The Technology Salon* hosted at IREX on Thursday, June 6, focused on what the International Aid Transparency Initiative (IATI) would mean for international development, especially for US-based NGOs and government contractors.

Tony Pipa, Deputy Assistant Administrator, Policy, Planning and Learning at USAID, started the Salon off by noting that IATI is an inter-agency US government commitment, not only a USAID commitment. USAID is the lead agency for developing the IATI implementation plan, building on existing agreements on transparency, enhancing the US Government’s commitments to transparency, openness and accountability. A key element of these efforts is the Foreign Assistance Dashboard which places the data into the public realm in a user friendly way, making it easier to understand visually and also more accessible and easy to find. The goal is not only transparency, but greater accountability. The US Government hopes to streamline reporting requirements, meeting multiple requirements for a range of international and national reporting standards. The goal for USAID is making aid more useful for development.

Steve Davenport from AidData followed, giving some background on IATI itself. IATI was initially sponsored largely by DFID, but has since grown as a partnership. Over 75% of development assistance is represented by signatories to IATI now. Eight donors are now publishing and twenty-three developing countries have signed on (involving partner countries at the local level as well). Different groups are conducting pilots to see how to implement as IATI gains more traction. For this reason, it would be a good move for US INGOs and contractors to get in front of the transparency and accountability curve rather than get hit by the wave. Better transparency allows organizations to better show their results. The IATI standard can lead to better coordination among the different actors, making it easier to broaden our collective impact. This is especially important now given that aid budgets are being reduced. IATI can be thought of as a group of people, a set of commitments, and an XML standard for moving data from point a to point b. Application developers are beginning to pick this up and develop tools that allow for new ways of visualizing the data, making it actionable and improving accessibility, which can lead to better accountability.

Larry Nowels (Consultant at Hewlett, ONE campaignspoke about Hewlett experience with IATI. Hewlett has made a large investment in transparency and accountability, supporting US and European organizations as well as startups in Africa and Asia over the past 10 years. Transparency is a key building block, so that governments and their citizens know what is being spent, where and on what, and how to make better decisions about resources and reducing waste. It also allows citizens to hold their governments accountable. Hewlett was one of the original signatories and the second publisher to the IATI standard. A key question remains: What’s in it for an organization that publishes according to the standard? For some teams, IATI makes all the sense in the world, but for others it seems to be a waste of resources. The Obama Administration (Open Government Directive, Open Government Partnership, Foreign Assistance Dashboard), all show a strong commitment to transparency. The tough part is implementation of IATI standards and details are still being worked out to find an ideal way.

Larry considers a central repository ideal, but there are issues with quality control and the Foreign Assistance Dashboard does not add data that was not already publicly available. In addition, many US Government agencies have not been added to the Dashboard yet, and getting them on board will be difficult if they are less dedicated than USAID or State. It’s critical to institutionalize IATI and related initiatives and internalize them, given that we cannot assume Obama’s will be a multi-term presidency. In the past 3 years, a number of bills around the theme of accountability and transparency have been introduced by both parties. The Poe-Berman Bill (HR 3159) provides a law to entrench the use of tools like the Dashboard. The Administration, especially the State Department, however, has not engaged Congress enough on these issues, and this has led to some roadblocks. White House pressure could help strengthen support for this initiative; however, there may be pushback by Republicans who generally oppose the US subscribing to international standards.

Discussion**

What is the overlap between the Open Government Partnership (OGP) and IATI?

What is the practical, on-the-ground use or application of IATI data? What does it look like when it is working how it should? What would it ideally look like 5 years from now?

  • There is enormous need for data sharing in a crisis – it is essential for coordinating and understanding the unfolding situations in real-time in order to save lives. There is much more scrutiny as well as a need for rapid coordination and response during a humanitarian crisis, so it requires a higher level of transparency than development work. One way that has been suggested for getting more organizations on board is to start sharing more information during crises and draw the lessons over to development.
  • A project in Mexico City has run investigative campaigns on spending. This has led to the prosecution and resignations of political figures and even some threats against staff, which demonstrates how unsettling this open information can be to the powers that be. It is not about transparency for transparency’s sake. It’s about having a tool that can be used to inform, interpret situations and hold governments and donors accountable. It opens the system up for sharing information.
  • Currently this type of information isn’t available to Country Governments for coordination. Countries need to plan their fiscal year budgets, but rely heavily on donors, and both run on a different fiscal calendar. If donor information were more readily available, countries could plan better.
  • On a 5-year horizon, we would ideally see aid tracking down to the beneficiary level. Tools like IATI can help collect data in more automated ways. Open data can help us track both where funding is allocated and also what is actually being implemented. Additional work is needed on this side; for example, training journalists to understand how to use this data, how to access it – handing them a data file isn’t a very useful thing in and of itself.

That’s great, but great for whom? What does it mean? Does this lead to better aid? Better spending? And what if it creates unrealistic timelines, where development becomes more like a for-profit company that must demonstrate impact within a fiscal quarter? We all know that development initiatives and impact take much longer than three months. Will IATI mean that we will stop doing things that take longer? Things that cannot be checked off on a checkbox? Will we actually lower the quality of our programs by doing this?

  • IATI, like any form of transparency, is only one element of a whole stream of things. The new USAID monitoring and evaluation system is a breakthrough for actually learning from evaluations and data. It’s a longer-term investment than Congress is used to, so it’s a matter of convincing Congress that it is worth the value. There is a better chance of USAID admitting failure in the future if the systems are in place to demonstrate these failures in hard data and learn from them. It’s about discovering why we failed – if we spend money and it doesn’t work, we can at least then identify weaknesses and build on them. Showing failures also demonstrates credibility and a willingness to move forward positively.
  • We can err on the side of openness and transparency and engage congress and the public, making a distinction between performance management and the long-term impact of development projects. There is no way of holding back on publishing information until it is in a format that will be readily understandable to congress and the public. This is a reality that we are going to have to live with; we have to put the data out and build on it. This can help to start important conversations. IATI is important for closing the loop, not just on public resources but also private resources (which is why Hewlett’s commitment is important). As private development resources increase, USAID becomes less dominant in the development landscape. Making sure data from many sources comes in a common format will make it easy to compare, and bring this data together to help understand what it going on. The way to visualize and think of it now is different because we are still in early days. IATI will begin to change the approach for how you evaluate impact.
  • IATI data itself does not tell the whole story, so it’s important to look at additional sources of information beyond it. IATI is only one part of the monitoring and evaluation effort, only one part of the transparency and accountability effort.

How do you overcome conflicts of interest? If development outcomes or data that is opened are not in the interest of the country government, how do we know the data can be trusted, or how does it feed back to the public in each country?

  • China’s investment in Africa, for example, may make it more difficult to understand aid flows in some ways. It will take a while to enforce the standards, particularly if it is done quickly, but we can draw the BRICs into the conversation and we are working with them on these topics.

The hard part is the implementation. So what are the time lines? How soon do we think we will see the US publish data to IATI?

  • At this time, the US Government hasn’t created an implementation timeline, so the first order of business is to get IATI institutionalized, and not to rush on this. It’s a larger issue than just USAID, so it must be done carefully and tactfully so it stays in place over the long term. USAID is working on getting data on the Dashboard to get the Obligation of Spending data up and project level data up. USAID is trying to balance this with consistency and quality control. How do you produce quality data when you are publishing regularly? These issues must be addressed while the systems are being developed. Once USAID puts data on the Dashboard, it will begin being converted to IATI data

IATI is still a donor-led initiative. NGOs involvement opens this data up to use by communities. Training individuals to use this information is not necessarily sufficient. Are there plans to build institutions or civil society organizations to support the data to be useful for communities and the general public?

  • The data can assist with the development of watchdog organizations who provide a platform for citizens to act together for accountability. Examples of organizations that are currently receiving funding to do this are Sodnet and Twaweza. There has also been support to think tanks throughout Africa to build the capacity of objective, independent policy analysts who write critiques of government initiatives.
  • There is a definite need to mainstream IATI and bring everyone together into one single conversation instead of setting up parallel structures.

So how do you build these institutions, watchdogs, etc? Will USAID really put out RFPs that offer funding to train people to criticize them?

  • This is where Hewlett and other organizations come in. They can run these trainings and build capacities. The Knight News Challenge is doing a lot of work around data-driven journalism, for example.

This is going to put a lot of pressure on people to be more efficient and might drive down resources in these spheres. There is a limited amount of incentive for organizations to involve themselves. Is there a way to incentivize it?

  • It will also drive some internal efficiencies, creating greater internal coherence within development organizations. It’s very hard to pinpoint impact within organizations because there isn’t an easy way to draw comparisons between projects, implementation strategies, etc. People always worry: What if we find something that makes us look bad? So IATI is just one part of a bigger effort to push for commitment to transparency across the board. Committing to IATI can lead to a mindset which focuses organizations on efficiency, transparency and accountability.
  • Filling out the Dashboard will be helpful in many respects, and it will make information more accessible to the general public, as well as congressional staffers, etc. It can serve multiple constituencies while making data more usable and transparent. USAID is going to be as aggressive as possible to get information on the dashboard into IATI format. There has not been a conversation about requiring implementing partners to meet IATI standards, but USAID itself is committed.

There’s a great, ongoing discussion happening around aid and development and the ethics of using photographs and other media and stories about people INGOs and NGOs are working with (a.k.a beneficiaries, clients, participants). The discussions are organized by CORE Group in DC. I also participated in the first meeting of the group in April (see this post: On the ethics of photos in aid and development work).

Today’s meeting focused on consent and informed consent for photographs.
Jim Stipe was the key speaker. He shared Catholic Relief Services‘ experiences with developing a process that allows for informed consent in a variety of situations.

Future discussions will cover related topics such as what happens with social media sites and consent and copyright? What about fair use of images and stories? I’m quite looking forward to continuing the discussions and learning!

The Technology Salon (TSNYC) on the International Aid Transparency Initiative (IATI), held April 13th, offered an overview of IATI as a coming-together point for aid transparency. It also stimulated discussion on opportunities and challenges for organizations and institutions when publishing information within the IATI standard and shared some available tools to support publishing NGO data.

IATI Background
.
Simon Parrish from Aid Info explained that IATI aims to provide information that meets the needs of a number of diverse groups, is timely, is ‘compilable’ and comparable, improves efficiency and reduces duplication. Simon explained that IATI arose from the 2005 Paris Declaration on Aid Effectiveness and was launched as part of the Accra Agenda for Action in 2008 due to a strong call from civil society to donors, multilaterals and northern NGOs for greater transparency.

Organizations felt they were already working hard to be transparent; however governments, journalists, tax payers and others looking for information were not able to find what they needed. Rather than each organization creating its own improved transparency and accountability system, the idea was to use an open data approach, and this is where IATI came in. Since Accra, transparency and accountability have gained global traction and IATI has been a key part of this movement for the aid sector.

Donor agencies, the World Bank, the EU, the US Government and others have already signed on to IATI and have started to publish basic information. INGOs are also starting to come on board and schedule their dates for publication to the IATI standard. It is hoped that over time the quality and amount of information published will improve and expand. For example, ‘traceability’ needs to be improved so that aid can be followed down the supply chain. Information from international and local NGOs is critical in this because the closer to the ground the information is, the better it can be used for accountability purposes.

Opportunities and Questions around IATI
.
To complement Simon’s overview, I shared ideas on some of the opportunities that IATI can offer, and some common questions that may arise within INGOs who are considering publishing their information to IATI.
.
For example, IATI can help catalyze:
  • transparency and accountability as core values
  • better coordination and program planning (internally and externally)
  • reduced reporting burden (if donors agree to use IATI as a common tool)
  • improved aid effectiveness
  • collective learning in the aid sector
  • improved legitimacy for aid agencies
  • an opportunity to educate the donor public on how aid/development really works
  • ‘moral ground’ for IATI compliant aid organizations to pressure governments and private sector to be more transparent
  • space for communities and ‘beneficiaries’ to hold aid agencies more accountable for their work
  • space for engaging communities and the public in identifying what information about aid is useful to them
  • concrete ways for communities to contest, validate and discuss aid information, intentions, budgets, actions, results.
Concerns and questions that may arise within NGOs / CSOs around IATI include:
  • Is IATI the right way to achieve the goal of transparency and accountability?
  • Is the cost in time, money, systems, and potential risk of exposure worth the individual and collective gain?
  • Is IATI the flavor of the month, to be replaced in 2-4 years?
  • What is the burden for staff? Will it increase overhead? Will it take funds and efforts away from programs on the ground?
  • What is the position of the US Government/USAID? Will implementing agencies have to report in yet another format (financial, narrative)?
  • Much internal project documentation at NGOs/INGOs has not been written with the idea of it being published. There may be confidential information or poorly written internal documents. How will aid agencies manage this?
  • What if other agencies ‘steal’ ideas, approaches or donors?
  • What security/risks might be caused for sexual or political minority groups or vulnerable groups if activities are openly published?
  • Isn’t IATI too focused on ‘upward’ accountability to donors and tax payers? How will it improve accountability to local program participants and ’beneficiaries’? How can we improve and mandate feedback loops for participants in the same way we are doing for donors?
  • Does IATI offer ‘supplied data’ rather than offer a response to data demands from different sectors?
ICT Tools to support NGOs with IATI

Ruth Del Campo discussed some of the different tools that are available to support INGOs and smaller organizations with IATI reporting, including Open Aid Register (OAR) which she created to support smaller organizations to comply with IATI. The Foundation Center has created a tool to support Foundations to enter their information into the IATI Standard also. Aid Stream is being used by many UK organizations to convert their data to the IATI Standard. Geo-visualization tools include CartoDB, AidView.

IATI awareness in the US
.
Although tools exist and awareness around IATI is growing elsewhere, Ruth noted that in the US many organizations do not know what IATI is, and this is a problem. Another issue Ruth brought up is that most existing charity raters do not rate program effectiveness or program transparency. Instead, charities are judged based on overhead rates, growth, financial statements, and whether they are publishing certain information on their websites. These measures do not tell what an organization’s program impact or overall transparency are, and they do not trace funds far enough along the chain. Linking charity rating systems with IATI standards could encourage greater transparency and accountability and help the public make decisions based on program accountability in addition to financial accountability. Because many INGOs are not familiar with IATI, a greater dissemination effort is needed for IATI to be of optimal use. If only 20% of the aid picture is available, it will not be very helpful for coordination and decision making. Many INGOs feel that they are already transparent because they are publishing their annual reports as a .pdf file on their websites and they have an overhead rate within a certain percentage, but this is not enough. Much more needs to be done to gain awareness and buy-in from US INGOs, government, charity rating systems, donors, media and the public on transparency and IATI.

Following the 3 discussants, TSNYC participants jumped in for a good debate around key points:

Carrot or stick approach?
.
NGOs place great importance on their Charity Navigator rankings and Better Business Bureau reviews, and many donors select charities based on these rankings, so it will be important to link these with IATI. The Publish What You Fund index, which tracks the transparency of different organizations, has been helpful in getting countries and institutions on board. The Foundation Center lists transparency indicators on their site GlassPockets as well. The Brookings and CGD QuODA report was mentioned as a key reason that the US Government signed onto IATI at Busan last November, since the US was ranked very low on transparency and saw that they could bring their ranking up by signing on.

Consensus at the Technology Salon was that it is not likely that the US Government or USAID will make IATI compliance mandatory for their grantees and implementing partners as DFID has done. Rather, the existing dashboard for collecting information would be used to report into IATI, so the dashboard needs to be improved and regularly updated by US agencies. One concern was whether in this scenario, the information published by USAID would be useful for developing country governments or would only be of use to USAID Missions. On the bright side, it was felt that movement within the US Government over the past few years towards greater openness and transparency has been massive. TSNYC participants noted that there seems to be a fundamental mindset change in the current administration around transparency, but it’s still difficult to make change happen quickly.

Some members of the US Congress have latched onto the idea and are pushing for greater transparency and this could impact whether the IATI profile increases. Transparency and accountability are of interest to both major US parties. Liberals tend to be interested in the idea of being more open and sharing information; and conservatives tend to focus on value for money and stamping out corruption and lowering inefficient aid spending and waste. IATI can support with both and be a win for everyone.

Making IATI mandatory could, some cautioned, backfire. For example there are foundations and corporations that for a variety of reasons do not openly share information about their giving. If pressured, the tendency may be to shut down totally.
.
Showing what positive things can be done with IATI and how it can benefit CSO information management and coordination internally as well as externally was thought to be a better approach than positioning IATI as “we are being audited by everyone now.” IATI should be emphasized as an opportunity to join data together to know what everyone is doing, visualize the data using new technologies, and use it to make better program decisions and improve coordination as well as accountability. Some examples of vibrant and informative uses of IATI data include Mapping for Results, Interaction’s Haiti Aid Map and the Foundation Center’s comparison of Foundation giving and World Bank funding.

Transparency as a ‘norm’
.
Many organizations are investing in transparency for reasons that go far beyond IATI compliance. Three kinds or organizations were identified at the Salon session: those who comply because it is mandatory; those who comply because it’s inevitable; and those who comply because they believe in the inherent value of transparency as a core principle. Even within organizations, some teams such as Democracy and Governance, may be much more interested in IATI than, say, Education, Health, or Arts teams, simply because of the themes they work on and their competing priorities. It is hoped that in 5 years’ time, it is no longer a question of mandatory or inevitable compliance, but rather transparency becomes the norm and it starts to feel strange to work in a space that is not transparent. Leadership is important to get an organization on board.

Challenges and opportunities in IATI compliance
.
Challenges to IATI compliance were discussed in depth at the Salon, including questions around the amount of resources needed to report to IATI. It was noted that the biggest challenges are organization, coordination, and change of attitudes internally. Some of the core obstacles that Salon participants noted include:

Time and resources
Some pushback might be seen around IATI because investment in IATI compliance may not be seen as providing an immediate return to individual organizations. TSNYC participants felt that rather than a constraint, IATI provided an opportunity for organizations to better manage their own information for internal sharing and use. IATI can help improve program planning, reduce time spent gathering program information from colleagues and across countries, and support better internal coordination among offices and partners. It was noted that when governments started publishing open data, the people who most used it were government employees for their own work. IATI can be seen as an investment in better internal coordination and information management. Once the information is available in an open format it can be used for a number of data visualizations that can show an organization’s reach and impact, or help a number of organizations share their joint work and impact, such as in the case of coalitions and thematic or sectoral networks.

Project document quality
Concerns may be raised in some organizations regarding the state of project documents that were not originally written with publication in mind. Organizations will have to decide if they want to work retroactively, invest in quality control, and/or change processes over time so that documentation is ready for publication.

Losing the competitive edge
TSNYC participants worried that without USAID mandatory compliance, some INGOs, and contractors especially, would not be motivated to publish information for fear of losing their competitive edge. It is feared that getting contractors to report to any level of detail will be difficult. This, the group discussed, makes peer pressure and public pressure important, and mechanisms to encourage broader transparency will need to be found. One idea was to create a ‘5 star system’ of IATI compliance so that organizations with full compliance get a higher star rating (something that Aid Info is already working on). Another angle is the hope that IATI reporting could replace some other mandatory reporting mechanisms, and this may be another entry point.

Accountability to whom?  
It was recognized that IATI was initiated as a top-down approach to accountability. The question remains how to make IATI information more useful for ‘beneficiaries’ and program participants to track aid flows, and to contest and validate the information. What complaints mechanisms exist for communities where aid has not been effectively implemented? One point was that IATI is designed to do exactly that and that when it is more populated with information, then this more exciting part that involves playing with the data and seeing what communities have to say about it will start to happen.

Simon noted that there is a huge emerging civic hacker and ICT for social change movement. Access to aid information can be hugely liberating for people. At some aid transparency workshops the focus has been on what national NGOs and governments are doing. Young people are often angry that they don’t know about this. They often find the idea that the information is available to them very exciting. Much of the conversation at these meetings has been about ways to reach communities and about who can be involved as intermediaries.

IATI is still top down and the information that people need is bottom up. However the conversation is starting to happen. Infomediaries need to be multiple and varied so that there is not only one source of IATI data interpretation, but rather a variety of interpretations of the data. Social accountability processes like community score cards and social audits can be brought into the equation to extend the value of IATI information and bring in community opinion on aid projects and their effectiveness. Platforms like Huduma are examples of making open data more accessible and useful to communities.

‘I believe that many ICSOs [international civil society organizations] urgently need to overcome the stalemate in their global governance; they don’t need another governance reform, they need a governance revolution.’  Burkhard Gnarig, Berlin Civil Society Center.

The Berlin Civil Society Center believes that CSO governance models are increasingly facing major challenges. These include that they are typically:

  • dominated by national affiliates but increasingly challenged by the need for global decisions and their implementation;
  • shaped by Northern countries and cultures while the emerging powers in a multipolar world are located in the South;
  • serving one specific mission focused on development or environment or human rights while the interdependence of challenges and the need for integrated solutions become more and more obvious;
  • caught up in the conflict between democratic and participatory decision making on one side and the need for quick and consistent decisions on the other;
  • characterised by a clear definition of “inside” and “outside” the organisation while the Internet and the habits of the next generation demand platforms for joint action rather than well defined boxes.

In order to address these issues, the Berlin Center is working on a participatory project aimed at developing new governance models for best practice in CSO governance*. The models are aimed at serving ‘board Members, Chairs and CEOs who aim to undertake future governance reforms more strategically and more effectively.’

Different governance models are needed, however, because not all organizations can and will follow one single model.

The project concept notes that:

  • Firstly, ICSOs working in human rights, poverty alleviation, environmental protection, humanitarian response or children’s rights have different governance needs resulting from the type of work they do. For example, an organisation focussing on wildlife conservation compared to one working for poverty eradication will have different needs and possibilities of including partners and beneficiaries in their governance.
  • Secondly, there are different possible models to synchronise and balance local, national and global requirements and resources. At present these are reflected in global set ups ranging from loose networks over confederations and federations to unitary organisations.
  • Thirdly, when trying to secure future relevance of a governance system, much depends on different expectations of how future developments will turn out and which elements of these developments are considered most relevant in governance terms.

In an open letter, the Berlin Center director, Burkhard Gnarig explains that ‘with our Global Governance Project the Berlin Civil Society Center tries to lay the groundwork on which ICSOs can develop their own Global Governance Vision. A small Working Group which the Center has brought together will develop a handful of standard governance models that may serve as guidance on ICSOs’ specific paths to developing their own vision for their future governance.’

In order to bring a wider group of aid and development practitioners into the discussion, I volunteered to open a “CSO Governance Revolution” discussion on AidSource asking:

  • What are some of the major challenges you’ve seen with ICSO/INGO governance?
  • How do current governance models that you know of constrain the effectiveness of ICSOs or impact on development outcomes?
  • What CSO governance models have you seen that do work? What do they look like?
  • What are some of the underlying values and principles needed for effective ICSO governance?
  • What are some core elements of effective and successful ICSO governance models?
  • How do new information and communication technologies (ICTs) and trends in new media/social media impact on governance models and visions and people’s expectations of governance models?
  • What literature, research or existing documentation should be included as background resources for this discussion?
  • What other questions should be raised regarding ICSO governance?

  2. This morning I participated in a massive conference call about photography in aid and development, and the ethics and values that surround photos taken and used by NGOs. The call was organized by CORE Group (@coregroupdc). Now maybe I’m exaggerating here, but the call organizer, Ann Hendrix-Jenkins, read off a list of participants that went on forever. I’m estimating that there were something like 40 or 50 people listening in from as many organizations. This topic has always been important for a strong segment of NGO staff and it seems to be gaining steam again.

    After I started tweeting about it, a couple of people asked if I’d be writing a blog post. So here it is. I’ve ‘Storified’ it since I was tweeting instead of taking notes, and because there was a nice side conversation happening with folks on Twitter too. (See the Storify here – it looks a little bit nicer there than it does here.)

The call organizers had earlier conducted a survey about NGO images, policies, consent, and operational processes around photographers and photography and shared it with participants ahead of the call. The organizers also suggested a couple of links to check out beforehand, including an Aid Watch post (“Adorable child in NGO fund-raising photo sues for royalties“) and a link to a photo  that appeared in the New York Times. These two links and other similar “poverty porn images” had sparked the discussions that led to the decision to organize today’s call. [update: here is the original discussion thread on Linked In]

To finalize the call, we heard a summary from Jim of some of the areas that the group could consider forming smaller groups to dig into and work on further, including: 
  • Issues around consent, alternative ways to obtain consent, release forms, and how to get truly informed consent.
  • Ethics of both taking photos and ethics of using photos – these are related yet separate issues.
  • What makes for a good NGO photo? What’s a good vs bad photo? What works and what doesn’t?
  • How do you grow your options for getting more high quality photos? How to train your staff on good photography? How to find and work with good freelance photographers? How to plan out a shoot and put the right amount of time into it? How to ensure photos are taken ethically?
  • Creating a photo policy, what does a good photo policy look like? what should it contain?
  • How to tell better stories? You can document your programs with photos and you can tell visual stories – these are 2 different things….
  • Getting good photo captions. If you don’t have good captions, photos are less useful.
  • Other places to source photos; eg., if you don’t have the photos you need, where can you go to get them?
  • Photo journalism vs NGO photography – similar yet different, different approaches and goals. Let’s discuss this.
  • Vocabulary for talking about photos in order to articulate to staff why one photo better than another. Turning gut sense into language and tools.
  • Looking at studies on the use of photos and their impact on donors, what can we learn from that? How to reconcile the different set of ethics that we may find in terms of ‘what works’ for fundraising and what is ethical?
  • What about participatory media and people portraying themselves and their own images
  • An Ombudsperson within INGOs who can defend the rights of those being photographed
  • The question of how people perceive you when you go from doing program work to becoming a photographer in the same afternoon. 
  • The related question about what happens when your organization makes you do both things? Who owns the photos? Do you get paid if your organization uses them? What if you are using your own equipment? How is your organization using you if that’s not your job in the first place? What are you expected to do and how much of this should you actually be doing?
  • Budgeting. We need to begin inserting budget into the conversation. How much can we pay photographers, or do we invest in training our own staff?

This is a guest post by Anna Shaw, one of my newest colleagues. Anna talks about how to be skeptical about Invisible Children’s Kony 2012 campaign yet still get involved in the issues in a thoughtful way.  

I woke up yesterday, picked up my iPhone and almost immediately clicked on a link to Invisible Children’s Kony 2012 video. Even before I ate my breakfast, Jason Russell was showing me how I could help stop the terror of the Lord’s Resistance Army.

My first reaction was “This is awesome!” The conflict in Northern Uganda has interested me since I first learned about it in high school, and helped spark my deep-seated interest in peace and justice in Africa. I was really happy that someone was trying to connect young people just like me to something that really matters. But almost immediately, Twitter filled up with people questioning what Kony 2012 and Invisible Children were doing. The rest of my day was filled with blog post after blog post of comments on the campaign, and just as quickly as I hopped on the bandwagon, I was jumping off. But why?

The problem really has to do with the story Jason Russell is telling. He’s made a twenty year conflict into a Disney Film, where the US can swoop in and save the day. But there is a lot more going on than that. No one is denying that Joseph Kony is the bad guy, or that the LRA has wreaked havoc all around the region. But there are some questions we should be asking before we launch into this wholeheartedly.

What is the rest of the story?

I don’t want anyone to think there is a ‘nice’ side to Joseph Kony. There isn’t. But there are other pieces to the puzzle which Invisible Children seem to have forgotten to mention. Conflicts and wars are never as simple as good vs. bad, and arresting Kony is not going to solve the problems for people in Uganda or the nearby countries that the LRA is affecting. There are a number of other groups, rebels and armies, that have nothing to do with Kony who continue to terrorize this region. On top of that, conflict has destroyed jobs, roads, schools, hospitals, and many other essential things in these areas. We need to look at how people can rebuild their lives and deal with problems that helped start the conflict to begin with. Before talking about ending the LRA’s rampage, we should understand more about the where and why of the conflict and how it’s really affecting people in the region. We should also think about what the goal really is: finding justice for people in Uganda and elsewhere is much larger than putting Kony behind bars.

Who is this really about?

It’s easy to forget while watching this video that Ugandans aren’t sitting around waiting for us to help them. They have managed to deal with the LRA for more than twenty years, so by intervening, the US would definitely not be saving the day for most Ugandans. We need to get out of the mindset that the US has all the answers, and instead listen to what Ugandans actually need from us. That’s what this should really be about, sharing the stories of Ugandans and the people from the many other countries affected by the LRA. Their voices are almost unheard in the video, giving them no room to express themselves or provide us a true understanding of their situation. In the end, they are going to be saving themselves and resolving their own problems, and we can only help them do that.

Where is our money going?

Another point many people have brought up about this campaign is whether or not Invisible Children will use your money well. Several people have questioned the way Invisible Children spends money, and how much they are actually changing the lives of people in Uganda. I believe this is something you should decide for yourself. Before you decide whether to donate money or buy a t-shirt, ask questions. There are many great organizations working in Uganda, all of which could benefit from your donations, so make sure you are happy with the one you choose. When choosing, think about the impact the organization is having on the lives of Ugandans and try not to get distracted by how cool its videos and swag are.

What else can we do?

The Kony 2012 Campaign does a few things exceptionally well. It tells a simple, moving story that captures our hearts and makes us feel powerful – like we can actually do something to help. And we can! In fact, there are a lot of things we can do beyond liking something on Facebook or re-Tweeting a tweet.

  1. Educate ourselves. If you don’t get anything else from this whole blog, take this away: learn about these issues. Read books. Google stuff. Look it up on Wikipedia. Understand what is going on and pass on that knowledge to your friends, family, everyone. Find people who know the situation in-depth, contact them and ask them for their take on the issues. Don’t let one campaign be the only source of information you get. Be curious and ask questions. Look at a variety of sources, and see if you can find a variety of respected voices and independent commentary by people from the country you want to help too.
  2. Focus on Positive Change. When it boils down to it, Kony 2012 focuses on stopping the bad guy. But what can we do to help the good guy. Or even just help the regular guy or gal. And their kids. And their kids’ kids. Think about what will be most effective in the long-term to reduce instability and support people’s well-being.
  3. Talk to our representatives in Congress. One thing Kony 2012 did right was making it easy to contact Congress and encourage young people everywhere to engage in public policy. But, instead of asking for military intervention in Africa, why not talk to Congress about addressing the needs of people on the ground? Talk to Congress about doing something positive: supporting schools, hospitals, agriculture, drinking water – and the many other things that can impact the lives of people in this area.
  4. Get Involved. Like I said earlier, there are a lot of incredible groups working to help those hurt by the LRA, and they can all benefit from your greater involvement. Changing the world takes more than hitting the “Like” button, and unless people like you are willing to step up and take action, not much is really going to change. Do some research and find out who is doing good programs on the ground and how you can support by donating.

I am not here to tell you not to support Kony 2012. In fact, I plan on supporting it in my own way. I think its important that Americans are more aware of the world we live in, and this is a powerful way to do that. But I want to make sure the world changes for the better in the long run, not just the next nine months before 2013 rolls around. If you want to jump on a bandwagon like I was about to, it’s really important to understand what you are supporting first.

And certainly don’t take my word for it.

Whydev and Development Crossroads, are launching a peer coaching matching service. The idea is that young professionals, graduate students, and others starting out in international development could benefit from peer coaching. So the two organizations are collaborating to develop a matching service.

Why peer coaching? According to whydev, “If you have worked in international development, you have probably experienced isolation. It seems to be a fact of life in this industry. Field-based expat staff may be the only person at their level in their local office, or the only expat on the team (or one of very few), separated from their local staff counterparts by cultural, language, and organisational barriers. Even people working in the home office may feel isolated. Perhaps they don’t feel comfortable sharing their struggles with their boss.  Or maybe the boss him/herself is the problem.”

When you’re having work issues, you tend to unload them on those closest to you, and this can cause additional stress. Peer coaching offers a way to discuss and vent about these issues, taking some strain off of your close relationships.

“While not trained as a coach, [a peer coach] is willing to coach you according to a simple (yet effective) peer coaching model. This involves actively listening without judgment, reflecting back what he/she is hearing, asking probing questions, and helping you generate concrete action steps to move you forward.”

In order to design a peer coaching service that meets people’s needs, whydev and Development Crossroads are looking for some input.

Some of the top organizations and corporations working in the mobile technology and health space will gather December 5–7 at the  mHealth Summit near Washington, D.C. The summit program offers several tracks and a wide range of sessions and  exhibits  for  just  about  anyone interested in mobile technology and health.

A few months back, James Bon Tempo and I came up with the idea to co-host a “Reality Booth” at the Summit.

Innovative business models are great. New behavior change communication technologies open huge opportunities. Mobile tools to help health professionals build capacity to improve healthcare systems sound like a dream come true. But what happens during implementation? What are the real life barriers and challenges that practitioners face when implementing programs with an mHealth component? Where can you get some honest answers?

The Reality Booth is a place for practitioners working in rural settings or implementing programs in ‘developing’ countries to connect with others working in similar situations and facing comparable challenges. It offers a space to share and learn from peers who implement mHealth programs on the ground and to get advice on resolving the kinds of difficulties that probably won’t be highlighted during the official presentations.

We’ve invited some of the most respected mHealth practitioners to attend the booth for an hour or 2, and are pleased to mention that we’ll have some fantastic folks joining us. (We’re filling our last few remaining slots, so stop by booth number 131 for the full schedule on Monday!)

I joined Twitter because of frequent flyer miles.

No really.  It’s true.

I kept trying to use my miles and failing, due to blackout dates or not having enough points to go where I needed to. The use-em-or-lose-em deadline came up on one particular airline, so I accepted an offer to sign up for some magazines. In addition to a hefty increase in junk mail, I began receiving Wired Magazine – and my synapses started firing at a million miles per hour.

This was around 2006. I’d find myself suddenly having breathless conversations with the few people around who would listen about technology and the science of networks and other similarly nerdy stuff. This really wasn’t like me, but then, I was late to the game for a couple of reasons: for one, I spent the 1990’s in El Salvador and there was not much Internet or Wired magazine available there at the time. Secondly, I’d always been much more of an alternative music/ development/ social sciences geek than a computer / video game geek.

But something had changed since high school and college. There was Radiohead for starters… but on top of that, it became strikingly clear to me that things were aligning in a way I hadn’t seen before. Tech could really have a social purpose.

In Wired, I started reading about the idea that the Internet was horizontal, that things could be free, that people could collaborate in self-organized nodes, that social media could bypass ‘official’ pronouncements and allow alternative voices and ‘citizen journalists’ to be heard. I started thinking about how many of the principles and philosophies behind social media networks were closely aligned with those underpinning participatory approaches to development:  self-organizing, community-led processes and self-management, accountability and transparency, ownership, learning by doing, building on local knowledge and localized expertise. I got hooked on trying to link some of the ideas that were fueling social media and online networking with the work that the organization that had been employing me for several years (Plan) was facilitating with young people and communities. I started reading blogs about technology and aid, and I began writing one too.

Over time, my initial interest broadened to how new technologies — not only social media networks, but also new tools like mobile phones and GPS units and digital maps and all kinds of other new tools and platforms — could be put at the service of community development.

In large part, the reason for the branching out and wider perspective was that in December 2008, a few development and technology leaders/ bloggers/ mentors gave me a suggestion. “Get on Twitter,” they said,” if you really want to keep up with what is happening.”  I was wary of the platform, so instead of my real name, I used the name of a kitten we used to have – @meowtree  – also a bit of a play on my last name.

Quickly I realized there was nothing to fear. Twitter opened up a whole world at the professional and personal level. I found all kinds of people from a variety of disciplines and backgrounds who were discussing, debating, trying, failing, learning, blogging, and collaborating on a variety of projects related to technology, human rights, global development, community work and other fields I am very interested in.

Joining Twitter was like signing up to get an online degree in a very specialized field, where everyone was both teacher and learner. The quantity of information and knowledge shared among practitioners and theoreticians in my field and related areas was infinite, as were the ranges of opinions.

Through Twitter I’ve had the opportunity to work on voluntary side projects and connect with experts and practitioners for research and professional or personal advice. Sometimes a number of us join together to get across a certain point that we feel strongly about, and it ends up getting to the ears of someone who’s making major decisions or it gets brought up by individuals in personal conversation, spreading the ideas offline. A group of Twitter folks who are part of the ‘Smart Aid’ collaborative recently conducted a survey to find out more about who reads aid and development blogs, for example, and what they do with the information there.

Not just a news and professional education platform, Twitter is also a friend and colleague network. Over the past 3 years, I’ve met a few hundred new people in real life that I initially connected with on Twitter.

It’s a great feeling when you are chatting with someone at a conference, and they look down at your name tag (where you’ve penned in your Twitter handle with a Sharpie) and exclaim “Wait! You’re @meowtree!? I’m @so-and-so!” You’ve only just met, but because you’ve connected on Twitter, you already feel like old friends. You can immediately jump into a conversation and continue on with a topic you’d been batting around on Twitter or make plans to partner up on a work-related initiative or simply discuss the fact that you both like the same kind of beer.

Last week a colleague alerted me (via Twitter, naturally) that I’d been named by the Guardian as one of the “20 Global Development Twitterati” to follow. It was unexpected, and I’m hugely honored.  The Guardian’s Global Development team does fantastic and highly credible work facilitating forward-thinking debates and discussions around development. Being listed alongside the 19 other “Twitterati” is indeed a privilege, as they are some of the leading voices in the aid and development debate.

So if you have an interest in development and/or new technology, you can either accumulate a ton of unusable frequent flyer miles and follow my convoluted path, or you can skip all that in-between and simply “Get on Twitter!” Once you do, be sure to follow the Guardian’s list of 20 Global Development Twitterati. But don’t stop there – the Twitterverse is full of brilliant minds and voices that you won’t want to miss if you are serious about engaging in a stimulating global development conversation.

I first heard about Map Kibera quite awhile ago. Looking through old blog posts, I’m thinking it’s been about 2 years. Somehow, probably through blogs and Twitter, we connected and made plans to work together on the Youth Empowerment through Technology, Arts and Media (YETAM) project that I was coordinating and where we (Plan) had been wanting to use digital mapping but didn’t have a clear understanding of how to do it technically.

Around the same time, Plan’s program team in Kenya was connecting with Map Kibera through the Institute for Development Studies (IDS), where Robert Chambers (the guru/godfather/grandfather of participatory rural development approaches) and co. were also thinking about how digital mapping fits into participatory development. Sammy Musyoki, Plan Kenya’s program support manager who is also affiliated with IDS, was already engaged in some work around the use of mobiles in community led total sanitation (CLTS) work. In November 2010, Map Kibera became part of a research project, where Sammy and Evangelia Berdou (also from IDS) began looking at “the challenges faced when applying the methodologies of participatory technologies to participatory development and aid.”

Importantly, the research is not ‘extractive,’ research, eg, the researchers are not coming into Kibera to pull information out and leave, publishing their work for academic circles and never bringing the insights back to the community for discussion and interpretation.

As Map Kibera Trust co-founder Mikel Maron wrote, “With IDS, all of the interviews and meetings were facilitated by Sammy, leading up to a gathering of everyone to reflect on the results. This was incredibly valuable for everyone to share their perspectives and understand others. We thought of it as Group Therapy.” (Note: the posts written during the research are collected here – more good reading.)

He continues, “Additionally, we organized an amazing inquiry led learning session with Aptivate, which contributes to creating a guide-book for future trainings.” (Note: I was following the Twitter stream during the sessions that Aptivate conducted, and I highly suggest checking this organization out.)

While the research was taking off, Plan Kenya and Map Kibera also started working together on both the YETAM project as well as on a Community-Led Total Sanitation (CLTS) program in Mathare.

The learning from the IDS research, together with Plan and Aptivate’s input around facilitating participatory development approaches meant that the Mathare project started off differently than the Kibera project did. The approach was a bit slower, and started by really engaging the community. As Jamie Lundine (current director of Map Kibera Trust) writes in her post Whose Map, “Map Kibera did not begin as a participatory development project. The initial project was an attempt to introduce open source technology – namely, OpenStreetMap – into a community that had previously not had a publicly accessible map (for all intents and purposes it was “unmapped”). Initial mapping of Kibera was done quickly (in 3 weeks) and local leaders, including administration were consulted but not necessarily engaged in the process.” The quick growth of the project was partly fueled by interest and support from the international community due to the innovative nature of the project, rather than by demand from the community for a rapid implementation.

She continues in the post to describe the participatory process that was used in Mathare – eg., lots of meetings, discussions and participation and offline activity before any mapping even started. The approach in Mathare was to really engage the community and local organizations and structures from the outset, and to “lead from behind”. One of the neat results from this approach is the fantastic Mathare Valley Blog, set up and maintained by the youth, and a great place to go to hear about what’s happening in Mathere directly from residents.

From Jamie’s post New Media in Mathare:

“To provide the participants with some ideas about other options in terms of new media, some basic training on the use of the Ushahidi Voice of Mathare platform was provided to some of the Map Mathare project participants. The Voice of Kibera team conducted a number of hands-on trainings with 8-10 Mathare participants. The participants were interested in the platform and learning from the experience of the Voice of Kibera members, but did not take-up the software as we saw in Kibera. We therefore agreed to provide technical support for the blogging platform as a central online information focal point for the Map Mathare initiative. We were careful not to impose the original ideas of New Media in Mathare and have adhered to the original methodology agreed upon by the team with support from Plan Kenya and CCS. This was a community driven approach from which the technical and coordination team “leads from behind”. We are and continue to be flexible when it comes to programming in Mathare.”

Map Kibera has worked with a broader group of Plan Kenya staff also to build capacity around participatory mapping so that various on-line and off-line mapping tools could be considered in Plan Kenya’s future efforts, for example, these suggestions by the Plan Kenya staff: mapping and identifying the hot spots of child abuse, use of SMS for communication with hearing and speech impaired within the community, using reports and sharing the same information to various media channels, program monitoring, a governance tool for enhancing social accountability as well as tracking projects, involving children in participatory community mapping, using blogging as a tool for youth to document governance issues, and to document and share participatory activities that Plan already undertakes, such  as transect walks and participatory situational analyses.

Today, almost 2 years after our “first contact”, Jamie wrote a motivating post that highlights how things can work when development, technology, academia, communities and local partners work together openly.

“Mapping the sanitation in situation in Mathare has been a process of continual learning. When we began the Map Mathare pilot project in December 2010, we employed a dynamic methodology to engage young people and the community issues in the approximately 20 villages in Mathare. My colleague Primoz and I worked closely with the Plan Kenya team to design a training programme and over the past 8 months, have learned a great deal about working with youth and communities to “make the invisible visible” that is – to document tacit knowledge and turn the experience of communities and young people into information that translates across social and geographic boundaries.”

Through these collaborations, everyone benefits and learns. Plan is learning how to support communities to use new technologies in community development work. Plan staff is also developing capacity to innovate in Plan’s work by becoming more familiar with different technology tools and ways of working. Through blogging and sharing and face-to-face meetings, this learning is making its way through the organization, touching on a variety of levels, sparking slow and steady changes in how a huge organization operates. The Map Kibera team is learning more about participatory methodologies in development, which carries into their work and how they talk about their work also. IDS is learning how the two mix, and offering an academic overview within theoretical frameworks and advancing the field of knowledge around participation technology and participatory development. The community benefits by being fully engaged in a process that has positive and lasting impact.

Jamie writes:

“The team of mappers, videographers and bloggers– now about 15 in number – who have stuck with us since December of last year, can really tell you what empowerment means to them. Not only have they put themselves and their community on the map – a process that evokes a great sense of pride and responsibility. Some of the young people did not know how to read a map before…. 

Putting yourself on the map is the first step toward demanding recognition and everything that comes along with it – including basic human rights (the right to a clean living environment, the right to health) and by extension – the right to access services provided to the rest of Nairobi. Through our programme, young people are given the chance to represent their community through the medium of a map. Standard GIS symbols break down the barriers that separate youth and elders – rich and poor – and allow these young people to express themselves on a level playing field. Looking at the maps,  who would know they were generated by youth from the informal settlements?”

This is a good example of various disciplines and sectors working together with youth and community members to take an initiative forward in a very positive way.

It’s proof that coordination, cooperation and bridging across all these areas is not only possible, it is vital if efforts are to be of any real and sustained impact.
