a camera. Sometimes they even cut their hair! Even just using a camera or cell phone,  you will see women changing. Technology really changes their role. To bring change, mobilizing the community is important but technology itself can also change the role of women.”

Almost a year ago, I met Ernst Suur (@ernstsuur) for the first time. We bonded in frustration over the irony of not being able to find any on-line courses to study ICT4D. We each did some research and didn’t come up with much, so we agreed I should write a blog post (See: Where’s the ICT4D distance learning?) to see if we could crowd source anything to help us out. We got some great comments with some good resources for the few courses that do exist or the ones that are in design.

We also discovered TechChange, a newish organization looking to develop some on-line ICT4D courses. We all chatted a couple of times and decided to co-host a ICT4D chat on Twitter to see if we could come up with some additional ideas on what kinds of courses people were interested in. (See the chat summary here). I also had a chance to meet with Nick, Mark and Jordan in their DC office to discuss ideas.

So I’m really excited to see that now TechChange has 3 new on-line courses happening this year:

1) Tech Tools and Skills for Emergency Management from September 5-23.

‘This course will explore how new communication and mapping technologies are being used to respond to disasters, create early warning mechanisms, improve coordination efforts and much more. It will also consider some of the key challenges related to access, implementation, scale, and verification that working with new platforms present. The course is designed to assist professionals in developing concrete strategies and technological skills to work amid this rapidly evolving landscape.  Participants can expect a dynamic and interactive learning environment with a variety of real world examples from organizations working in the field including those involved in the humanitarian response to the Haitian earthquake’

Course topics include: Crisis mapping, human rights violations and elections monitoring, citizen journalism and crowd sourcing, and information overload and decision-making in real-time.

ICT tools covered include: Ushahidi, Quantum GIS, FrontlineSMS, Open Street Map, Managing News.

2) Global Innovations for Digital Organizing: New Media Tactics for Democratic Change from September 26-October 4.

‘New platforms of communication are revolutionizing social dynamics by democratizing access to and production of media. From Barack Obama’s youth mobilization efforts to the ongoing uprisings across the Middle East and North Africa, this course will examine how new channels of communication are being utilized and to what extent these efforts and techniques are successful or unsuccessful in a given context.  It will also provide participants with strategies for maximizing the impact of new media and train them in the effective use of a range of security and privacy tools.’

Course topics include: the new media landscape, offline organization and change through online mobilization, data and metrics, censorship, privacy and security.

3) Mobiles for International Development: New Platforms for Health, Finance and Education from October 16-November4.

‘The mobile phone is rapidly bringing communication to the most remote areas of the world. NGOs, governments and companies alike are beginning to realize the potential of this ubiquitous tool to address social challenges. This course will explore successful applications that facilitate economic transactions, support public health campaigns and connect learners to educational content. It will also critically engage with issues of equity, privacy and access.’

Course topics include: mobile money systems, mHealth and mobile diagnostics, data management for monitoring and evaluation, many-to-many communications integrating mobiles and radio, and mobile learning.

ICT tools covered include: mPesa, RapidSMS/Souktel, Sana Mobile, Medic Mobile, TxtEagle and FreedomFone.

Modalities:

Each course costs $350 (or $250 early bird price) and runs for 3 weeks. The courses require a time commitment of at least 6 hours per week in order to earn the certificate. There are also plenty of opportunities for those that want to spend more time to engage with additional materials and students can access content up to 6 months after course is over. The entire course will be delivered on-line ‘involving a variety of innovative online teaching approaches, including presentations, discussions, case studies, group exercises, simulations and will make extensive use of multimedia.’

I’ll be attending the 3rd course gratis in exchange for helping TechChange continue to shape the content and curriculum and providing feedback on the features and content. (Thank you, social media. Thank you, barter system!)

As I mentioned in an earlier post, I spent last week at the 55th meeting of the Commission on the Status of Women. The organization where I work supported 12 girls from various countries to attend and speak at different panels and side events during the week.

Why is it important for girls’ voices to be heard at global events like the CSW? Why should they be allowed to sit at tables with adult decision makers? Is this a wise investment when we could have spent that money to bring an adult staff member instead? Well, from a strictly rights-based perspective, it’s because girls have a right to participate in decisions that impact on their own lives.

But there are so many other reasons that girls need to be present at these events. They bring perspective that is otherwise missing. Before women are women, they are girls. It’s well known and well documented that investing in girls’ education and other areas has impacts that go far beyond schooling. At these big meetings, issues that impact girls and women are being addressed and discussed – so there needs to be space for girls and women who feel these issues directly to speak for themselves, especially girls and women who are typically left out of these processes. Girls bring a reality check. They offer ideas and solutions from their own contexts. They bring points home that can otherwise be missed. They are often amazing speakers and have incredible wisdom and insight to share. We can all learn from them. And bringing girls and their opinions and voices to a huge event like the CSW can really have a positive impact both on the event, the event participants, the decisions made there, and on the girls themselves, as they return home with a mandate to live their leadership in their own communities and countries.

Early in the week, I shared a panel with Fabiola, one of the girl delegates from Cameroon, and she truly stole the show. Here’s how:

Fabiola participates in the Youth Empowerment through Technology, Arts and Media (YETAM) project, and was selected by her peers to represent her group and Cameroon at the CSW. More information about Fabiola and Shira, the other girl delegate from Cameroon are in this post: Girls in rural Cameroon talk about ICTs. Shira also spoke at high level panels, as did the girls from Sierra Leone, Indonesia and Finland.

The girls also planned and managed their own side event where they talked about girls and new communications technologies.  In preparation for the event, they brought with them videos from their home countries, and Kirby, one of the girls from the US, edited them together into one piece. The video was shared at a few different events, and the girls were even asked to show it at the general assembly (at the last minute they weren’t allowed to for one reason or another). In any case, you can see it here:

On the last day that the girls were in New York, 3 of them sat on a panel in front of hundreds of high level decision-makers: UN officials, Ministers and government representatives. They talked about the challenges girls face in terms of accessing ICTs and raised the issue of violence against girls and how violence in schools impacts heavily on girls’ education.

My Cameroonian colleague, Judith, who works on the YETAM project with the girls, told me afterwards that she felt unbearably proud, seeing them there in front of the whole room, with everybody hanging on their every word. “I was floating,” she said. “As if my feet were not even touching the ground.” She was proud that Shira didn’t only present the issues that girls are facing in accessing ICTs or in terms of violence or early marriage, but Shira went further and talked about what they are doing in the community and how they are working with ICTs and conducting advocacy with decision makers and traditional councils to resolve the issues, and what impacts they have already had.

Josephine, one of the girls from Sierra Leone, said afterwards: “When I was there, speaking, I felt like I was on top of the world because people were listening to my voice.”

There needs to be more of this!

The 55th Commission on the Status of Women (CSW) happens in New York City Feb 21-25, 2011. For me, the most exciting thing about the event is that several girls from some of the countries where we are working (Canada, US, Finland, Cameroon, Sierra Leone and Indonesia) will be participating and speaking. This aspect of our work – helping to bring young people’s voices into these large influential forums – (when done properly) can be very effective at bringing a reality check to the ivory tower and helping influence decision makers at the very highest levels.

This year’s CSW is especially interesting to me since I work in the area of ICTs, and the theme of the CSW is:

“Access and participation of women and girls to education, training, science and technology, including for the promotion of women’s equal access to full employment and decent work.”

The girls will be presenting at the Girls Take the Stage: Growing up in a Digital World on Feb 22nd:

I’ll be presenting with Fabiola from Cameroon at the Empowering Girls: Education and Technology” session on February 23.

I’ll also talk at a panel-workshop hosted by the Buddhist Tzu Chi Foundation on Tuesday Feb 22, from 10-11.30, called “Breaking the Cycle of Poverty of Women and Girls through Education and Training,” on the 2nd floor room of the CCUN (Church Center of the UN).

Update: Ika one of the girls from Indonesia, will speak at a panel on Commercial Sexual Exploitation and the Girl Child: A Human Rights Approach at the Main Auditorium, Salvation Army Social Justice Center, 221 East 52nd St between 2nd and 3rd Ave, on Feb 24th from 2-3.30 pm.

Update: Lil Shira from Cameroon will present on Violence and Discrimination against Girls in School, along with Marta Santos Pais (UN Special Representative to the Secretary General on Violence against Children) and others on Feb 22, from 16-17.30 at UN Church Center, 777 United Nations Plaza, Drew Room, Ground Floor.

In the past couple years, social media combined with traditional media has allowed people all over the world to feel they are supporting and participating in very visible revolutions (think Iran, Tunisia, Egypt). There is also a slow and steady revolution happening as more and more communities around the world access the tools to tell their own stories in their own words from their own perspectives.

I came across the Mathare Valley blog this weekend. It’s beautiful, artful and powerful.

According to the ‘about’ page, the authors of the blog:  Simon Kokoyo, Ivyonne Tiany and Jeff Mohamed, grew up in or around Mathare. They are now involved in community programs there, including the Map Mathare Initiative.

Jamie Lundine, who works at MapKibera and who’s supporting some community mapping in Mathare, wrote an excellent post about integrating participatory community development work and digital mapping in Mathare, showing how development and tech folks can combine their expertise and work together with communities to strengthen local development processes.

In my last post, I wrote about how communications (and ICTs) should be ‘built in, not bolted on‘ to development initiatives. The Mathare Initiative looks like a good example of that, with community members taking a strong lead.

I spent the first 2 weeks of November in Mozambique working on the continuation of the Youth Empowerment through Arts and Media project. This year, we are piloting digital mapping in addition to the other ICT tools that we’ve been integrating into the project. We weren’t able to find anyone locally in Mozambique who could train on Open Street Map but luckily were able to link up with Portuguese-speaking Iván Sánchez Ortega from OSM in Spain. (In case you didn’t catch the link – the official language in Mozambique is Portuguese…)

Iván was a great trainer and the youth from the two associations (Vuneka and Litanga) that we are working with really took to the idea of digital mapping and learning some new skills in the area of painting, theater, print journalism, radio, video and blogging. Youth in Ndop, Cameroon

For the past few years I’ve been supporting the Youth Empowerment through Technology Arts and Media project (YETAM) in several countries in Africa.  The last few weeks I was in Cameroon, where the initiative is expanding to new communities, based on learning from last year’s work in Okola.

The project

The project uses technology, arts and media to spur youth engagement in the community development process and youth-led actions around challenges youth identify in their communities. In the process they think about their personal and community strengths and resources, develop skills for problem solving, team work, research and investigation, and get training on how to use some different ICTs (information and communication technologies). They also build confidence and self esteem and learn how to bring up different issues in their communities and involve their peers, families, local authorities and local leaders in actions to address them.

Audience

The main ‘audience’ for the arts and media is the communities where the youth live and nearby communities. Some of their teachers, parents and local leaders also take part in the project and related training. This helps youth to build up support for their agenda. The arts and media is aimed at engaging communities in dialog and discussion that eventually leads to positive change.  Youth often have opportunities to participate in and use their new skills and their arts and media to advocate at national levels as well. Via the Internet, the youth’s voices are amplified to also reach their global peers and decision makers. For example, the YouTube site for the project has over 100 videos made by youth over the past 2 years.

Actions

Last year, the youth in Okola identified poor quality drinking water as a key challenge. They got the community moving to restore a damaged and contaminated spring bed and improve the water quality (without external funding).  This year we’ve incorporated a stronger focus on prevention of violence and gender discrimination because those were the themes that emerged most heavily across all the participating countries in the past 2 years of the project.  We hope the youth will improve their analytical skills around these areas and begin to look at these issues in more depth, strengthen their understanding of the causes of violence and gender discrimination, and develop strategies for overcoming them.

Process

The whole process starts when staff begin discussions about the project and its goals with interested local communities and youth. It’s a dialog and negotiation process, aimed at building local ownership and partnership for the initiative. Staff identify local partners skilled in the areas of technology, arts and media to accompany and support the process.

TOT

A 1-week training of trainers (TOT) ensures that everyone is on the same page with regard to the project objectives.The TOT also helps deepen staff and partners’ understanding of some of the issues such as gender and violence, and is an opportunity to build skills on new ICTs that can be used in the project.  This year, for example, we had a session on GPS and OpenStreetMap because we want to add digital mapping to the toolbox to complement hand-drawn mapping, since both are of value to the work we are doing. (Shout out to @billzimmerman and @mikel for pointing us in the direction of Ernest, our fabulous GPS and OSM trainer from Limbe).

Critical questions

At the TOT, we discuss some of the critical questions in a project like this, such as:

Whose media? The arts and media created in the project should belong to the community, not to the funding organization or the arts and media partners. This has connotations then in how it is attributed and copyrighted, and who keeps copies of it, and what it is used for. The best way to manage this seems to be to see organizations and funders as ‘sponsors’ of the project and to ‘brand’ the media as such (this project was funded by xxx and does not represent official positions of xxx).

My personal bias is that the media and any web associated with the project should not carry an institutional logo or be hosted on an institution’s website, but should be established and managed locally using free tools like WordPress and YouTube with support from partner organizations.  I think that we should be looking at these kinds of initiatives as youth and community capacity building not as an institutional branding opportunity.

A middle ground could be that the media is ‘owned’ by all the involved partners and all can use it to promote their own objectives, or that some of the media supports an institutional position and that media is put on an institutional site, and other media can be created by the community for its own purposes, and hosted/posted on free sites like the ones I mentioned. This aspect can still be a little bit tricky, if you ask me.

Whose agenda? The agenda should be built by and belong to the youth and the community. They are not making promotional materials for us or the local partners. We also should not be censoring media.  This is an issue sometimes when the position of the community does not follow institutional positions.  This can be addressed by resolving the issue of ‘whose media’.

Which media? The project aims at building skills in various media forms. The primary audience is local, and so we help youth learn to select their media form by thinking about the primary audience’s access and media habits or traditions. Often painting, drama, newsletters, comedy, poems and singing, radio, and video are more effective than say YouTube and blogging for getting a message across to local community members who may not have electricity and/or Internet. Digital media serves a purpose, but for a different audience, normally at the national or global level.  In addition, sometimes one tool is better than another for addressing a particular topic, for example, violence may be difficult to portray on a film without identifying the person who was mistreated and putting them at risk of retaliation.

At the same time, the thing that draws a lot of the youth into the project is the opportunity to learn computer skills, to manipulate and manage a camera, to go onto the Internet. So we bring these tools in as well to build those skills in young people, even though they may not have Internet access on a daily basis. We also ensure that youth have access to the tools and equipment they need to continue making digital media and accessing the Internet and computers by working with schools and partners on an agreement for owning and managing the equipment and supporting youth to use it.

Media for what? We all know that kids can make amazing arts and media and that they can learn to use computers and cameras and mobile phones without a problem. So what? The goal of the project is what children and youth learn in the process of making that media, what skills they build, and then what they actually do with their skills and their art and media that counts, what changes do they achieve for themselves and in their communities? How do they generate dialog while making the arts and media and/or how do they use their final ‘products’ to push for positive change.

Adapting to the local setting

During the TOT, partners and staff create a detailed plan for how they will train the 60 or so participating youth on technology, arts and media over a focused 2-week period and beyond through refresher training and hands-on work. We’ve set the goal of 30% theory and 70% practice to help guide partners and facilitators as they prepare their sessions. The goal is not training professional artists, journalists and technologists – it’s using arts, media and technology as tools for youth participation, action and advocacy.

Mapping

To identify the themes that the youth will focus on, we facilitate a participatory mapping process. The youth create a base map of their community and discuss the community’s history and what makes it unique – they create their community profile.

Then they identify community resources and risks based on the 4 categories of child rights:  survival, development, participation and protection. In other words, they identify what exists currently in the community that supports children to survive and develop, and how the community currently protects children, and what spaces children currently have to participate.  They then look at where those 4 categories are not doing so well, and where children are at risk.

The map is shared on the first day of the youth workshop and discussed with participating teachers, local authorities and parents in order to generate additional input and to get buy-in from the adults.  In small groups and plenary, they together prioritize the issues and decide which ones they will focus on during the workshop and beyond, using arts and new media tools. In follow up sessions, they will also make a digital map of their area for uploading to the Internet, and their arts and media work will be uploaded as points on that digital map. The digital map and the hand drawn map bring distinct benefits to this kind of process.

I love mapping. It’s a really interesting process, because when you start by looking at resources and when you are working with youth, so many things come out that would not come up if you came in and asked about needs or problems and only worked with adults. Communities are used to NGOs coming in to ask them what they need, to train them to see only their problems and to feel like victims, and to then expect the NGO or external agent to ‘resolve things.’ If you start by identifying only needs and problems, there are so many things in a community that will be missed. I notice that youth are not as well-trained as their parents in playing the victim. They are much better at talking about their community and what it means or holds for them than their parents are. When I show up as an outsider, they often want to show me beautiful places, special places, things they have and are proud of, not their needs and problems.

The real work

After the workshops comes the real work.  The partner organizations, staff, teachers and community leaders who are involved support the youth over time to continue their learning in the different areas, to do refresher training in areas they didn’t fully catch during the first round, to generate dialog in the community around the themes youth have identified, and to work on the issues they have identified through organized youth-led actions and advocacy at different levels and engaging decision makers at the local, but also district and national, and sometimes even global levels.

This is where the real change happens and is the real heart of the initiative.

My Cameroonian colleague told me one day ‘This project is like a catalyst in my body.’ It has motivated and driven her to learn new skills and take on new challenges, to push herself to new levels to achieve the goals set out. I’ve seen it have the same effect on the youth and on myself as well. In the end, that is what we want to achieve — motivated and engaged people, working together to make positive change in their communities and beyond.

It pretty much spells out what we are doing (though we had nothing to do with writing it up), and confirms a lot of the hunches and ideas that we’ve had while developing the program. I highly recommend it if you are working on rights and media.

Yesterday my colleague Mika Valitalo at Plan Finland sent some information about mGeos, a cool project that Pajat Management (a Finnish company), Plan Kenya, Plan Finland, Helsinki University of Technology and University of Nairobi have been collaborating on for the past year. Note: Mika and Pertti Lounamaa from Pajat gave me written permission to share this info.

The idea? To develop easy-to-use GPS-based mapping software that runs on low-cost mobile phones.

Detailed map information is missing from most of the 'developing' world

What needs is mGeos responding to? Being efficiently able to provide health, education and humanitarian aid or even most industrial services is critically dependent on knowing where to provide these services. Basic location information about points-of-interest (POIs), routes to them and areas to service are missing from the countries in most need of public service improvement. In ‘developing’ countries especially, critical map and location information is largely incomplete, outdated or missing. For example, in the image here, you can see small town map details available for Finland (left image) vs for those for Kenya (right image).

Earlier experiences in a few program countries as well as responses to a questionnaire conducted with Plan Kenya staff showed a desire and clear need to use location data more effectively. There is also a need to make it available on low-cost phones that are more accessible.

Stefanie Conrad (my awesome boss) for example, sees it like this:

“Geographic analysis of the distribution of social services such as wells, hospitals, telecommunication facilities, broadcast services, schools, etc. is essential for Plan’s program work in order to have a sound understanding of the best way to provide access to those services. In reality, most of our country offices work with non-geographical systems, for example, lists of communities. In many countries, the government itself does not have sufficient mapping of communities in place. Decisions on where to put something to guarantee access to populations often becomes a thing based on best guess.

Mobile phones with GPS could support more equitable and technically sound placement of basic services. Digital pictures and maps could be used with communities in order to facilitate discussions about where to best place a well, for example. This can often be a difficult process, as usually community leaders try to get these types of services to be conveniently placed as close as possible to their own homes….  Many of our offices also have difficulties producing the maps needed for corporate communications (area overviews, local area maps, etc) – this would become possible with GPS.”

The mGeos project aims to respond to these identified needs. A 3-month field pilot is planned to take place in Kilifi, Kenya, in July.  I’ll be in Kenya in July and if the pilot goes forward then, I am hoping to be able to see personally how mGeos works!

What are mGeos’ key features?

  • mGeos service platform

    Supports collection of structured data as numbers, text, exclusive and multiple choice and images; and also location data including points of interest, routes and areas

  • Multiple front ends:  standard internet browsing for laptops and large screen smart phones and mobile browsing (xHTML/WAP)
  • Dedicated application for GPS enabled mobile phones
  • Authoring tool for defining forms and corresponding database model for storing the collected data
  • Open API for accessing stored data
  • Based on a SaaS (software as services) model

What does the mGeos system consist of?

  • client software which runs on low-cost S40 GPS enabled mobile phones (eg. Nokia 2710)
  • server running a database where all the collected information is stored and accessed
  • portal i.e. webpages which show the collected Points of Interest (POIs) on Google maps (or other maps) and allow browsing, exporting and sorting of the collected data.

What would mGeos look like in action?

Say a field worker named Victoria arrives to the Kilifi District Program Unit in the morning. She’s planning to visit Kujemudo community. Before leaving for the day trip, she takes a GPS enabled mobile phone from the office and downloads the latest updated ‘Points of Interest’ (POI) list from the computer to her phone.  The POI list has been created by Victoria and her colleagues by gathering location data while visiting different communities during the past couple of months.  Today Victoria also wants to map important POIs in the communities, among many other tasks.

After arriving to Kujemudu and having a meeting with the local community based organization, Victoria rides her motorbike over to a school building in Ezamoyo village, takes her GPS enabled mobile phone in hand, and starts the mapping application.  The she chooses ‘add POI’ from the menu, selects the POI category of ‘school’ and adds the name of the school. After that she also types in the additional information such as the number of pupils and teachers, ownership of the school, etc.  Finally she takes a photo of the school, attaches it to this record and saves the information to the phone memory to be transferred later to the computer server.

Next Victoria visits Mkombe village where the location and information of the school has already been entered into the database by her colleague Peter a few weeks earlier.  Victoria uses the POI browsing feature to find the right school (browse by POI category).  When she finds the existing data record, she chooses ‘edit’ in order to update the information. Because part of the school has been reconstructed, she takes a new photo of the school and replaces the outdated one. Also, since the number of students has increased, she edits the ‘school population’ field to match the current number. Finally she saves the record.

While visiting Mabirikani village the next day, Victoria checks one of the wells, because she has heard that it has collapsed due to recent floods.  Since this is clearly the case, Victoria takes the mobile, searches the well from the data base and marks the record as deleted.

The next day, Victoria arrives to the Kilifi District Program Unit, connects the phone to her computer, and uploads all the new records and changes. Then she sends them to the mGeos webpage, which gets updated (i.e., now all the users can see the Ezamoyo school building, the updated information from Mkombe, and will notice that the well in Mabrikani is no longer in use).

When Victoria sees the new information in the system, she notices that she has mistyped the number of pupils in Mkombe school.  Since she is the author of the information, she can also edit the record in the mGeos webpage to correct the information. After checking that all the other information is OK, she leaves the phone in the office and continues with other work tasks.

When will it be tested? We plan to fully test the application in Kenya in July. Plan Kenya/Kilifi District Program Unit has identified a number of  POIs ( schools, health facilities, water points, trading centers etc.) they would like to map. They have also listed additional information each POI should have. For example, for schools they would collect information on: name, type (special, integrated, non-integrated), level (primary, secondary…), numbers of pupils, availability of water and sanitation services, etc. etc.  This information would be entered into mobile phones running mGeos software and later transferred to the server for sharing, analysis, editing, reporting and exporting.

Once the pilot has run, and user input is collected, the system will be adjusted and improved so that it can be fully launched.  I’ll keep following the mGeos story and post more as it’s tested and rolled out!
