Twenty years ago, at the Rio Earth Summit, 178 governments committed to a series of legally non-binding principles designed to commit governments to balance development and environment in a way that would bring a more sustainable future. Principle 10, the first international declaration that recognizes the rights of people to hold governments accountable for their policies regarding the environment, was one key result of the summit. It provides a means for people to engage in the decisions made by political leaders and government agencies about environmental issues that affect livelihoods and long-term wellbeing.

“Environmental issues are best handled with participation of all concerned citizens, at the relevant level. At the national level, each individual shall have appropriate access to information concerning the environment that is held by public authorities, including information on hazardous materials and activities in their communities, and the opportunity to participate in decision-making processes. States shall facilitate and encourage public awareness and participation by making information widely available. Effective access to judicial and administrative proceedings, including redress and remedy, shall be provided.” – Principle 10 of the Rio Declaration

Zero Draft 2012: participation, transparency, accountability and aid effectiveness

Since 2011, key stakeholders have been submitting ideas for the Zero Draft of the Rio+20 outcome document, to be discussed at the Rio+20 Conference in June 2012.

Like Principle 10, the Zero Draft recognizes the need for broad public participation in decision-making, linked to a strengthened right to access information and to better civil society capacity to exercise that right. It notes that technology can make it easier for governments “to share information with the public and for the public to hold decision makers accountable” and that it is critical to work towards universal access to information and communications technologies. (Clauses 17 and 18). A recent analysis showed that participation, accountability, transparency, Principle 10/access to information and social inclusion/ equity are among the terms that share an ‘excellent’ level of interest among governments, UN agencies, civil society groups and other stakeholders.

Along with public participation, the Zero Draft also calls for “increased aid effectiveness, taking into account the Paris Declaration, the Accra Action Agenda and the Busan Partnership for Effective Development Cooperation in ensuring that aid is effective, accountable and responsive to the needs and priorities of developing countries.” Greater coherence at international and national levels is urged, including “effective oversight of resources to ensure that developing countries have steady and predictable access to adequate financing, including by the private sector, to promote sustainable development.’

A role for Communications and ICT tools

ICTs can play a role in supporting Principle 10 and Zero Draft, and pushing for appropriate mechanisms for response and redress.

Mass media campaigns and communication for development (C4D) approaches have long been used to disseminate information and encourage environmental awareness and behavior change. New media has improved access to information and allows multi-channel communication rather than one-way broadcasts. Greater access to mobile phones and to new media channels mean that a broader population than ever before can be engaged in and/or participate proactively in defining and acting on Rio+20 and its outcomes.

In addition to information sharing and behavior change, ICTs have the potential to play a strong role in helping civil society organize and push for greater transparency, openness and accountability around Rio+20. As Chantal Line Carpintier suggests, “Rio+20 should also agree on an effective accountability process for all actors  – governments, business and industry, local authorities, NGOs and other major groups and stakeholders.  Accountability and ownership by all actors would favour implementation. There is growing support, for instance, for public reporting on sustainability performance.  A registry of commitments is one of the tools that have been suggested to follow up on commitments made at Rio+20 to avoid previous lack of implementation.”

An effort similar to the open government partnership and the International Aid Transparency Initiative or the integration of sustainable development goals and Rio+20 commitments into these two efforts could be something to consider, along with a mandate for corporations to also open their activities to public scrutiny.

On-line organizing combined with both online and offline actions (in places that have ready access to social media) can help the world prepare for Rio and to push for its outcomes to be implemented.

Access, capacity and the communication cycle

Despite the great potential for ICTs in communication, change and accountability efforts, however; lack of access to ICTs and potentially low capacity to interpret data that might be presented on-line in such a registry is of concern in less accessible rural communities and among some marginalized groups.

Education levels, literacy, and other excluding factors such as poverty and gender discrimination can severely limit ICT and social media access for a large number of people.  In addition, information produced in dominant cultures or languages can exclude or override those with less power. As Angelica Ospina notes in her post Knowledge Brokers, ICTs, and Climate Change: Hybrid Approaches to Reach the Vulnerable, “There are many misconceptions about what ‘reaching out’ implies, as in practice it requires much more than making climate change information and knowledge publicly available through Internet-based tools such as Web portals and online databases.”

Therefore, there needs to be, “a more holistic understanding of the information cycle, including the creation, acquisition, assimilation, management, dissemination and ultimately the USE of climate change information, particularly within vulnerable contexts. Beyond the provision of climate change information, it’s necessary to consider if/how the information is being integrated -or not- into decision-making processes at the local, regional or national levels,” she says.

The Children in a Changing Climate project uses a variety of participatory development and media tools for children and adolescents to explore and document climate change in their communities, and to share their findings and suggestions to adults and other decision makers.

From information and knowledge to practice

There is also a need “to identify, adapt and adopt innovative approaches for the effective delivery and the local appropriation of climate change messages, and most importantly, for the translation of information and knowledge -both new and traditional- into climate change practice.” This will require strong efforts as well as resources to create an inclusive environment that fosters greater participation, as mandated by Principle 10, and local ownership of sustainable practices.

“Working with knowledge brokers, also called “human infomediaries” who can help bring people together, identify local needs and transfer information and knowledge more effectively is one such approach to improve information and communication flows,” Ospina advises. “Human infomediaries support an active process that involves exchanges between people, facilitating the development of climate change strategies, adoption of adaptation and mitigation practices, and processes of local change and innovation.”

Building on Ospina’s observations on how to bring information to the “last mile,” meaningful ways to bring community knowledge and information into higher level discussions need to be found. Local communities have vast knowledge on resilience, climate patterns, local environments and local situations and histories that can be documented and shared using ICTs both to benefit themselves and to share at broader levels, improving South-South cooperation and innovation. Multi-media curricula such as the Children in a Changing Climate website bring together young people’s voices and opinions around climate change and environment.

Post Rio+20, digital tools are one of many information and communication mechanisms that local communities and their citizens can use to confirm, validate, contest and dispute information related to compliance with commitments being put forward by those responsible for upholding them. Participatory media approaches can be effective in bringing community members as well as duty bearers at local, district, national and global levels into discussions about climate change and sustainable development.

Summing up

In summary, ICTs can play a strong role in education, participation and accountability processes if their integration is well thought through, appropriate to the context, and taking into consideration good participatory practices. Hybrid approaches that use a variety of online and offline tools can be effective for reaching populations and decisions-makers at different levels of responsibility, for ensuring that ICTs are not widening existing information and participation gaps and for upholding the goals set forth in Principle 10. Children and youth can and should play an instrumental role in bringing about awareness and accountability, especially since they will be the ones who reap the long-term results of the agreements sown at Rio+20.

I was chatting with my pal Ernst Suur from War Child Holland and he alerted me to this instructional video they’ve made about using participatory video for monitoring and evaluation in Northern Uganda.

“A PhD student working on video diaries with children commented: ‘What fascinates me is that there is a whole lot of data that they can give me, that they can share, but I cannot always see what it is, or know how to ask for it, or know it exists, and that is what the video diary does.'”

“Video diaries can enhance our transparency, as youth can communicate directly with a wide variety of people; providing field workers, project officers, headquarter staff and even donors with tangible insights into progress made at the individual level.”

Take a look. It’s worth it.

Hint: Flip video cameras are fantastic for filming, but the Flip video format is incompatible with a lot of (most?) video editing software. According to Ernst, if you’re using Flip video cameras and need to edit, Windows Movie Maker Live is the way to go.

This is a guest post by Anna Shaw, one of my newest colleagues. Anna talks about how to be skeptical about Invisible Children’s Kony 2012 campaign yet still get involved in the issues in a thoughtful way.  

I woke up yesterday, picked up my iPhone and almost immediately clicked on a link to Invisible Children’s Kony 2012 video. Even before I ate my breakfast, Jason Russell was showing me how I could help stop the terror of the Lord’s Resistance Army.

My first reaction was “This is awesome!” The conflict in Northern Uganda has interested me since I first learned about it in high school, and helped spark my deep-seated interest in peace and justice in Africa. I was really happy that someone was trying to connect young people just like me to something that really matters. But almost immediately, Twitter filled up with people questioning what Kony 2012 and Invisible Children were doing. The rest of my day was filled with blog post after blog post of comments on the campaign, and just as quickly as I hopped on the bandwagon, I was jumping off. But why?

The problem really has to do with the story Jason Russell is telling. He’s made a twenty year conflict into a Disney Film, where the US can swoop in and save the day. But there is a lot more going on than that. No one is denying that Joseph Kony is the bad guy, or that the LRA has wreaked havoc all around the region. But there are some questions we should be asking before we launch into this wholeheartedly.

What is the rest of the story?

I don’t want anyone to think there is a ‘nice’ side to Joseph Kony. There isn’t. But there are other pieces to the puzzle which Invisible Children seem to have forgotten to mention. Conflicts and wars are never as simple as good vs. bad, and arresting Kony is not going to solve the problems for people in Uganda or the nearby countries that the LRA is affecting. There are a number of other groups, rebels and armies, that have nothing to do with Kony who continue to terrorize this region. On top of that, conflict has destroyed jobs, roads, schools, hospitals, and many other essential things in these areas. We need to look at how people can rebuild their lives and deal with problems that helped start the conflict to begin with. Before talking about ending the LRA’s rampage, we should understand more about the where and why of the conflict and how it’s really affecting people in the region. We should also think about what the goal really is: finding justice for people in Uganda and elsewhere is much larger than putting Kony behind bars.

Who is this really about?

It’s easy to forget while watching this video that Ugandans aren’t sitting around waiting for us to help them. They have managed to deal with the LRA for more than twenty years, so by intervening, the US would definitely not be saving the day for most Ugandans. We need to get out of the mindset that the US has all the answers, and instead listen to what Ugandans actually need from us. That’s what this should really be about, sharing the stories of Ugandans and the people from the many other countries affected by the LRA. Their voices are almost unheard in the video, giving them no room to express themselves or provide us a true understanding of their situation. In the end, they are going to be saving themselves and resolving their own problems, and we can only help them do that.

Where is our money going?

Another point many people have brought up about this campaign is whether or not Invisible Children will use your money well. Several people have questioned the way Invisible Children spends money, and how much they are actually changing the lives of people in Uganda. I believe this is something you should decide for yourself. Before you decide whether to donate money or buy a t-shirt, ask questions. There are many great organizations working in Uganda, all of which could benefit from your donations, so make sure you are happy with the one you choose. When choosing, think about the impact the organization is having on the lives of Ugandans and try not to get distracted by how cool its videos and swag are.

What else can we do?

The Kony 2012 Campaign does a few things exceptionally well. It tells a simple, moving story that captures our hearts and makes us feel powerful – like we can actually do something to help. And we can! In fact, there are a lot of things we can do beyond liking something on Facebook or re-Tweeting a tweet.

  1. Educate ourselves. If you don’t get anything else from this whole blog, take this away: learn about these issues. Read books. Google stuff. Look it up on Wikipedia. Understand what is going on and pass on that knowledge to your friends, family, everyone. Find people who know the situation in-depth, contact them and ask them for their take on the issues. Don’t let one campaign be the only source of information you get. Be curious and ask questions. Look at a variety of sources, and see if you can find a variety of respected voices and independent commentary by people from the country you want to help too.
  2. Focus on Positive Change. When it boils down to it, Kony 2012 focuses on stopping the bad guy. But what can we do to help the good guy. Or even just help the regular guy or gal. And their kids. And their kids’ kids. Think about what will be most effective in the long-term to reduce instability and support people’s well-being.
  3. Talk to our representatives in Congress. One thing Kony 2012 did right was making it easy to contact Congress and encourage young people everywhere to engage in public policy. But, instead of asking for military intervention in Africa, why not talk to Congress about addressing the needs of people on the ground? Talk to Congress about doing something positive: supporting schools, hospitals, agriculture, drinking water – and the many other things that can impact the lives of people in this area.
  4. Get Involved. Like I said earlier, there are a lot of incredible groups working to help those hurt by the LRA, and they can all benefit from your greater involvement. Changing the world takes more than hitting the “Like” button, and unless people like you are willing to step up and take action, not much is really going to change. Do some research and find out who is doing good programs on the ground and how you can support by donating.

I am not here to tell you not to support Kony 2012. In fact, I plan on supporting it in my own way. I think its important that Americans are more aware of the world we live in, and this is a powerful way to do that. But I want to make sure the world changes for the better in the long run, not just the next nine months before 2013 rolls around. If you want to jump on a bandwagon like I was about to, it’s really important to understand what you are supporting first.

And certainly don’t take my word for it.

Mapping a school near Ukunda, Kwale County

Creating information is easy. Through mobile phones, GPS devices, computers (and countless other gadgets) we are all leaving our digital footprints on the world (and the World Wide Web). Through the open data movement, we can begin to access more and more information on the health and wellbeing of the societies in which we live. We can create a myriad of information and display it using open source software such as Ushahidi, OpenStreetMap, WordPress, and countless other online platforms. But what is the value of this digital information? And what impact can it have on the world?

Youth Empowerment Through Arts and Media (YETAM) is project of Plan International which aims to create information that encourages positive transformation in communities. The project recognizes young people as important change agents who, despite their energy and ability to learn, are often marginalized and denied opportunities.  Within the YETAM project, Plan Kenya works with young people in Kwale County (on the Coast of Kenya) to inspire constructive action through arts and media – two important channels for engaging and motivating young people.

Information in Kwale County

Kwale County is considered by Plan International to be a “hardship” area. Despite the presence of 5-star resorts, a private airport and high-end tourist destinations on Diani beach, the local communities in Kwale County lack access to basic services such as schools, health facilities and economic opportunities. Young people in the area are taking initiative and investigating the uneven distribution of resources and the inequities apparent within the public and private systems in Kwale County.

As one component of their work in Kwale, Plan Kenya is working with the three youth-led organizations to create space for young people to participate in their communities in a meaningful, productive way. There are different types of participation in local governance – often times government or other agencies invites youth to participate (“invited space”) as “youth representatives” but they are simply acting to fill a required place and are not considered  within the wider governance and community structures.

Youth representation can also be misleading as the Kwale Youth and Governance Coalition (KYGC) reports that “youth representatives” aren’t necessarily youth themselves – government legislation simply stipulates that there must be someone representing the youth – but there is no regulation that states that this person must be a youth themselves (they must only act on behalf of the youth). This leaves the system open to abuse (the same holds true for “women’s representative” – you can find a man acting on behalf of women in the position of women’s representative).  Plan Kenya and the young people we met are instead working to “create space” (as opposed to “a place”) for young people in community activism in Kwale County.

The 5 weeks we spent in Kwale were,the beginning of a process to support this on-going work in the broad area of “accountability” – this encompasses child rights, social accountability and eco-tourism. The process that began during the 5 weeks was the integration of digital mapping and social media to amplify voices of young people working on pressing concerns in the region.

To create the relevant stakeholders and solicit valuable feedback during the process of the YETAM work on digital mapping and new media, our last 3 days in Kwale were spent reviewing the work with the teams. On Thursday November 10th, we invited advisors from Plan Kwale, Plan Kenya Country Office, the Ministry of Youth Affairs and officers from the Constituency Development Fund to participate in a half-day of presentations and feedback on the work the young people had undertaken.

By far the work that generated the most debate in the room was the governance tracking by the KYGC. The team presented the Nuru ya Kwale blog which showcased 28 of the 100 + projects the youth had mapped during the field work. They classified the 28 projects according to various indicators – and for example documented that 23 of the projects had been completed, 1 was “in bad progress”, 2 were “in good progress” and 1 “stalled.”

The CDF officers (the Chairman, Secretary and Treasurer of the Matuga CDF committee in Kwale County) were concerned with the findings and questioned the methodology and outcome of the work.  They scrutinized some of the reports on the Nuru ya Kwale site and questioned for example, why Mkongani Secondary School was reported as a “bad” quality project. The officials wanted to know the methodology and indicators the team had used to reach their conclusions because according to the representatives of the CDF committee, the auditors gave the Mkongani Secondary School project a clean bill of health.

One important message for the youth based on feedback on their work was the need to clearly communicate the methodology used to undertake the documentation of projects (i.e. what are the indicators of a project in “bad” progress? how many people did you interview? Whose views did they represent?).

There is significant value in presenting balanced feedback that challenges the internal government (or NGO) audits – for example the data on Kenya Open Data documents that 100% of CDF money has been spent on the Jorori Water Project mentioned above, but a field visit, documented through photos and interviews with community members reveals that the project is stalled and left in disrepair. This is an important finding – the youth have now presented this to the relevant CDF committee. The committee members were responsive to the feedback and, despite turning the youth away from their offices the previous month, invited them to the CDF to get the relevant files to supplement some of the unknown or missing information (i.e. information that people on the ground at the project did not have access to, such as for example, who was the contractor on a specific project, and what was the project period).

Samuel Musyoki, Strategic Director of Plan Kenya who joined the presentations and reflections on November 10th and 11th, reported that:

“The good thing about this engagement is that it opened doors for the youth to get additional data which they needed to fill gaps in their entries. Interestingly, they had experienced challenges getting such data from the CDF. I sought to know form the CDFC and the County Youth Officer if they saw value in the data the youth were collecting and how they could use it.

The County Youth Officer was the most excited and has invited the youth to submit a business proposal to map Youth Groups in the entire county. The mapping would include capturing groups that have received the Youth Enterprise Fund; their location; how much they have received; enterprises they are engaged in; how much they have repaid; groups that have not paid back; etc. He said it will be an important tool to ensure accountability through naming and shaming defaulters.

The 5 weeks were of great value — talking to quite a number of the youth I could tell — they really appreciate the skill sets they have received-GIS mapping; blogging; video making and using the data to engage in evidence based advocacy. As I leave this morning they are developing action plans to move the work forward. I sought assurance from them that this will not end after the workshop. They had very clear vision and drive where they want to go and how they will work towards ensuring sustained engagement beyond the workshop.”

The impact of digital mapping and new media on social accountability is still an open question. Whether the social accountability work would have provoked similar feedback from duty bearers if presented in an offline platform (for example in a power point presentation) instead of as a dynamic-online platform is unknown.

The Matuga CDF officers were rather alarmed that the data were already online and exposed their work in an unfavourable light (in fairness, there were some well-executed projects as well). There is a definite need to question the use of new technology in governance work, and develop innovative methods for teasing out impact of open, online information channels in decision-making processes and how this is or isn’t amplifying existing accountability work.  There is definite potential in the work the young people are undertaking and the government officers consulted, from the Ministry of Youth Affairs and local CDF Committee (CDFC) stated that they were “impressed by the work of the youth”.

Within the community development systems and particularly the structure of devolved funding, there is a gap in terms of monitoring and evaluation (M&E) that the CDF committee to date has not been able to play effectively. As Samuel Musyoki stated the youth “could watch to ensure that public resources are well utilized to benefit the communities.” The Youth Officer even invited the youth to submit proposals for assistance in buying GPS gadgets and computers to strengthen this work.

Continuing the on and offline integration

As discussed, the work in Kwale on various issues is dynamic and evolving. The 5 weeks we spent with the teams were meant to provide initial trainings and support and to catalyse action that would be continued by the youth in the area, with support from Plan Kenya. Not only did we provide training to the young people, but Plan Kwale staff were also involved in the process and started documenting their work through the tools and techniques introduced by our team. With these skills, the Plan Kwale staff will support the on-going field mapping and new media work. We are also available to provide remote assistance with questions about strategies and technical challenges.

Some of the future activities include:

  • Holding a “leaders forum” during which the youth interact with a wider cross-section of stakeholders and share their work.
  • Continuing work on their various websites – updating the sites with results from social auditing work to be carried out throughout the last weeks of November, as well as digitizing previous information collected during historical social auditing.
  • Validating the data by revisiting some project sites and documenting projects that haven’t been done yet, gathering stories from some of the Project Management Committees, taking more photos, and potentially conducting surveys within the communities to get more representative views on project evaluations.
  • Each group also needs to develop a more structured advocacy strategy to direct their activities in these areas.
  • All teams expressed interest in developing proposals to submit to the Ministry of Youth Affairs, through the Youth Enterprise Fund and CDF Committee, based on the suggestion of potential funding for this process. Plan Kwale staff, as well as some of the Country Office advisers offered to support the youth in developing these proposals.
  • Most importantly, the teams want to consult the wider community in their respective areas to demonstrate the relevance of YETAM, including the skills they have gained, to the community stakeholders (beyond the relevant government authorities

The potential of new technologies, including digital mapping to promote accountability, is only as powerful as the offline systems into which it is integrated. Without offline engagement, existing community systems of trust and recognition will be threatened and thus undermine any online work. The youth must remain grounded within their existing work and use new technology to amplify their voices, build their network, share their stories and lessons and learn from and engage with others.

Throughout October and November 2011, Plan Kwale worked through Map Kibera Trust with Jamie Lundine and Primoz Kovacic, and 4 young people from Kibera and Mathare, to conduct digital mapping exercises to support ongoing youth-led development processes in Kwale county. One of the important lessons learned through the Trust’s work in Kibera and Mathare is that the stories behind the mapping work are important for understanding the processes that contribute to a situation as represented on a map. To tell these stories and to complement the data collection and mapping work done by the youth in Kwale, the Map Kibera Trust team worked with the Kwale youth to set up platforms to share this information nationally and internationally. Sharing the important work being done in Kwale will hopefully bring greater visibility to the issues which may in the longer term lead to greater impact.

Sharing stories of local governance

To support their work on social accountability, the Kwale Youth and Governance Consortium (KYGC) mapped over 100 publicly and privately funded community-based projects. The projects were supported by the Constituency Development Fund (CDF), Local Area Development Fund (LATF), NGOs and private donors. As one channel of sharing this information, the Consortium set up a blog called Nuru ya Kwale (Light of Kwale). According to KYGC the blog “features and addresses issues concerning promotion of demystified participatory community involvement in the governance processes towards sustainable development. We therefore expect interactivity on issues accruing around social accountability.” This involves sharing evidence about various projects and stories from the community.

One example is the documentation of the Jorori Water project in Kwale; through the mapping work, the Governance team collected details of the constituency development fund (CDF) project. The funding allocated to upgrade the water supply for the community was 6,182,960 ksh (approximately 73,000.00 USD). From their research the KYGC identified that the Kenya Open Data site reported that the full funding amount has been spent.

A field visit to the site however revealed that project was incomplete and the community is still without a stable water supply, despite the fact that the funding has been “spent.”

Read more about the questions the team raised in terms of the governance of CDF projects, including the detailed the project implementation process and some reflections on why the project stalled. This is information on community experiences (tacit information) that is well-known in a localized context but has not been documented and shared widely. New media tools, a blog in this case, provide free (if you have access to a computer and the internet) platforms for sharing this information with national and international audiences.

Addressing violence against children and child protection

Another blog was set up by the Kwale Young Journalists. The Young Journalists, registered in 2009, have been working with Plan Kwale on various projects, including Violence against Children campaigns. The group has been working to set up a community radio station in Kwale to report on children’s issues. Thus far, their application for a community radio frequency has encountered several challenges. New media provides an interim solution and will allow the team to share their stories and network with partners on a national and internal stage.

The Kwale Young Journalists worked with Jeff Mohammed, a young award-winning filmmaker from Mathare Valley. The YETAM project not only equips young people with skills, but through peer-learning establishes connections between young people working on community issues throughout Kenya. The programme also provides young people with life skills through experiential learning – Jeff reflects on his experience in Kwale and says:

“My knowledge didn’t come from books and lecturers it came from interest, determination and persistence to know about filmmaking and this is what I was seeing in these Kwale youths. They numbered 12 and they were me. They are all in their twenties and all looking very energetic, they had the same spirit as mine and it was like looking at a mirror. I had to do the best I could to make sure that they grasp whatever I taught.”

Jeff worked with the Young Journalists on a short film called “the Enemy Within.” The film, shot with flip-cameras, tells the story of 12-year-old girl who is sold into indentured labour by her parents to earn money for her family. During the time she spends working, the young girl “falls prey of her employer (Mr.Mtie) who impregnates her when she is only 12 years old.” Jeff reflects that “early pregnancies are a norm in the rural Kwale area and what the young filmmakers wanted to do is to raise awareness to the people that its morally unacceptable to impregnate a very young girl, in Enemy Within the case didn’t go as far because the village chairman was bribed into silence and didn’t report the matter to higher authorities.” This is a common scenario in Kwale, and the young journalists plan to use the film in public screenings and debates as part of their advocacy work in the coming months.

Jeff and the Kwale Young Journalists shot the film in four days – they travelled to Penzamwenye, Kikoneni and also to Shimba Hills national park to shoot 7 scenes for the movie. Read more about Jeff’s reflections on working with the Kwale Young Journalists on his blog.

Sharing ecotourism resources

The Dzilaz ecotourism team – a group that encourages eco-cultural tourism in Samburu region of Kwale county — also integrated social media into their work. During the last week (November 8th-12th) the group set up a blog to market the community resources, services and products. They also plan to document eco-culture sites and the impact that eco-tourism can have on the community. As of November 10th, 2011 the Dzilaz team had already directed potential clients to their website and thus secured a booking through the information they had posted.

The importance of telling the stories behind the maps

One important component to mapping work is to tell the stories behind the map. The three groups in Kwale are working to build platforms to amplify their grassroots level work in order to share stories and lessons learned. The information documented on the various platforms will develop over time and contribute to a greater understanding of the processes at a local level where youth as young leaders can intervene to begin to change the dynamics of community development.

I joined Twitter because of frequent flyer miles.

No really.  It’s true.

I kept trying to use my miles and failing, due to blackout dates or not having enough points to go where I needed to. The use-em-or-lose-em deadline came up on one particular airline, so I accepted an offer to sign up for some magazines. In addition to a hefty increase in junk mail, I began receiving Wired Magazine – and my synapses started firing at a million miles per hour.

This was around 2006. I’d find myself suddenly having breathless conversations with the few people around who would listen about technology and the science of networks and other similarly nerdy stuff. This really wasn’t like me, but then, I was late to the game for a couple of reasons: for one, I spent the 1990’s in El Salvador and there was not much Internet or Wired magazine available there at the time. Secondly, I’d always been much more of an alternative music/ development/ social sciences geek than a computer / video game geek.

But something had changed since high school and college. There was Radiohead for starters… but on top of that, it became strikingly clear to me that things were aligning in a way I hadn’t seen before. Tech could really have a social purpose.

In Wired, I started reading about the idea that the Internet was horizontal, that things could be free, that people could collaborate in self-organized nodes, that social media could bypass ‘official’ pronouncements and allow alternative voices and ‘citizen journalists’ to be heard. I started thinking about how many of the principles and philosophies behind social media networks were closely aligned with those underpinning participatory approaches to development:  self-organizing, community-led processes and self-management, accountability and transparency, ownership, learning by doing, building on local knowledge and localized expertise. I got hooked on trying to link some of the ideas that were fueling social media and online networking with the work that the organization that had been employing me for several years (Plan) was facilitating with young people and communities. I started reading blogs about technology and aid, and I began writing one too.

Over time, my initial interest broadened to how new technologies — not only social media networks, but also new tools like mobile phones and GPS units and digital maps and all kinds of other new tools and platforms — could be put at the service of community development.

In large part, the reason for the branching out and wider perspective was that in December 2008, a few development and technology leaders/ bloggers/ mentors gave me a suggestion. “Get on Twitter,” they said,” if you really want to keep up with what is happening.”  I was wary of the platform, so instead of my real name, I used the name of a kitten we used to have – @meowtree  – also a bit of a play on my last name.

Quickly I realized there was nothing to fear. Twitter opened up a whole world at the professional and personal level. I found all kinds of people from a variety of disciplines and backgrounds who were discussing, debating, trying, failing, learning, blogging, and collaborating on a variety of projects related to technology, human rights, global development, community work and other fields I am very interested in.

Joining Twitter was like signing up to get an online degree in a very specialized field, where everyone was both teacher and learner. The quantity of information and knowledge shared among practitioners and theoreticians in my field and related areas was infinite, as were the ranges of opinions.

Through Twitter I’ve had the opportunity to work on voluntary side projects and connect with experts and practitioners for research and professional or personal advice. Sometimes a number of us join together to get across a certain point that we feel strongly about, and it ends up getting to the ears of someone who’s making major decisions or it gets brought up by individuals in personal conversation, spreading the ideas offline. A group of Twitter folks who are part of the ‘Smart Aid’ collaborative recently conducted a survey to find out more about who reads aid and development blogs, for example, and what they do with the information there.

Not just a news and professional education platform, Twitter is also a friend and colleague network. Over the past 3 years, I’ve met a few hundred new people in real life that I initially connected with on Twitter.

It’s a great feeling when you are chatting with someone at a conference, and they look down at your name tag (where you’ve penned in your Twitter handle with a Sharpie) and exclaim “Wait! You’re @meowtree!? I’m @so-and-so!” You’ve only just met, but because you’ve connected on Twitter, you already feel like old friends. You can immediately jump into a conversation and continue on with a topic you’d been batting around on Twitter or make plans to partner up on a work-related initiative or simply discuss the fact that you both like the same kind of beer.

Last week a colleague alerted me (via Twitter, naturally) that I’d been named by the Guardian as one of the “20 Global Development Twitterati” to follow. It was unexpected, and I’m hugely honored.  The Guardian’s Global Development team does fantastic and highly credible work facilitating forward-thinking debates and discussions around development. Being listed alongside the 19 other “Twitterati” is indeed a privilege, as they are some of the leading voices in the aid and development debate.

So if you have an interest in development and/or new technology, you can either accumulate a ton of unusable frequent flyer miles and follow my convoluted path, or you can skip all that in-between and simply “Get on Twitter!” Once you do, be sure to follow the Guardian’s list of 20 Global Development Twitterati. But don’t stop there – the Twitterverse is full of brilliant minds and voices that you won’t want to miss if you are serious about engaging in a stimulating global development conversation.

Youth map toilets in Mathare. (From Map Kibera's Blog)

I first heard about Map Kibera quite awhile ago. Looking through old blog posts, I’m thinking it’s been about 2 years. Somehow, probably through blogs and Twitter, we connected and made plans to work together on the Youth Empowerment through Technology, Arts and Media (YETAM) project that I was coordinating and where we (Plan) had been wanting to use digital mapping but didn’t have a clear understanding of how to do it technically.

Around the same time, Plan’s program team in Kenya was connecting with Map Kibera through the Institute for Development Studies (IDS), where Robert Chambers (the guru/godfather/grandfather of participatory rural development approaches) and co. were also thinking about how digital mapping fits into participatory development. Sammy Musyoki, Plan Kenya’s program support manager who is also affiliated with IDS, was already engaged in some work around the use of mobiles in community led total sanitation (CLTS) work. In November 2010, Map Kibera became part of a research project, where Sammy and Evangelia Berdou (also from IDS) began looking at “the challenges faced when applying the methodologies of participatory technologies to participatory development and aid.”

Importantly, the research is not ‘extractive,’ research, eg, the researchers are not coming into Kibera to pull information out and leave, publishing their work for academic circles and never bringing the insights back to the community for discussion and interpretation.

As Map Kibera Trust co-founder Mikel Maron wrote, “With IDS, all of the interviews and meetings were facilitated by Sammy, leading up to a gathering of everyone to reflect on the results. This was incredibly valuable for everyone to share their perspectives and understand others. We thought of it as Group Therapy.” (Note: the posts written during the research are collected here – more good reading.)

He continues, “Additionally, we organized an amazing inquiry led learning session with Aptivate, which contributes to creating a guide-book for future trainings.” (Note: I was following the Twitter stream during the sessions that Aptivate conducted, and I highly suggest checking this organization out.)

While the research was taking off, Plan Kenya and Map Kibera also started working together on both the YETAM project as well as on a Community-Led Total Sanitation (CLTS) program in Mathare.

The learning from the IDS research, together with Plan and Aptivate’s input around facilitating participatory development approaches meant that the Mathare project started off differently than the Kibera project did. The approach was a bit slower, and started by really engaging the community. As Jamie Lundine (current director of Map Kibera Trust) writes in her post Whose Map, “Map Kibera did not begin as a participatory development project. The initial project was an attempt to introduce open source technology – namely, OpenStreetMap – into a community that had previously not had a publicly accessible map (for all intents and purposes it was “unmapped”). Initial mapping of Kibera was done quickly (in 3 weeks) and local leaders, including administration were consulted but not necessarily engaged in the process.” The quick growth of the project was partly fueled by interest and support from the international community due to the innovative nature of the project, rather than by demand from the community for a rapid implementation.

She continues in the post to describe the participatory process that was used in Mathare – eg., lots of meetings, discussions and participation and offline activity before any mapping even started. The approach in Mathare was to really engage the community and local organizations and structures from the outset, and to “lead from behind”. One of the neat results from this approach is the fantastic Mathare Valley Blog, set up and maintained by the youth, and a great place to go to hear about what’s happening in Mathere directly from residents.

From Jamie’s post New Media in Mathare:

“To provide the participants with some ideas about other options in terms of new media, some basic training on the use of the Ushahidi Voice of Mathare platform was provided to some of the Map Mathare project participants. The Voice of Kibera team conducted a number of hands-on trainings with 8-10 Mathare participants. The participants were interested in the platform and learning from the experience of the Voice of Kibera members, but did not take-up the software as we saw in Kibera. We therefore agreed to provide technical support for the blogging platform as a central online information focal point for the Map Mathare initiative. We were careful not to impose the original ideas of New Media in Mathare and have adhered to the original methodology agreed upon by the team with support from Plan Kenya and CCS. This was a community driven approach from which the technical and coordination team “leads from behind”. We are and continue to be flexible when it comes to programming in Mathare.”

Map Kibera has worked with a broader group of Plan Kenya staff also to build capacity around participatory mapping so that various on-line and off-line mapping tools could be considered in Plan Kenya’s future efforts, for example, these suggestions by the Plan Kenya staff: mapping and identifying the hot spots of child abuse, use of SMS for communication with hearing and speech impaired within the community, using reports and sharing the same information to various media channels, program monitoring, a governance tool for enhancing social accountability as well as tracking projects, involving children in participatory community mapping, using blogging as a tool for youth to document governance issues, and to document and share participatory activities that Plan already undertakes, such  as transect walks and participatory situational analyses.

Today, almost 2 years after our “first contact”, Jamie wrote a motivating post that highlights how things can work when development, technology, academia, communities and local partners work together openly.

“Mapping the sanitation in situation in Mathare has been a process of continual learning. When we began the Map Mathare pilot project in December 2010, we employed a dynamic methodology to engage young people and the community issues in the approximately 20 villages in Mathare. My colleague Primoz and I worked closely with the Plan Kenya team to design a training programme and over the past 8 months, have learned a great deal about working with youth and communities to “make the invisible visible” that is – to document tacit knowledge and turn the experience of communities and young people into information that translates across social and geographic boundaries.”

Through these collaborations, everyone benefits and learns. Plan is learning how to support communities to use new technologies in community development work. Plan staff is also developing capacity to innovate in Plan’s work by becoming more familiar with different technology tools and ways of working. Through blogging and sharing and face-to-face meetings, this learning is making its way through the organization, touching on a variety of levels, sparking slow and steady changes in how a huge organization operates. The Map Kibera team is learning more about participatory methodologies in development, which carries into their work and how they talk about their work also. IDS is learning how the two mix, and offering an academic overview within theoretical frameworks and advancing the field of knowledge around participation technology and participatory development. The community benefits by being fully engaged in a process that has positive and lasting impact.

Jamie writes:

“The team of mappers, videographers and bloggers– now about 15 in number – who have stuck with us since December of last year, can really tell you what empowerment means to them. Not only have they put themselves and their community on the map – a process that evokes a great sense of pride and responsibility. Some of the young people did not know how to read a map before…. 

Putting yourself on the map is the first step toward demanding recognition and everything that comes along with it – including basic human rights (the right to a clean living environment, the right to health) and by extension – the right to access services provided to the rest of Nairobi. Through our programme, young people are given the chance to represent their community through the medium of a map. Standard GIS symbols break down the barriers that separate youth and elders – rich and poor – and allow these young people to express themselves on a level playing field. Looking at the maps,  who would know they were generated by youth from the informal settlements?”

This is a good example of various disciplines and sectors working together with youth and community members to take an initiative forward in a very positive way.

It’s proof that coordination, cooperation and bridging across all these areas is not only possible, it is vital if efforts are to be of any real and sustained impact.

Last week’s conference: “The Power of Information: New Technologies for Philanthropy and Development” hosted by the Indigo TrustThe Institute for Philanthropy and The Omidyar Network was somewhat of a ‘who’s who in ICT4D’. It provided an incredible opportunity to hear and discuss what some of the best minds are up to with regard to technology and innovation in development. (Check the conference videos here for more.)

The purpose of the conference was to bring innovators and donors together. In addition to the panelists, many other leaders in the field of social media, ICT4D and innovation as well as a variety of donors and funders were around to chat with during breaks, lunch, dinner and drinks. Conference topics included transparency, accountability and democracy; health; finance and rural development; youth empowerment and education; human rights; and fostering innovation and enterprise.

I got a lot out of the conference, but want to focus on two areas of specific interest:

  1. Balancing innovation (inspiration) and process (sustainability)
  2. Building bridges between new technologies and existing initiatives

Balancing innovation (inspiration) and process (sustainability)

Philip Thigo from SODNET started the day off with an introduction and a great set of questions* to explore around ICTs and development.  I found myself nodding and frantically typing and tweeting to catch and share as many of them as I could:

  • Are technologies just tools or are they the engine of transformation?
  • Are they universal? Can we cut and paste them from one context/culture to another?
  • Is it about connecting old and new tech for use by marginalized people and groups? Should we be creating interfaces between new and old tech?
  • What about power hierarchies with relation to access? Will disempowered communities automatically adopt technology and turn its use and information into action?
  • What about the challenge of laws and limitations on technologies and the selective enforcement of these laws by the state with regard to access, ownership, and control of information and knowledge?
  • What are the accountability, ethics and responsibilities of technology activists and developers? How are we evaluating our actions and decisions and their impact on people lives?
  • Is it worth taking the risk?

Philip emphasized the need to fail fast, learn fast, and move fast when working in this area. “We need to think about people first, not technology first,” he said. “We should strike a balance between supporting innovators (inspiration) while at the same time strengthening process (sustainability).”

I couldn’t agree more.

Though there is a sense (and a couple panelists, including Philip, commented) that anyone can use social media, that people don’t need training, and that ideally you should just hand over the tools and let people get to work, I do think that ‘striking a balance’ is critical, especially when talking about funding and implementing particular initiatives that are seeking specific outcomes related to development. This isn’t to say that we need an over orchestrated process, but I do think it’s important to remember that not everyone can pick up technology as easily as those who are immersed and surrounded by it 24/7.

Yes, technology needs to be ‘demystified’ and tech is getting simpler and simpler, but based on experience working with staff, community leaders, local organizations, youth and teachers in rural Benin, Kenya, Mozambique, Senegal, Mali, Cameroon, Rwanda and Ghana, it’s clear to me that not everyone can just jump in and go. Not everyone speaks English, not everyone knows about coding, not everyone has used technology before, not everyone feels confident even if they are very curious, and some people want additional support to get going.

In addition, ICT4D-type projects need good overall design, beyond the technology piece. They need a good think-through in terms of sustainability (for programs that are meant to endure), local context, unintended effects, privacy and protection (especially if they are human rights related, work with vulnerable people or could put users in any kind of risk).

As many would agree, the tech is only 10% of it. There is a trend toward developing more detailed user manuals and guidance on what to think about when designing initiatives using new tools like Ushahidi because of demand for this from users. I do think that donors, implementers and innovators need to keep that in mind, and be sure that they are planning for and funding that other 90% [eg, all the ‘boring’ stuff that makes the 10% of the ‘cool and -exciting’ stuff work – like good planning, core staff, logistics, monitoring and evaluation or as the link I mentioned above says, outreach, branding, translation, verification, documentation, integration with other systems….]. I also think donors should be supporting the local strengthening of people and organizations’ skills, capacities and strategic thinking via funding to innovation and tech hubs and support to universities and other kinds of opportunities for further education, training and experimentation in the area of technology for people in ‘developing’ countries, starting from local context and local realities.

Building bridges between new technologies and existing initiatives

Some major transparency initiatives are gaining more and more traction at the moment, for example the recently-launched open government program led by the US and Brazil (and rejected by India) and the International Aid Transparency Initiative (IATI). In addition, there are some really interesting locally led transparency initiatives happening all over the place. The panel on Transparency, Accountability and Democracy highlighted a number of tech tools and platforms that are being used to enhance this area of work (including  Frontline SMSMy Society, and Huduma) and some broad thinking around the topic by Owen Barder, who highlighted various aspects of aid transparency and the giant disconnect in terms of what the general public, governments receiving aid, and donors want to know about aid efforts.

Following the panel, a great question came up from Martin Tisne from the Transparency and Accountability Initiative (TAI).  He said that the transparency and accountability field has been around and funded for many years but it is atomized. He wondered how the different initiatives represented on the panel all fit into the broader picture. Owen agreed that atomization is a very serious concern. “The answer to it is open standards that enable people to take information from all these sources and mash it up and make it available to everyone. This is ‘unsexy’ and doesn’t photograph well but it’s potentially revolutionary in the way that the web has revolutionized our lives.” Owen emphasized the need for donors to invest in areas that maybe don’t seem so innovative and exciting, but that are critical to moving the field forward. (This goes back to the first point – the need to balance innovation and process, and funding for the other 90%).

Stephan King from the Omidyar Network continued during the donor panel to talk about transparency and accountability. He added that “tech tools are not a panacea,” and asked how technology can supplement and complement the work that many organizations are already doing. “Many charities and non-profits don’t know how to use technology,” Stephan said, commenting that there is a role for Omidyar and others to help organizations realize the benefits and utilities of technology to help reach scale, innovative solutions, and to provide feedback loops. “Technology is important in the area of transparency and accountability because it can engage citizens,” he said. “It allows people to access information in a way like never before.”

Martin (from the Transparency and Accountability Initiative) followed, saying that TAI is a collaborative of major funders who are looking at the whole field of transparency and accountability. The field as a whole is about 20-25 yrs old, he said, and is currently very atomized. “We need, as funders overall, to ensure that this growing and exciting community of practice [technology in transparency and accountability] isn’t just another atom within the overall transparency and accountability movement,” he said. “How can technology feed and nurture this overall community of practice? Technology has potential to do something really exciting in our field, to solve problems we’re really poor at, such as scale.” He also talked about the potential for tech to help engage citizens. “This field is and has been monopolized by policy wonks in the cities, in the capitals, but we have an opportunity to reach citizens and that’s really exciting.”

“The vast majority of technology and accountability groups — 95% — however, don’t harness the potential of mobile technologies really strategically, yet the potential is exciting if they did.” Martin asked how we can link organizations with fantastic grassroots networks and/or that really know how to use media with those that are using technology. “If we can crack this complex bridging issue of how to bring the transparency world and the tech world together we will have achieved a huge amount.” It’s not enough to bring government groups and tech groups to the table and think it will happen overnight, he said. “What we are trying to do is to focus on people, on entrepreneurs, on individuals who really understand the problems and the solutions that tech can provide as well as focus on organizations. We find a lot of program officers who know what tech can do or a CEO who has a vision of what tech can do but it doesn’t percolate throughout the organization.” TIA wants to bring together the people who understand the problems together with those who may have the technology solutions. Martin’s idea to bring technology folks together with transparency and accountability folks together to make “tech babies” was a big hit….

These points also resonated strongly with me as someone working in a large development organization that is looking at how to integrate new technologies into its work, and being one of few people within the organization with the specific responsibility of bridging programs and new technologies. It’s  simultaneously comforting and frustrating to know that organizations typically struggle with this and also good to know that some donors are aware of the challenge and willing to support it to be overcome.

Philanthropy and social media

In closing this too-long post, I just want to mention that as background material, Indigo Trust and the Institute for Philanthropy produced an impressive paper called Philanthropy and Social Media, which gives an overview of social media, how it’s being used for communication and social impact, and why social media is important (with separate sections on communication messages, knowledge sharing and reporting, overcoming barriers to inclusion, connecting people, improving service delivery, scaling fast, fundraising, transparency and accountability). The paper also summarizes some conversations with investors in social media. Two charts I find extremely on target are the “tips and advice on investing in social media” and the “roadmap for engaging with social media.” They are both simple and well laid out, and would be useful not only for donors but for anyone who is engaging with social media in development work.

This week I came across the “Feedback Mechanisms in International Assistance Organizations” report by CDA Collaborative Learning Projects, based on research undertaken by the Listening Project and funded by the Gates Foundation.

The findings and recommendations are very intuitive and it’s nice to have them gathered in one place. The report can serve as a starting point or a pause-and-reflect moment for organizations working specifically on humanitarian accountability as well as those who are looking to integrate better ‘downward’ or beneficiary feedback into development or humanitarian work overall. It also offers good food for thought for those interested in crowd sourcing and the use of new technology for citizen engagement and input.

The report is not too long, and it’s easily laid out for a quick read, so I’d recommend downloading the .pdf and digesting it fully.

To whet your appetite, here are some points I found interesting:

Why do agencies seek recipient feedback?

Four reasons were identified in the report: to improve accountability, to improve effectiveness, to respond to donor requirements or media pressure, and to increase security for staff. Feedback from recipients* was seen to give staff the fuel needed to pressure higher-ups for necessary changes in programming; beneficiary feedback often improved program quality and recipient satisfaction, and seeking dialogue and communication with communities tended to reduce threats of violence. When accountability was a donor requirement but wasn’t part of a larger organizational buy-in or value, unsurprisingly, initiatives were less successful.

To many reading this post or who may read the CDA report, the benefits of participation and feedback and accountability are already obvious, nonetheless it’s  good to see them captured and documented in a report as a support to those who are trying to establish accountability and transparency mechanisms in less-friendly or convinced atmospheres.

Other key points (any quotes come directly from the report):

  • All practitioners interviewed for the study “expressed their unequivocal commitment to participatory and inclusive approaches to humanitarian and development work, and placed significant emphasis on accountability mechanisms.” In addition, many organizations have signed different charters and standards including SPHERE  Guidelines, the Humanitarian Accountability Partnership (HAP) Standard in Accountability and Quality Management and the INGO Accountability Charter. This rather contradicts the impression the media often likes to give about aid agencies as being totally unaccountable to anyone. Or maybe certain parts of aid agencies are more interested and prone to seek accountability and transparency than others.
  • The report says, however, that there are still issues with continuous feedback loops and information doesn’t always return from whence it came. “Typically information gathered from primary stakeholders flows through different parts of organizations, but decisions are rarely communicated back to communities.” One could also ask how often this feedback (or similarly, any information, or data) is returned to communities in accessible formats so that they can use it as well for their own purposes.
  • Good accountability mechanisms are not possible without management buy-in or staff competency. Managers play a critical role in “creating incentives and requirements for field staff to regularly solicit and utilize feedback.” Organizations need to invest in the skills necessary to ensure honest feedback can happen at community level, and/or among the various people and organizations involved (community members, CBOs, local partners, local staff, management staff, headquarters, government, etc).
  • Different agencies are working to develop frameworks to improve feedback and accountability mechanisms. “Some of these new approaches have built-in mechanisms for integrating recipient voices into program strategies and operations.” Some organizations have been collecting primary stakeholder feedback and sharing information with recipients for years as part of participatory development processes. However, the report says, often the exercises are very focused on individual projects or towards particular practical results and the richness of the feedback is not fully appreciated or systematically fed into broader decision-making processes.  “The practices of systematically listening to, gathering and analyzing people’s perspectives, recommendations and complaints have not become routine in many agencies.”
  • Feedback mechanisms need to be designed together with recipients. “Mechanisms must also be appropriate to the specific contexts where they are intended to operate, and agencies have to consider the most appropriate name for the [system], channels, and methods for raising complaints, and culturally appropriate ways of responding.” This is especially important in tense environments or with people who are not accustomed to voicing their opinions.
  • Trust is important, and according to the report is “the first step in getting meaningful feedback. Providing information about the goals and expectations of the organization is the first step in building trust…. Organizations need to establish systematic procedures for reviewing, investigating and responding to feedback or complaints. All this needs to occur in a consistent, timely manner for people to believe in the system and use it.” My own experience with children and youth participation initiatives, has taught me it’s also critical to discuss and agree on clear and honest expectations about what can and will be done with the feedback, and the degree to which feedback will actually be able to change a situation. This goes back to the report’s point on management buy-in and institutional systems. Unless your organization really wants to hear the feedback, is willing to change itself or its actions or viewpoints to respond to the feedback, and has the internal capacity to respond and modify how it’s doing things, asking people what they think can be really tricky and potentially demoralizing for all involved. It’s never nice to hear people say “why did you ask us if you didn’t want to know” or “what is the point of knowing what we think if you’re not going to change?”
  • New and emerging approaches are being tested, including those that use innovative tools and technologies such as SMS and social media. However, the same principles apply to these new technologies as to any other type of feedback loop, and it’s clear that there are still challenges with new technologies.  As mentioned earlier in the report “Most organizations that were successful in gathering feedback… and distributing information back… found it necessary to have more than one mechanism in place…in order to provide options for all of the different groups within the local community to provide feedback and to get information.” This is especially true with new technologies, given the large numbers of people left out of feedback loops due to cost, literacy, age, gender, and access if only SMS or social media are used. Specific challenges with new technologies are highlighted in the report, such as the case of Haiti where an SMS service was set up and people were very willing to use it, “but the agencies had not incorporated a way to monitor the replies and feedback. This resulted in some frustrations and a lost opportunity for a feedback loop between recipient and aid agencies.”

Page 17 of the report offers some good examples of what effective feedback loops look like, page 20 lists several areas that need investment and incentive to ensure effective feedback mechanisms and to guarantee that information is properly gathered and well-utilized, and page 23 offers a list of recommendations for effective and comprehensive feedback loops.

Last Monday I attended Africa Gathering London. The topic was ‘Social Media Revolutionizing Africa: How is new media changing Africa, giving voices to the voiceless, improving governance and transparency, and changing narratives?’

The event stimulated thinking and brought up some hot discussions around technology, traditional and social media, aid and development, participation and governance. (Big congratulations to Marieme Jamme  for curating a great line up that brought in an interesting and engaged group of participants and to William Perrin of Indigo Trust for keeping things on track and generating good debate!) See the program, the speaker bios and some short video interviews.

Some quotes, thoughts and debates from the day:

  • If your purpose is to bring more people into discussions, remember that radio, Facebook, and Twitter audiences are distinct and be sure you are thinking differently about how to engage them all. Remember that many people in Africa prefer to talk not write.  (from BBC’s Africa Have Your Say – @bbcafricahys‘s presentation)
  • You can’t resolve all of Africa’s issues with one approach. The countries are very different and local context really matters. But you also can’t design something for every tiny demographic. Where is the sweet spot between localized and scale? (discussion after the morning workshop)
  • People should not sit in the UK deciding and develop things for Africans. Develop things with Africans, or support Africans to develop things themselves. This idea got retweeted a lot, with lots of agreement. But H Taylor – @HFTaylor88 also commented via Twitter that this rhetoric has been around for ages within NGOs…. (discussion after morning workshop)
  • It’s great that the market has been able to bring mobile phones to so many people in Africa, but the market can’t do it on its own as many are still left out. There needs to be more incentive to reach remote areas. There needs to be education, cash transfers, government regulation if we want to really realize the potential of mobiles. Mika Valitalo – @vatamik commented that in many African countries, mobiles are still taxed as luxury items, making them more expensive than they should be.   • Any big story today on CNN has a social media component, yet there is still the idea that social media only breaks news and ‘it won’t make the history books until CNN or BBC report on it’. If CNN is not planning to do a story but sees everyone is talking about it on Facebook and Twitter, they will cover may rethink covering it. CNN finds good opinions and stories on social media, but their primary news source will continue to be their correspondents. Emrys Schoemaker – @emrys_s however questioned whether mass media use of citizen journalism is a broadening of voices or if it’s cheap content for big media – or both. (Faith Karimi/CNN/@faithCNN’s presentation and resulting discussions.)
  • Social media gives African youth an uncensored worldwide platform, letting them feel included in shaping Africa’s image, but the youth using social media in Africa are still the middle class and the rich. We need to find ways to include other youth. (Faith Karimi – @faithCNN’s presentation and resulting discussions.)
  • The Guardian’s Global Development Site and Poverty Matters blog are trying to get away from the vision of ‘poor Africa’ and have only been accused of ‘poverty porn’ once in 9 months (which Liz said irritated her to no end as they really try to avoid it). (I remember the case…) They stay away from the typical ‘flies in the eyes’ photos, but sometimes there really is starvation in Africa, and in those cases, a photo of a starving child might actually represent reality. (Someone countered that African newspapers should use photos of drunk, vomiting Brits to illustrate stories about parliament).  (Liz Ford/deputy editor/@lizford‘s talk and discussion)
  • Is the Guardian’s Global Development site one-sided, taking the view that aid is good rather than other ideas on how to best achieve development? Development is much larger than ‘aid’ and when talking about development we need to remember the bigger picture and the alternative views that maybe aid is not the best (or only) way to ‘do development’. The Guardian is quite open to new thoughts and ideas and invites anyone with ideas for blogs or stories to be in touch with them. They consider their site a ‘work in progress’. (Note: I like the Guardian’s site very much as it is one of the few media sources that discusses and seems to really promote and engage in the ‘#smartaid / @smart_aid‘ discussion).   • Many African leaders, not to mention the public and the media, will listen when high level people call their attention to something, but problems can’t be solved by the same people who created them, especially if those people are considered morally bankrupt. Karen Attiah – @karennattiah  commented in from Twitter that a big part of development work should focus on rebuilding the broken social contract between governments and citizens in Africa. So how can we connect policy makers with ordinary Africans? How to bridge the gap between policy makers and grassroots approaches and implementation. (Panel with Alex Reid/@alreidy and Carolina Rodriguez /@caro_silborn – media heads at Gates Foundation and at Africa Progress Panel)
  • Not all sources are created equal – this is true for traditional and for social media. Social media is not about the technology, it’s about the human need to communicate. You can make traditional media more social also. Even those without access to social media will get around harsh barriers to tell their stories because of the urge to communicate. So the best thing is to create a social experience, not to worry so much about getting ‘jiggy’ with the technology. (from Kevin Anderson/@KevGlobal‘s presentation. See Putting the social in media.)
  • New technologies can impact on public debate, people’s political capabilities, citizen-state relations, relationships with other government actors. Frontline SMS Radio, for example, could be a very useful tool for this because radio is still the main way to communicate with the majority of Africa. Using Frontline SMS Radio, stations can sort through messages they get, understand them better, and use the information to orient their radio programs as well as other things. Radio can play a very strong and useful role in governance. (from Sharath Srinivasan/ @sharath_sri‘s presentation. See FrontlineSMS at Africa Gathering.)
  • Youth can have a big impact on community development if given space to influence. There is money (eg., in Cameroon, at local government level) but it needs to be better spent. Informed and involved youth can hold government accountable for spending it better. Local level advocacy has a greater impact on youths’ lives than global level initiatives because you can make as many laws as you like, but unless people are putting them into place and practice at a local level they don’t matter. Organizations should listen to young people but not make them dependent on NGOs because the real duty-bearers are family, community, government. NGOs need to be models of their own methodologies; eg., if an NGO is encouraging people to criticize the government, the NGO should be ready to receive the same scrutiny around its own work and behaviors. Social media can play a role in this process by showing what is happening at the local level to a global audience.
